BEIJING, Aug. 5 (Xinhua) -- China is completing a nationwide training for presidents of grassroots courts Friday, following the downfall of a group of judicial officials implicated in corruption scandals.More than 3,600 presidents from intermediate and grassroots courts across the country attended the training in Beijing, a year-long-event that focused on raising their awareness of corruption-free law enforcement and improving their abilities in handling social disputes, according to information released by the Supreme People's Court (SPC) on Thursday.More than 80 high-ranking judges, including SPC President Wang Shengjun, delivered lectures during the training, which also covered topics of improving the judges' knowledge in coping with public opinion as well as that of the media."Given the complex and volatile international situation and rising domestic demand for judicial services against the backdrop of emerging social conflicts ...it is imperative to undergo such large-scale training for presidents from grassroots courts." said Zhou Zemin, director of SPC's political department.Over the past year, a string of high-level judicial officials were punished for their involvement in corruption scandals.Among them were former SPC vice president Huang Songyou, who was sentenced on Jan. 19 to life imprisonment for taking bribes and embezzlement and Wen Qiang, former director of the Chongqing Municipal Judicial Bureau, who was executed on charges of corruption charges involving organized crime.Training judicial staff has long been a priority on the SPC's agenda. The SPC spent three years training judges of grassroots courts from 2005 to 2007.Since 2006, the SPC sent lecturers to grassroots courts in the western provinces and autonomous regions. As of Thursday, nearly 150,000 judges and police officers have attended such lectures, according to the SPC.

SHANGHAI, June 12 (Xinhua) -- Chinese State Councilor Liu Yandong met here Saturday with former Japanese Prime Minister Yukio Hatoyama, who was here to attend the Shanghai World Expo's Japanese National Pavilion Day.Liu spoke highly of Hatoyama's efforts during his tenure in advancing Sino-Japanese relations, and said China was ready to work with Japan to promote ties.Liu hoped the Shanghai Expo could serve as a good opportunity to promote bilateral people-to-people exchanges, as such exchanges could help further develop bilateral ties.Hatoyama resigned from the top post on June 2, and Naoto Kan succeeded him as prime minister.Hatoyama, who was here as special envoy of the new prime minister, attended an official celebration ceremony for Japanese National Pavilion Day together with Liu earlier Saturday.During the ceremony, Liu expressed China's appreciation of Japan's support in the preparation of the Expo, adding Japan's rich experience of hosting the event helped spread the Expo spirit.Japan has hosted the comprehensive Expo twice and the professional Expo three times."I believe the Shanghai Expo will provide important opportunities for the two countries and two peoples to deepen mutual understanding and bilateral cooperation," she said.Hatoyama said he was glad to attend the ceremony, because his wife was born in Shanghai. And he hoped people in the world could use their "hearts" and "technologies," to contribute to the harmonious development of the world. The Japan Pavilion, with the theme of "Harmony of the Hearts, Harmony of the Skills," is eye-catching with its attractive appearance and clever use of hi-technology. Dubbed the "Purple Silkworm Island" by Chinese people, the pavilion is semi-circular in structure and covered by a purple membrane material.

BEIJING, June 3 (Xinhua) -- Senior Chinese leader Zhou Yongkang Friday urged increased supervision of police investigations and the reform of the penal system.Zhou, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks while attending a plenary meeting of the Political and Legal Affairs Commission of the CPC Central Committee in Beijing.Representatives of the Supreme People's Procuratorate reported to the meeting on their work to strengthen supervision on the use of investigative measures such as search, detention and freezing the suspect's asset by law-enforcement officers.Officials from the Supreme People's Court (SPC) also reported the progress made in a pilot program which intends to help courts at local levels to be more transparent and fair while meting out penalties.Zhou said these were vital to the building of a just and clean law-enforcement system and must be carefully implemented."Investigative and procuratorate authorities must attach equal importance to punishing crimes and safeguarding human rights, and to procedural justice and substantive justice, and must strictly abide by the law in enforcing investigative measures such as search, detention and seizing the suspect's asset," he said.He said the SPC's pilot program in roughly 120 local courts had promoted the fairness and transparency in handing out penalties, which had significantly reduced the rates of appeal, lodging a protest against a ruling and petition in criminal cases.Law enforcement agencies must push ahead the pilot program as one of their priorities, while in the meantime working to fully engage the public in the supervision of the handling of criminal cases, he said.Zhou, who also heads the Political and Legal Affairs Commission of the CPC Central Committee, called for more transparent law enforcement to ensure the public's right to know and supervise. He also said places for interrogation, custody, trial and detention must be under 24-hour audio and video recording.

BEIJING, July 11 (Xinhua) -- Growth of China's foreign exchange reserves are slowing as the total reached 2.4543 trillion U.S. dollars by the end of June, up 15.1 percent year on year, the People's Bank of China (PBOC), the central bank, announced on Sunday.Statistics from the central bank show China's foreign exchange reserves increased by 7.2 billion U.S. dollars in the second quarter, a drastic decrease compared to the last quarter in 2009, when reserves grew by 126.5 billion U.S. dollars.Reserves in the first quarter increased by 47.9 billion U.S. dollars. The PBOC also said the declining euro was the major reason behind the slowing growth in foreign exchange reserves. The exchange rate between the euro and U.S. dollar had fallen by nearly 20 percent between the end of 2009 and May this year, according to the PBOC.China's basket of foreign exchange reserves include the U.S. dollar, euro, Japanese yen and others. On a monthly basis, reserves increased by 43.4 billion U.S. dollars in April followed by a reduction of 51 billion U.S. dollars in May, while June saw reserves increase by 14.8 billion U.S. dollars.China's gold reserves stood at 33.89 million ounces at the end of June, according to PBOC figures.
