Rape between people who are not married has always been illegal. However, until 1975, every state in the country had a marital exception. A husband could legally rape his wife. It has only been since 1993 that all 50 states have had laws making marital rape a crime, but in many states, there are loopholes. Now, one lawmaker in Michigan is working to close the state's marital rape loophole. It started with a message on Twitter. A constituent wrote State Rep. Laurie Pohutsky asking if she knew there is a loophole for marital rape in certain circumstances. If you look at the law, the first thing you see is that you can be charged with criminal sexual conduct in Michigan – even if the victim is your legal spouse. However, there is a glaring exception. You can not be charged with criminal sexual conduct if you had sex with your spouse while they were mentally incapacitated. 888

SACRAMENTO, Calif. (AP) — The California Supreme Court ruled that governments must bear the costs of redacting police body camera video before making it public. The decision was hailed by media organizations but will be costly for cities and counties. The court unanimously rejected the city of Hayward's attempt to charge the National Lawyer Guild's San Francisco Bay Area chapter more than ,200. Media groups said allowing governments to charge for editing the footage would have threatened public access to all electronic records. Hayward city officials declined comment. Spokeswomen for the League of California Cities and the California State Association of Counties did not immediately comment. 713

Rockland County, a suburb of New York City, is taking a big step when it comes to vaccination. Effective Wednesday, any unvaccinated child is banned from public places. Their parents could even face jail time. "Anyone who is under 18 years of age and is unvaccinated against the measles will be barred from public places until the declaration expires in 30 days,” announced Ed Day, a Rockland County executive. A state of emergency was declared in the county, following what officials say is the worst measles outbreak there in decades. As of this week, there have been 153 confirmed cases. "We have now the worst outbreak in the nation,” said Day. “The time has come to do something." Minors, excluding those with medical exemptions, are now barred from schools, churches and stores. Although police won't be patrolling vaccination records, leaders say parents could face jail time and fines. "If you have threats of being arrested and put in jail for 6 months because you choose not to inject your child with a pharmaceutical product, that’s the definition of fascism," argues Philip Silberman, an anti-vaxxer. The health choice advocate says this move is all part of a political agenda. "The agenda is to always just kind of eat away at our freedoms little by little by little," Silberman says. New York health officials don’t agree, saying this is a crisis that needs to be contained. "This is the law,” Day says in a public announcement. “It’s important for you to be part of the solution" 1510

Rep. Mario Diaz-Balart, R-Fla., and Rep. Ben McAdams, D-Utah, announced on Wednesday they have tested positive for coronavirus. Diaz-Balart was the first sitting member of Congress to announce a positive coronavirus test. McAdams' announcement came hours laterDiaz-Balart and McAdams participated in votes on Friday, including one to extend sick leave and unemployment benefits to some American workers amid the spread of the virus. Diaz-Balart remains in D.C. under a self-quarantine, and is not planning on returning to Florida during his quarantine. "I want everyone to know that I am feeling much better," Diaz-Balart said. "However, it is important that everyone take this extremely seriously and follow CDC guidelines in order to avoid getting sick and mitigate the spread of this virus. We must continue to work together to emerge stronger as a country during these trying times." Meanwhile, McAdams is holed up in his Utah home. "On Saturday evening, after returning from Washington, D.C., I developed mild cold-like symptoms," McAdams said. "In consultation with my doctor on Sunday, I immediately isolated myself in my home. I have been conducting all meetings by telephone. My symptoms got worse and I developed a fever, a dry cough and labored breathing and I remained self-quarantined. "On Tuesday, my doctor instructed me to get tested for COVID-19 and following his referral, I went to the local testing clinic for the test. Today, I learned that I tested positive. I am still working for Utah's and pursuing efforts to get Utah's the resources they need as I continue doing my job from home until I know it is safe to end my self-quarantine." 1670
