(KGTV) - An El Cajon man says a new spinal procedure changed his life, but the Army veteran is now locked in a battle with his military health insurance plan which refuses to cover it.Ronald Maddern says he can't understand why TRICARE, his secondary insurance, would deny coverage of the procedure after his primary insurance, Medicare, agreed to cover 80 percent of the cost. (KGTV) - A day after a massive fire broke out in an East County recycling plant, smoke was seen billowing from a building just a freeway exit away Thursday.San Diego firefighters responded to the site at about 12:30 p.m. Smoke could be seen pouring from a building in the 100 block of Fletcher Parkway in El Cajon. The site is that of the city's former police station, that has since sat abandoned.It's not clear if there were active flames inside the building, but footage from Sky10 showed thick smoke coming from the building.San Diego Police officers were also seen nearby with three individuals sitting on the ground. Police have not confirmed if anyone was in custody or being questioned.The site was approved for redevelopment last year, with plans to build a hotel and retail stores on the site.Wednesday, a metal recycling facility burst into flames, sending black smoke into the air. EARLESVILLE, Md. — Deputy State Fire Marshals are investigating an incident that left a Maryland student burned on a school bus on Tuesday afternoon.Fire crews and investigators were dispatched to Hack's Point General Store located in Earlesville, Maryland when they found the student with burns on his hands.An investigation showed that while the school bus was on route to drop off students from Bohemia Manor High School, the students on the bus notified the driver that there was a cellphone on the floor smoking.They say the 18-year-old student picked up the cellphone from the ground and he burned his hands while attempting to throw it off the bus.The student was later transported to Union Hospital of Cecil County with non-life threatening injuries.Investigators are trying to determine the cause of the phone explosion. 872
