SAN DIEGO (KGTV) -- A new WalletHub report shows where California ranks among best and worst states for teen drivers.According to the site, summer is the busiest time of year for teens obtaining their driver’s licenses.Overall, California took the 18th spot on the list right behind Kansas, however, California didn’t do quite as well in some other categories. California roads ranked on the list as the 48th worst in the nation while the state took the 36th spot for premium increases after adding a teen driver to a policy. California placed first on the list when it comes to state regulations like the presence of occupant-protection laws and the presence of distracted driving laws. SAN DIEGO (KGTV) - A heartbroken dog owner is demanding answers from a motel in Mission Valley.Mary Prevost left her 4-year-old German Shepherd alone her room Saturday night when she went to dinner then found out later it had been hit and killed on Interstate 8.“I opened my door and my dog wasn’t there,” said Prevost, “I ran down to the front desk and said my dog wasn’t there and the woman said around 8:30 they had seen a dog running around in the parking lot.”Prevost says the motel staff said they tried calling her but they had dialed the wrong number.The dog owner then drove around Mission Valley as Saturday night turned into Sunday morning — then animal control rang.“She apologized and said that a dog that fit my description with a red collar had been hit on the highway and she was on the side of the road,” said Prevost through tears.“I planned to take her to Coronado beach the next day and instead I picked her up dead on the highway,” said PrevostPrevost had 4-year-old Valkyrie cremated on Sunday, but now she is grappling with Motel 6 management about how this happened.Prevost says the motel's risk managers told her the dog likely opened up the door on its own.“If they just called me or animal control or the police,” said Prevost, ”I could have gotten her because she was alive.”She says the hotel has video of the dog wandering the motel and the parking lot, but they won’t let her see it.Motel 6 has denied multiple requests by 10News for comment.Prevost says it just doesn’t seem fair to blame the dog.“The problem is even if she got the door open,” said Prevost, “they just let her go.” 1622

SAN DIEGO (KGTV) -- A runaway boat became lodged on rocks after taking off while the owner was trying to dock the vessel Monday afternoon.Captain Tony Olson with TowBoatUS San Diego said a man sailing from Harbor Island was trying to dock at Shelter Island when the boat took off.According to Olson, the man was trying to tie the boat off with the sail partially up and the motor running, causing it to take off without him.The 35-foot vessel became lodged on rocks at the Naval Base.It took a while for the boat to become dislodged. Olson says there doesn’t appear to be any major damage to the vessel.Olson noted that this is one of several boats that ran aground Monday.A 19-foot vessel, pictured below, also smashed into rocks at the foot of Point Loma. The Coast Guard warned people traveling through marine channel 16 of the boat that ran aground.  872

SAN DIEGO (KGTV) -- A new law in New Jersey could have an impact on San Diegans who claim they were sexually abused in the Boy Scouts.Attorneys with the law firm PCVA say they plan to bring new cases under New Jersey's new statute of limitations and window when the new law goes into effect on December 1, 2019.They say the new law will allow survivors in California and other states to file suit against the Boy Scouts for any abuse that occurred during the 30 years that that organization was based in New Jersey."We intend to hold the Boy Scouts accountable under this new Jersey law because the organization knew for decades while its headquarters was based in New Jersey, that thousands of scout leaders had used their position to groom and sexually abuse children," said attorney Michael Pfau. 10News asked San Diego attorney Andrew Van Arsdale how the new law makes it possible for alleged survivors outside of New Jersey to file a legal claim in that state."Their theory is New Jersey was home to this corporate entity for a period of 25 years so during that period of 25 years no matter where that abuse occurred in the country the corporate entity existed in New Jersey, we can sue that corporate entity in new jersey," he said.Van Arsdale is one of the lawyers involved in the group "Abused in Scouting." The group came together after hearing the Boy Scouts were potentially filing for bankruptcy. They began a campaign telling victims that they no longer have to be in hiding."By going to the states or areas where these defendants are incorporated that's a way to get at them," Van Arsdale said. "If these guys out of Seattle are correct and New Jersey was the home of the organization for a period of time they should be able to get them. The same way we're using Washington D.C. to file 1,100 of our lawsuits."Lawmakers in California are attempting to pass a similar version of New Jersey's new law. Assembly Bill 218 was introduced earlier this year by San Diego Assemblymember Lorena Gonzalez.According to the online text, "This bill would expand the definition of childhood sexual abuse, which would instead be referred to as childhood sexual assault. This bill would increase the time limit for commencing an action for recovery of damages suffered as a result of childhood sexual assault to 22 years from the date the plaintiff attains the age of majority or within 5 years of the date the plaintiff discovers or reasonably should have discovered that the psychological injury or illness occurring after the age of majority was caused by sexual assault, whichever is later. This bill would also provide for the recovery of up to treble damages against certain defendants in these actions, and would revive time-lapsed claims in certain circumstances."On Tuesday Gonzalez sent a series of tweets regarding the bill writing, "A moment on our #AB218 easing the statue of limitations for survivors of childhood sexual abuse: I know that school districts are worried that they may be sued. And that will cost public education in the state. I can't say that won't happen. If they covered up the abuse they will be held liable. And they should be. That's the only way we will stop the pattern of abuse that institutions have been covering up for decades. Inaction by sports clubs, schools, churches, Boy Scouts, boys & girls clubs have allowed perpetrators to continue to create new victims. This has to stop. It's time we take child sexual abuse seriously. SAN DIEGO (KGTV) — A San Diego company says they have the solution to make people recycle more and get back the money they spend on redemption fees. One Earth Recycling wants to put the redemption centers in high-traffic areas like malls and grocery stores, rather than their usual spots in industrial areas of the city."Our goal is not to try to exceed people's expectations of recycling, we're trying to develop a whole new category of recycling," says One Earth CEO Josh Turchin.RELATED: California considers overhaul of bottle and can recycling programEvery year, Californians leave hundreds of millions of dollars on the table because of unredeemed cans and bottles. Turchin says the biggest problem is that it's not easy to find redemption centers, and they're not always the most welcoming of places."This program has been hijacked by opportunistic operators who have just strip-mined the model and operate it as inexpensively as possible," he says.To counter that, Turchin plans to open 100 small-scale redemption centers at malls and grocery stores across California. Putting them where people already shop will make it easier for them to bring back redemption bottles and cans."We focus on marketing to the soccer mom set, kids and across demographics to make recycling something everybody has access to," says Turchin.RELATED: Residents voice concern over North San Diego County recycling center projectThe first One Earth Recycling center is already set up at the Westfield Mission Valley parking lot. The new rule would make it the responsibility of the manufacturers and distributors to collect the cans and bottles and pay back customers.
