SAN DIEGO (KGTV) -- The California Federation of Teachers (CFT) is urging school districts across the state to roll back in-person classes and return to distance learning.CFT President Jeff Freitas said with most of the state back in the purple tier of restrictions, it only makes sense to go back to virtual learning until there is a slow in the spread of COVID-19.“We need to get these numbers down," said Freitas. “We think the best thing right now is for schools to stop their plans of reopening and, or if they are reopened, to close their schools and go back to remote.”Three Vista Unified School District schools -- Rancho Buena Vista High, Vista Magnet Middle, and Madison Middle -- returned to virtual learning Tuesday after positive COVID-19 cases were reported. It’s a back-and-forth the district has been dealing with since reopening for in-person instruction last month.“There should be more of a statewide approach and definitely a national approach,” said Freitas. “We have been asking that they take the lead on this.”San Diego Unified School District thinks it has come up with an answer. During its State of the District address Tuesday evening, Superintendent Cindy Marten said the district created a federal relief plan to get all schools nationwide back on track for the next two years.The plan asks for federal investment in education that would be centered around equity and undoing learning loss.“What would the San Diego strategy look like at the national level? We have outlined that plan, shared it with the Biden administration,” said Marten.The plan includes a COVID-19 testing, tracking, and tracing strategy for students and staff, and 0 billion in direct relief to schools. Marten said the money would offset the lost state revenue and increased operating costs.“We call for full funding for the Individuals with Disabilities Education Act (IDEA) and full funding for the Impact Aid program to invest in military families,” added Marten. “We call for tripling Title I funding and making the fund permanent to support low-income families.”“I know that San Diegans will step up and do whatever it takes to make sure no student is left behind,” Mayor-elect Todd Gloria said during a special appearance at the address.SDUSD’s plan has been sent to the Biden transition team for consideration. SAN DIEGO (KGTV) — The National Parks Service will survey San Diego's Chicano Park and its murals as part of efforts to add the land to the national list.The reconnaissance survey is expected to be completed next year and will evaluate the significance of the park and its artwork.The NPS announcement comes after Rep. Juan Vargas introduced a bill in 2019, The Chicano Park Preservation Act, that would require the Department of Interior to conduct a study of the park's merits for national affiliation.RELATED: Bill pushes to add San Diego's Chicano Park to National Park SystemVargas said in a release Wednesday that the NPS is willing to conduct the study without passing a bill requiring the department to do so."I’m very pleased to learn that the National Park Service will begin their preliminary assessment of Chicano Park early next year. The National Park Service affiliation will help protect the park’s longevity and legacy," said Vargas.Being affiliated with the NPS would allow the park to be eligible for technical or financial aid. Dan King told reporters, "I just want to give perspective on what it's like to be a firefighter and to have cancer. Unfortunately, that's me. Two years ago today. I was in the middle of chemotherapy and radiation; pretty extensive treatment. For me, the treatment was very long and very painful."His remarks were during a news conference about a fund-raiser to upgrade the equipment at Firehouse 21 in Pacific Beach Tuesday.Imagine the health risks — every day."Firefighters can experience a lifetime of environmental exposures in a compressed period of time. It may happen at just one fire or, in many cases, chronic exposure over the course of a long career," Firefighter Kurtis Bennett, part of The Cancer Awareness and Prevention Program, said. To fight that the Pacific Beach Town Council wants to raise ,000 to augment city funding.San Diego City Council leader for District 2, Lorie Zapf, told the crowd, "I wish we had more revenue, more money so we could take care of all these equipment needs."Firehouse 21 would benefit directly. The hope is that other stations will, too, down the road."Their wish list has a health and safety theme; driven by the fact that 65 percent of firefighters develop some form of cancer," Denise Friedman, co-chair of the fundraising event, said.Capt. He said it's a huge help to address immediate concerns."This extracts diesel particulates from the apparatus floor, which we're in quite a bit of the time and it hooks up to the exhaust system, extracts particles out and gets it out of our air," Marcello said.One hope is that other neighborhoods will find ways to reduce cancer risks for their firefighters as well. 2059

SAN DIEGO (KGTV) - The father whose two children died in a Rancho Bernardo home fire in 2017 was found guilty on all counts Monday. Jurors found Henry Lopez guilty of two counts of child endangerment, recklessly causing a fire causing great bodily injury, and two counts of involuntary manslaughter in the death of his two children.Prosecutors argued Lopez fell asleep with a lit cigarette, starting the fire that killed 7-year-old Isabella and 10-year-old Cristos and destroyed his condominium. Lopez’ attorney said a defective cell phone was the likely ignition source. Lopez woke up to find his home on fire and tried to escape but passed out from smoke, investigators said. Firefighters later found him and took him to the hospital. Deputy District Attorney Kyle Sutterley said Cristos died of burns to more than 80 percent of his body and Isabella died of smoke inhalation. "A parent has a responsibility to care for their children, a responsibility to protect their children, and if need be, to sacrifice themselves for their children. And Henry Lopez, on Oct. 28, 2017, he failed his children, and as a result, one of them burned to death, and one of them went to sleep and never woke up,'' Sutterley said in his closing argument. SAN DIEGO (KGTV) -- The effort to establish a new independent police commission in the City of San Diego appears to be heading to victory.As of Wednesday afternoon, Measure B was leading with roughly 75% voting yes.There is currently a Community Review Board on Police Practices, but supporters of Measure B said that body is far from independent.“Their legal council is the city attorney, who represents both the Police Officers Association and the CRB so it represents a true conflict of interest,” Maresa Talbert with San Diegans for Justice told ABC 10News back in June.Proponents of the new Commission on Police Practices said they have been waiting for years for this to be a reality.“A lot of people will look at this and think, oh look, it happened overnight. Well, no,” said Martha Sullivan, one of the early members of Women Occupy San Diego. “It took nine years of very persistent [and] consistent, research, education, [and] lobbying.”One of the goals of Women Occupy San Diego ended up being police reform after the Occupy San Diego protests in 2011 and 2012. Sullivan said they submitted complaints to the review board at that time, but many of those complaints were lost.Since then, the push for an independent police commission grew. “This measure is the epitome of strength in numbers. It is the epitome of community support,” said Andrea St. Julian with San Diegans for Justice. She helped write the charter amendment that ultimately became Measure B.The Community Review Board will be dissolved and the new commission will be formed, once election results are certified. The commission will have independent counsel, subpoena power, and the ability to review officer misconduct and make recommendations.“They'll have greatly expanded powers, a lot more responsibility, and a lot more freedom to do the right thing,” St. Julian said.Jack Schaeffer, President of the San Diego Police Officers Association, said the POA took a neutral stance on Measure B.“We trusted the voters to decide on the type of oversight that they believe is necessary. We believe this election provided them an opportunity to do just that,” Schaeffer said in a statement to ABC 10News. “SDPOA will continue to support oversight in whatever form the community as a whole demands.” 2279
