SAN DIEGO (KGTV) - Supporters of Poway Unified School District kicked off a campaign Tuesday night in support of Measure P on the March ballot, which would provide 8 million meant to be spent on facilities across the distict's 39 schools. This is the first time PUSD has asked voters to approve a bond since the infamous "billion dollar bond", which many critics call a debacle which taxpayers will be on the hook for for decades.“We have leaky roofs," Superintendent Marian Kim Phelps told 10News during an interview Tuesday. "We have rusty pipes. We have tile that’s falling apart. We have high schools that have sewage spilling up into the room.” Phelps says a recent study commissioned by the district reported that 63% of the school campuses will be rated in "poor condition" by 2023. And so we also are one of the lowest funded school districts in the county, so we do a lot with a lot less.” Phelps says she understands why taxpayers may be hesitant to fund another bond measure. The last time the district approached voters, the bond was passed by 2011. It was later revealed that because of the way the bond was financed, the 5 million loan would accrue 7 million in interest, meaning taxpayers are on the hook for nearly billion. The bill for that will begin to be paid in 2023 and continue for 40 years.Phelps points out that the entire leadership that approved "the billion dollar bond" has been replaced and that the new team has worked hard to repair Poway Unified's finances in recent years. SAN DIEGO (KGTV) — The Federal Bureau of Investigation is asking for the public's help to connect dozens of victims to the confessions made by a convicted serial killer.Samuel Little, 79, has confessed to 93 murders to date, according to the FBI, and all of his confessions are believed to be credible. The murders took place between 1970 and 2005 in multiple states across the country.The FBI says Little is the most prolific serial killer in U.S. history. He was arrested in 2012 and extradited to California on a narcotics charge. After his arrest, Little's DNA was connected to three unsolved homicides between 1987 and 1989. He was convicted and sentenced in 2014 to three consecutive life terms without parole.In 2018, Little provided the FBI with detailed information on dozens of additional murders he is believed to have committed across the country, including murders in Illinois, Kentucky and Ohio.Law enforcement have been able to verify 50 of Little's confessions, but that leaves dozens of victims still unnamed and yet to be found. Fifteen of those cases are in the Los Angeles area.The FBI says Little confessed to strangling his victims, although most of their deaths were originally ruled overdoses or accidental. Some bodies have never been found.Little was convicted of two crimes in San Diego in 1984 after he raped and beat two women. Retired Detective Sergeant Wayne Spees was a rookie police officer on patrol just before 5 a.m. that October morning, when he and his partner discovered Little at a vacant lot near Market Street."He comes out of the back seat ... zipping his pants up ... He's insisting that he and his wife were just leaving," said Spees.Wedged inside the car was a prostitute, naked and bloodied. Little had choked her unconscious. Spees arrested him and spent several hours with him at the hospital while evidence was collected."He said, 'I didn't rape that ****. I just kicked the **** out of her. I'm going to kill that whore.' He had no remorse. SAN DIEGO (KGTV) - The first of its kind "Pass the Torch" ceremony Saturday honored veterans and the 77th anniversary of the Battle of Midway, aboard the USS Midway.The ceremony acknowledged as time goes on, less veterans are able to tell their stories. This was the opportunity to share those incredible moments from the battle that turned the tide in WWII.Doctor Charles Monroe served during the battle and said this was the most challenging moment he faced, "One Jap Zero was above, I looked back and looked up and pulled my gun up to try and shoot him and the turret stopped working and the gun stopped working, so I prayed. I wasn't a Christian, but I prayed and said ,'Lord get me out of this mess and I'll go to church,' and I kept my word."Monroe was paired with Paige Dominguez, 26, who is enlisting as a hospital corpsman. She told 10News she felt goosebumps as she heard the harrowing tales from heroes who passed away.When the moment came to say the oath, she felt like everything fell away, "it felt like we got to have that little moment to share and it was just us and I thought that was really an incredible opportunity."An opportunity Monroe hopes will last a lifetime, ensuring his sense of duty is passed on, "realize that the Navy has has a great part in the defense of our nation.""I think it's extremely important just like learning about 9/11, and learning about WWI and WWII, all of that because we wouldn't be where we are today if we didn't acknowledge what has gotten up here," Dominguez said.Paige will start boot camp August 12th. 1567

Anyone who believes they have symptoms resembling the novel coronavirus (which are fever, coughing, and shortness of breath) is asked to contact their medical provider, who will help determine if they need to be tested."We have already identified and issued warning letters to companies found selling and promoting fraudulent items, and we expect additional such actions will be forthcoming," the FDA said.Anyone who believes they have found a vendor selling fake testing kits can report them to the FDA. 1570

SAN DIEGO (KGTV) - Surveillance video and photographs were released Tuesday in the search for three men suspected of an armed robbery at a Mission Valley apartment complex. The men approached a man and woman in the parking structure of the Millennium Apartments at 5080 Camino Del Arroyo at 11:30 p.m. Mar. 20, San Diego Police said. Officers said the men spoke Spanish and told the victims, “Give me everything you have! Fast!” The men took luggage and a purse from the victims and were last seen running onto Camino del Rio North, according to investigators.Police believe the men may have driven away from the area in a white, early 2000’s Hyundai Sonata or Kia Optima eastbound on Camino del Rio North, then north on Camino del Arroyo. The first man was Hispanic, 26 to 32 years old, with a stocky build. He was wearing a black hoodie, dark pants, white shoes, and a black hat with white lettering. Police said the second man was Hispanic, 25 to 30 years old, with a stocky build. He had on a black t-shirt, black shorts, black shoes with white accents, and a black hat. The third man was Hispanic, 30 to 40 years old, with an athletic build, black and silver Raiders track jacket, black pants, black shoes with white accents, and a black hat.
