ENCINITAS, Calif. (KGTV) — Encinitas officials announced a "one-of-a-kind" crosswalk has been placed across Coast Highway 101 in downtown.Officials say the artistic crosswalk featuring surfboard shapes and waves spans across the highway at G Street and took two years of coordination between city staff and City Council to put together. The city says the crosswalk will improve walkability and bring more public art to the area.Artist Steffen Vala, whose work has appeared around the globe and been featured by Apple, Marvel, and other big brands, was commissioned for the crosswalk."The iconography of surfboard shapes is a nod to each surfer's 'magic board,' unique to them like their fingerprint. Juxtaposing this individualism is a unifying tidal wave laid out like the ocean's fingerprint that connects all the surfboards. This symbolizes the unifying, collective, 'party wave' we are all riding and our love in protecting the environment while celebrating our differences," the city said in a release.The city says the crosswalk is the longest decorative crosswalk of its kind and first one across a historic highway. 1132
ENCINITAS, Calif. (KGTV) - The Encinitas City Council hopes that a compromise on a controversial bike safety plan will be able to satisfy casual cyclists who feel Coast Highway is not safe, as well as sport cyclists who like being able to zip along current the bike lanes.The route through the Cardiff community between Encinitas and Solana Beach is believed to be the most frequently ridden corridor for bicyclists in San Diego County.The debate began when the city began looking at replacing the current bike lanes with "protected" bike lanes. These will use curbs and bollard posts to separate the lanes from vehicle traffic.City Councilmember Kellie Shay Hinze believes this plan will make the area safer for commuters, beach-goers, and families who would prefer a safe option to ride bikes over driving. Furthermore, she believes there will be environmental benefits, as well."If residents are able to access this beach on foot or by bike, then we free up parking spaces for people that might be coming from farther away and we reduce the congestion that we generate as a city on our roads," Hinze said.However, avid sport cyclists believe protected bike lanes are more dangerous."That is a trap to a cyclist going fast," said cyclist Karl Rudnick. "I would never ride in that."Rudnick explained that funneling all cyclists into lanes divided from the road by curbs and railings gives cyclists who are riding at high speeds nowhere to go when attempting to pass by slower riders. He was surprised to hear that there were safety concerns along that portion of Coast Highway."It was a real eye opener to realize that there's a lot of people who don't ride their bikes who find that stretch very dangerous- the very stretch that I consider the safest, most beautiful stretch in the county," said Rudnick.Rudnick and Hinze both support the compromise plan. While the city will move forward with the protected lanes, it will also paint "sharrows" in the #2 lane of the highway. These indicate to drivers that cyclists have equal right of way to use that lane of traffic. There will also be signage to let drivers know cyclists have legal access to the highway. This is part of an education process to allay fears that many drivers do not know what sharrows indicate.City staff are still working on the specific plans and there is currently no timetable for installation. 2378

FALLS CHURCH, Va. – It's the time of year for the great outdoors and the sounds of summer – or rather, a socially-distanced summer.“When we're outdoors or keeping a social distance with kids, they have a little more flexibility,” said Ryan Amato, recreation program supervisor for day camps in Falls Church, Virginia.According to the American Camp Association, about 8,400 overnight camps and 5,600 day camps usually operate across the country. This year, 62% of camps closed, but the ones that didn’t underwent some changes.“We really had to, I don’t want to say dumb down, but really minimize the activity we do and find things we can do while social distancing and still keeping their interest,” Amato said.That meant placing kids in smaller, individual camp groups and trying to keep them outside as much as possible. Eventually, though, when the heat forces them to go inside, some of the changes become more obvious, like the use of a rope, which students hold onto at six-foot intervals to enter the camp’s recreation building in a socially distant manner.“We do have a rope that we keep and keep them six feet when they're walking,” Amato said. “They should mask on as well because it gets a little congested in hallways.”Camp counselor Maya El-Hage says some things are missing, like field trips to the pool, and certain camp goers.“There's definitely faces that I see every summer that are not here,” she said.Now, they’re focused more on classroom games and arts and crafts at a distance.“We're making it work,” El-Hage said. “We're set up like these 6-foot tables, so that they know where they're supposed to be.”So, could these day camps – with classroom set-ups – serve as a guide to schools trying to reopen? It depends.“I think their challenges are a little greater, but I do think there's some learning that the school systems can learn from watching some of the summer camps in their jurisdictions,” said Danny Schlitt, director of parks and recreation in Falls Church, Virginia.Yet, they admit their programs are geared towards fun and schools have a more complex mission.“It's a learning environment in there and they're going to be there for long periods of time,” Schlitt said. “Once you get indoors things do change a lot, you know, and it really is important - it becomes that much more important - for the mask wearing and the social distancing.”That’s where parents can make a difference, they say.“The parent starts at home with, you know, talk about the importance of social distancing, importance of wearing a mask,” Amato said, “and when they can enforce that, it helps our staff do it here. ENCINITAS, Calif. (KGTV) — Cardiff Elementary School in Encinitas must pay 0,000 just so it can resume a project to modernize its campus.The payment is part of a settlement to a group that sued the district over a project to rebuild much of the school, which had upwards of 60-year-old buildings.In 2016, voters approved a million bond measure authorizing the project. The group that sued, Save the Park and Build the School, challenged the plan's environmental impact report and its plan to build a multipurpose facility on part of a grassy area of district property that doubles as a public park in off hours. Late last year, a judge ruled in the group's favor and issued an order to halt work on the project. This week, the school and the group reached a settlement to allow campus construction to resume, and put the multipurpose center back into a federal approval process because it involves the National Park Service. The group got 0,000 for legal fees. "It was a flex and it cost our kids and the taxpayers 0,000 to bring us right back to where we were in December," said Morgan Gates, a parent at the school. Eleanor Musick, who heads the group, said the park is cherished and one of the only open spaces nearby. "It was not that we intended to stop the construction specifically to spite them or anything like that, That's the law. If a project is out of compliance with [The California Environment Quality Act] it must stop," Musick said.
