SAN DIEGO (KGTV) - Less than two weeks before Halloween, people across the county are getting creative and building candy chutes in hopes of a safer version of door-to-door trick-or-treating.In the yard of the Witthoft home in Lakeside, a large display stands in testament to a four-decade old family tradition of Halloween fright."We love Halloween. It's a fun holiday, a scary holiday. Seeing people dressed up. It's a lot of fun," said Chris Witthoft.Witthoft says part of that fun is handing out candy. That tradition, like so many things this year, is wrapped in uncertainty because of the pandemic."We've done it for so long. Just don't want to let the kids down," said Witthoft.So Witthoft and her family decided to build their own solution: two candy chutes created from PVC pipes and then painted. Witthoft and other family members will push the candy down the chute, staying six feet from the kids."All of us will have gloves and masks on, with social distancing circles along our fence," said Witthoft.Witthoft says the line to get to the candy will be socially distanced, while the chute and nearby areas will be constantly wiped down.To the west, in Rolando Village, Amberosia Vivar has designs on her own candy slide."Will make it out of PVC pipe ... It brings a little excitement for families stuck inside for months. I know my kids have been looking forward to Halloween for months," said Vivar.Across social media, ABC 10news has seen countless examples of San Diegans creating similar candy chutes, but is it safe? County guidelines recommend against any door-to-door trick-or-treating, a chief concern is kids congregating to get the candy. That 'congregating' is also a potential issue with the candy chutes. It's something the Witthofts and Vivar say they'll be watching out for."We can remind the kids, remind the families, maintain your distance," said Vivar."We want to be as safe as possible but still want to carry on our tradition for the kids," said Witthoft. 1995

SAN DIEGO (KGTV) -- Kevin Luo of Pacific Trails Middle School is getting ready for his trip to Washington D.C. to compete in the Scripps National Spelling Bee.Luo, who is a student at Pacific Trails Middle School, was crowned the winner of the countywide spelling bee in March. SAN DIEGO (KGTV) - Inside an MCAS Miramar courtroom Thursday, the military held a preliminary hearing for a Navy corpsman who's charged in connection with the death of a fellow Navy corpsman, HM3 Michael Vincent De Leon. A corpsman is a type of medic.ABC 10News' cameras were not allowed inside, where accused corpsman HM1 Ryan Dini appeared in his military fatigues alongside his private counsel."A cover-up is what I felt [happened] from the get-go," Jose De Leon told ABC 10News just after the hearing. He has suspected a possible cover-up since his 30-year-old son died on the Twentynine Palms military base last year.At Thursday's hearing, the prosecution argued that HM1 Dini should face additional charges related to negligence. He's already charged in part with dereliction of duty resulting in death and drunk and disorderly conduct. HM1 Dini has 19 years of service with the military.The prosecution stated that HM1 Dini and a handful of others service members including Michael were at a house party on-base where alcohol was flowing, and guns were being dry-fired the night of the death.HM1 Dini's defense denied any wrongdoing."[HM1 Dini] being the most senior individual at this going-away party failed to protect not just Michael but everyone there because they were in danger when these firearms came out," said Jose De Leon. He told us in September, "We know that the firearm was dry-fired at Michael. The firearm was put away and it came out again and according to some statements they were horsing around, and the firearm came out again and that's when Michael was killed."He said that the shooting was first called in as a suicide but ABC 10News then learned from a source with close military ties that the death was being investigated as a homicide.A prosecutor named three other service members in the hearing. Their involvement remains unknown.The prosecution told ABC 10News that in about three weeks a judge will determine whether HM1 Dini's charges will be sustained and whether he'll face additional charges.Naval Criminal Investigative Service wrote to ABC 10News on Thursday that the investigation is still open. 2149

You're used to a little something back from the government every year in the form of a refund, but suddenly you find yourself with a hefty bill. And the feds don't look kindly on late payments."I always tell people: if you owe money, the first step is don't panic," says Ariel Jurow-Kleiman an Assistant Professor of Law at the University of San Diego. Jurow-Kleiman should know. She's helped people in this situation many times before as a tax attorney and now teaches tax law at USD. Here's the problem."The Federal tax laws were changed in a way that will dramatically affect California residents," explains Professor Kleiman.And that's probably what hit you, too. Many itemized deductions you used to get were either tossed out or capped. "It used to be you could deduct all of your state income taxes," adds Jurow-Kleiman.Now those California income taxes are capped at ,000. And your house, the interest on the mortgage was capped too - double whammy. So, if you owe, here's the first step: do not put off filing. "Absolutely, it is so important to file your taxes on time even if you think you're going to owe," says Professor Kleiman, emphasizing the point. There are penalties for filing late: 5% of your tax liability and up to a maximum of 25%. So, let's say you owe 00 and didn't file for a month, that alone will cost you at least an extra . She advises avoiding payday lenders or someone who charges very high-interest rates.
