SAN FRANCISCO (AP) — San Francisco supervisors moved a step closer Tuesday to becoming the first city in the U.S. to ban all sales of electronic cigarettes to crack down on youth vaping.In a unanimous vote, supervisors approved a ban on the sale and distribution of e-cigarettes. They also endorsed a ban on manufacturing of e-cigarettes on city property. The measures will require a subsequent vote before becoming law."We spent the '90s battling big tobacco, and now we see its new form in e-cigarettes," Supervisor Shamann Walton said.The supervisors acknowledged that the legislation would not entirely prevent youth vaping, but they hoped it would be a start."This is about thinking about the next generation of users and thinking about protecting the overall health and sending a message to the rest of the state and the country: Follow our lead," Supervisor Ahsha Safaí said.City Attorney Dennis Herrera said young people "have almost indiscriminate access to a product that shouldn't even be on the market." Because the Food and Drug Administration has not yet completed a study to assess the public health consequences of e-cigarettes and approved or rejected them, he said, "it's unfortunately falling to states and localities to step into the breach."Most experts agree that e-cigarettes are less harmful than the paper-and-tobacco variety because they do not produce all the cancer-causing byproducts found in cigarette smoke. But researchers say they are only beginning to understand the risks of e-cigarettes, which they think may damage the lungs and blood vessels.Since 2014, e-cigarettes have been the most commonly used tobacco product among young people in the country. SAN MARCOS (KGTV) -- A homicide investigation is underway after one person was killed in a San Marcos crash Friday afternoon.According to the San Diego County Sheriff’s Department, the crash happened around 4:15 p.m. on West San Marcos Boulevard and South Rancho Santa Fe Road.When deputies arrived, they found an unidentified woman in the back seat with trauma to her body. She was pronounced dead at the scene and the driver of the vehicle was detained.The department’s homicide unit responded and has taken over the investigation, the department said Saturday.The names of the driver and victim haven’t been released at this time and the details surrounding the crash remain unclear. 694

SEATTLE (AP) — Since September, six sea lions have died from gunshot wounds in central Puget Sound and Kitsap County, Washington.The Seattle Times reports that another seven are suspected to have died from "acute trauma" caused by humans, including a decomposed sea lion with its head sliced off found washed ashore Tuesday in a West Seattle cove.That's according to Seal Sitters Marine Mammal Stranding Network, a group that responds to reports of stranded or dead sea lions.Michael Milstein, a NOAA Fisheries spokesman, has confirmed the deaths of five California sea lions in West Seattle, including four that died of gunshot wounds.NOAA Fisheries law-enforcement agents are investigating these crimes, which are prohibited under the Marine Mammal Protection Act.Between 1998 and 2017, National Geographic reported up to 700 California sea lions were found with gunshot and stab wounds in waters off California, Oregon and Washington. 955

But Tony Thurmond says the same rules need not apply in counties with low rates of infection. In a media briefing, Thurmond says that in counties where the number of cases is low, schools could reopen for in-person classes as long as they follow the state's guidance on physical distancing and wearing face coverings. “Everyone shares the desire to reopen schools and agrees that the best place for children to learn and thrive is in the classroom connected with caring teachers and staff. We also understand that schools are more than a place of learning: They provide critical necessities like meals, relationships with caring adults, and support for working parents,” said Thurmond. “But we can only open schools if it is safe to do so. As the largest educational agency in the country, our stance has been consistent during this pandemic: Science, data, and safety must guide any decision about reopening a school.
