SAN DIEGO (KGTV) -- The all-clear was given after a suspicious device forced the evacuation of a building at San Diego City College Monday. The device was reported Monday afternoon in or near Building A, according to the school. The building serves as administrative offices. The college says no classes were affected by the evacuation. SAN DIEGO (KGTV) -- The California Federation of Teachers (CFT) is urging school districts across the state to roll back in-person classes and return to distance learning.CFT President Jeff Freitas said with most of the state back in the purple tier of restrictions, it only makes sense to go back to virtual learning until there is a slow in the spread of COVID-19.“We need to get these numbers down," said Freitas. “We think the best thing right now is for schools to stop their plans of reopening and, or if they are reopened, to close their schools and go back to remote.”Three Vista Unified School District schools -- Rancho Buena Vista High, Vista Magnet Middle, and Madison Middle -- returned to virtual learning Tuesday after positive COVID-19 cases were reported. It’s a back-and-forth the district has been dealing with since reopening for in-person instruction last month.“There should be more of a statewide approach and definitely a national approach,” said Freitas. “We have been asking that they take the lead on this.”San Diego Unified School District thinks it has come up with an answer. During its State of the District address Tuesday evening, Superintendent Cindy Marten said the district created a federal relief plan to get all schools nationwide back on track for the next two years.The plan asks for federal investment in education that would be centered around equity and undoing learning loss.“What would the San Diego strategy look like at the national level? We have outlined that plan, shared it with the Biden administration,” said Marten.The plan includes a COVID-19 testing, tracking, and tracing strategy for students and staff, and 0 billion in direct relief to schools. Marten said the money would offset the lost state revenue and increased operating costs.“We call for full funding for the Individuals with Disabilities Education Act (IDEA) and full funding for the Impact Aid program to invest in military families,” added Marten. “We call for tripling Title I funding and making the fund permanent to support low-income families.”“I know that San Diegans will step up and do whatever it takes to make sure no student is left behind,” Mayor-elect Todd Gloria said during a special appearance at the address.SDUSD’s plan has been sent to the Biden transition team for consideration. SAN DIEGO (KGTV) - The Medical Board of California (MBC) has filed an order to revoke the license of Dr. Jeffrey Lovin, a San Diego County radiologist who’s facing charges related to prowling and peeking.ABC 10News first reported on Dr. Lovin last year after his ex-girlfriend shared home security video of a man lurking in her North County backyard while she and her fiancé were inside. She said the man in the video is Dr. Lovin.He’s been charged with multiple counts related to prowling and peeking and violating a protective order. He’s pleaded not guilty and will stand trial next March.Dr. Lovin was already on probation with the MBC for other criminal activity.The Board has now issued an order to revoke his license on Dec. 18 for mental or physical impairment and unprofessional conduct by failing to comply with the terms of his probation.“We never know if we're safe,” his ex-girlfriend told ABC 10News on Tuesday. We’re not using her name or showing her face. She said that she and her fiancé Frank Zeigler still live in fear. “I hear any noise at night and I'm out front seeing what's going on at my home,” he said and added, “We lock all our doors and keep all our blinds closed around the clock.”“We want him to lose his license so he doesn’t do this to anybody else and we feel like this is the first step toward a little justice,” Zeigler later added.On Tuesday, ABC 10News spoke to someone at the law office that has represented Dr. Lovin. SAN DIEGO (KGTV) - Surveillance video from a Clairemont church shows a woman with a gun in one hand and her baby in the other, prosecutors said.The video was played in court Friday as the preliminary hearing started for Anna Conkey.Conkey is accused of walking into Sunday services at Church Tsidkenu in April and making threats while holding her 10-month-old son.Pastor Benjamin Wisan testified Conkey pointed the gun at parishioners and her own baby. Wisan was on stage and tried to calm everyone by telling them the weapon was a Taser. A 911 call prosecutors say Conkey made to report herself was played for the jury."Hi, yes, there's a woman at a church and she's saying she's going to blow up the foundation of the church,” said the person in the 911 call. Police later determined the weapon was not loaded. Wisan said Conkey had disrupted services weeks before the incident. He had tried to set up a meeting with her but it did not happen. SAN DIEGO (KGTV) — The man suspected of killing his stepmother and burying her body in a Tijuana backyard has been arrested on probation violations.Aaron Seth Juarez, 20, was taken into custody in San Diego Thursday. He was also wanted by the Deputy Attorney General of Justice in Tijuana on suspicion of killing Fernanda González Serrano in February.San Diego Police are currently working to return Juarez back to Mexico.González was last heard from on Feb. 2.
