WUXI, Jiangsu, Feb. 17 (Xinhua) -- Chinese Vice Premier Zhang Dejiang said Thursday that developing quality labor and vocational skills would greatly contribute to the social and economic development of the Asia-Pacific region. He made the remarks while delivering a speech at the opening ceremony for the APEC (Asia Pacific Economic Cooperation) Skills Development Promotion Center which was launched in China's eastern city of Wuxi. The Center will play a positive role in enhancing human resources cooperation between APEC members and achieve "inclusive growth" in the region, Zhang said. The Chinese government has always held that human resources are the most important resource in social and economic development, and it would continue to actively take part in APEC activities that encourage regional exchanges and cooperation in human resource development, he said.China would fully support the APEC Skills Development Promotion Project and the development of the center with financial and technical backup, making it a platform for vocational training and personnel exchanges between APEC members, he added. The decision to establish the center was announced by Chinese President Hu Jintao during the 18th APEC Economic Leaders' Meeting in November last year, which sought to advance cooperation on human resources within the APEC framework.

BEIJING, March 21 (Xinhuanet) -- A new device is being developed by American engineers to ease pain of blood sugar testing in diabetics, according to foreign media report last week. The upcoming device is the research target of a team of engineers at Arizona State University. It is specifically designed for patients with type1diabetes and type2 diabetes, according to a report in the "Journal of Diabetes Science and Technology,"  The traditional method of testing blood sugar levels involves painful pricks on the fingers to draw blood for testing. The inconvenient and painful process may somehow leave diabetics lax in their testing. The blood sugar levels, when poorly controlled, are very likely to trigger complications including heart disease, kidney disease and retinopathy.Unlike the old testing method, the new device could help people keep track of their blood sugar levels without the need to break the skin. It draws tears to measures the blood sugar levels in the fluid and gives just an accurate reading of blood sugar levels. "This new technology might encourage patients to check their blood sugars more often, which could lead to better control of their diabetes by a simple touch to the eye." said Jeffrey T. LaBelle, developer of the device. The new testing device has drawn great interest from investors due to its promising prospects. However, it still awaits a significant amount of testing before it can hit the market.

WASHINGTON, May 27 (Xinhua) -- The U.S. Treasury Department said in a report released on Friday that China was not manipulating its currency."In China, since the authorities decided in June 2010 to allow the exchange rate to appreciate in response to market forces, the renminbi (RMB) has appreciated by a total of 5.1 percent against the dollar in nominal terms through the end of April 2011, or at an annual pace of approximately 6.0 percent," noted the semi- annual report on international economic and exchange rate policies. The Treasury said that as inflation in China is significantly higher than it is in the United States, the renminbi has appreciated more rapidly against the dollar on a real, inflation- adjusted basis, at a rate of around 9 percent per year. The delayed report, which was originally scheduled to be sent to the Congress on April 15, finds "no major trading partner of the United States" manipulated its currency during the period covered in the report. The Treasury added that it will continue to "closely monitor" the renminbi appreciation pace. The report also noted that the U.S. economy is recovering from its deepest recession in the post-war period."While recent growth is encouraging, the economy still faces significant challenges," said the report. The number one challenge is still in the labor market. The U.S. unemployment rate, currently at 9.0 percent, is not expected to fall significantly this year.Besides, housing market and long-term fiscal position are " unsustainable," according to the report. In recent remarks, Treasury Secretary Timothy Geithner stated that China is the fastest growing market for U.S. exports. In 2010, U.S. exports to China grew at a pace that was 50 percent higher than the rest of the world.

LOS ANGELES, April 3 (Xinhua) -- People with lower levels of vitamin D are more likely to have stiffer arteries and an inability of blood vessels to relax, U.S. researchers have found. This finding also applies to people who are in general good health, according to researchers from the Emory University School of Medicine. The researchers presented their findings on Sunday at the annual American College of Cardiology meeting in New Orleans.Impaired vascular health in correlation with lower vitamin D levels contributes to high blood pressure and the risk of cardiovascular disease, the researchers say.The study involved 554 participants, with the average age of 47 and generally healthy. The average level of 25-hydroxyvitamin D (a stable form of the vitamin reflecting diet as well as production in the skin) in participants' blood was 31.8 nanograms per milliliter. In this group, 14 percent had 25-hydroxyvitamin D levels considered deficient, or less than 20 nanograms per milliliter, and 33 percent had levels considered insufficient, less than 30 nanograms per milliliter. The researchers monitored the ability of participants' blood vessels to relax by inflating and then removing a blood pressure cuff on their arms. To allow blood to flow back into the arm, blood vessels must relax and enlarge -- a change that can be measured by ultrasound. The researchers also made other measurements of smaller blood vessels and examined the resistance to blood flow imposed by the arteries.
