(KGTV) - Does the DMV really want to start charging people for physically coming in to do business that could be done by mail or online?Yes, but it's not here in California. The Rhode Island DMV is proposing the fee. It wound not apply to 'Real ID' license renewals which must be done in person. The DMV estimates the walk-in customer service charge would bring in more than one million dollars a year.It will now be up to Rhode Island's governor to accept or reject the fee. 486

(KGTV) - California regulators are considering a plan to charge a fee for text messaging on mobile phones to help fund programs that make phone service accessible to the poor. The California Public Utilities Commission (CPUC) is set to consider the proposal in a vote scheduled for next month, according to The Mercury News. It's not clear how much mobile phone users would be asked to pay under the proposal, but it would likely be billed as a flat surcharge, not a per-text fee, according to the paper. And wireless industry and business groups are not "LOLing." The groups are reportedly already trying to defeat the proposal before it makes its way to the commission.“It’s a dumb idea,” Jim Wunderman, president of the Bay Area Council business-sponsored advocacy group, told the Mercury News. “This is how conversations take place in this day and age, and it’s almost like saying there should be a tax on the conversations we have.”The new surcharges could generate a total of about .5 million a year, according to business groups. The same groups warned that under the proposal's language, the charge could be retroactively be applied for five years, totaling more than 0 million for consumers, the paper reported.Click here for a look at the proposal. The proposal argues that the state's Public Purpose Program budget has increased from 0 million in 2011 to 8 million in 2016, while revenues funding the program from the telecommunications industry saw a "steady decline" from .5 billion in 2011 to .3 billion in 2017.The report calls this "is unsustainable over time."In a statement to the Associated Press, CPUC spokeswoman Constance Gordon said, "from a consumer's point of view, surcharges may be a wash, because if more surcharge revenues come from texting services, less would be needed from voice services." 1845

(KGTV) - A SpaceX Falcon 9 rocket will launch from Florida Wednesday afternoon with a planet-searching satellite on board for NASA.The Transiting Exoplanet Survey Satellite (TESS) is part of a mission to find exoplanets that periodically block part of the light from their host stars, events called transits, NASA said.TESS will survey the nearest and brightest stars for two years to search for transiting exoplanets, according to scientists. NASA’s satellite will look for stars 30 to 100 times brighter than those observed by the Kepler satellite launched in 2009.TESS also will scan a larger area than Kepler, NASA officials said. It will spend about a month at a time focusing on one portion of sky, eventually covering the entire sky. TESS was designed to be stable in order to focus its cameras on the stars it will monitor. The launch had been scheduled for Monday in Cape Canaveral but it was postponed for additional systems analysis. 951

(KGTV) - Did McDonald's really build the world's smallest McDonald's to be used as a beehive?Yes.The McHive is a mini-McDonald's that serves as a fully functional hive for thousands of bees.It was built by the chain to draw attention to several McDonald's in Sweden that have put beehives on their roofs and wildflowers in their green spaces. It sold at auction last month for ,000 with proceeds going to Ronald McDonald House charities. 447

(CNN) -- It may seem like an ordinary scene: Children and adults playing on pink seesaws, carelessly laughing and chatting with each other. But this is a playground unlike any other. These custom-built seesaws have been placed on both sides of a slatted steel border fence that separates the United States and Mexico. The idea for a "Teeter-Totter Wall" came from Ronald Rael, an architecture professor at the University of California, Berkeley, and Virginia San Fratello, an associate professor of design at San Jose State University -- and it was a long time coming. In 2009, the two designed a concept for a binational seesaw at the border for a book, "Borderwall as Architecture," which uses "humor and inventiveness to address the futility of building barriers," UC-Berkeley said.Ten years later, their conceptual drawings became reality. Rael and his crew transported the seesaws to Sunland Park, New Mexico, separated by a steel fence from Ciudad Juárez, Mexico.People from both sides came together Monday to play in a "unifying act," the University of California said in a statement. Participants on the Mexico side had no planning, it said.In an Instagram post, Rael said the event was "filled with joy, excitement, and togetherness at the borderwall.""The wall became a literal fulcrum for U.S -Mexico relations and children and adults were connected in meaningful ways on both sides with the recognition that the actions that take place on one side have a direct consequence on the other side," he wrote.Rael says that counterproposals for the wall created by his studio "reimagine, hyperbolize, or question the wall and its construction, cost, performance and meaning," according to the book's website. 1719
