SAN DIEGO (KGTV) -- A water line break allowed more than 9.2 million gallons of treated and untreated wastewater to flow from Tijuana into the U.S. this week.The transboundary flows were reported Monday night due to a break in the main water line from the La Presa-Aguaje la Tuna urban aqueduct at about 11 p.m. CILA said the break produced flows that ended at the Tijuana River channel, causing a berm at a CILA pump station to collapse and allow wastewater into the U.S. The flow in the Tijuana River exceeded the pump station's capacity. The station continued to operate through the break, but was unable to divert all of the flow in the Tijuana River channel.Mexico's International Boundary Water Commission (CILA) said the flows were estimated at about 9,219,399 gallons of wastewater, including flows from the water line break, as of 11 a.m. Tuesday.Crews began repairs on the line late Monday and completed the fix by 11 a.m. Tuesday, according to CILA. 968

SAN DIEGO (KGTV) - A senior "hero" leapt into action when she saw a man snatching a neighbor's package in the La Jolla area.On a quiet afternoon last week, Gillian Ackland was in her living room when she saw an unfamiliar white car park right in her cul-de-sac off Colima Street in Bird Rock."It felt kind of strange," said Ackland.Next door was a big package sitting outside her neighbor's door.MAP: Track crime happening in your neighborhood"The car suddenly starts backing up diagonally. I realize he's going for the package, and I run out the front door, saw him with the package and ran to his side of the car," said Ackland.Her neighbor's Ring camera captured it all. In the video, a man is seen walking up to the door, grabbing the big package and a smaller one. As he starts running to his car, so does Ackland, who yells, "That's not yours!" three times.He shoves the package in the back seat, but the door didn't fully close."There was adrenaline going," said Ackland.Ackland sensed her chance."I knew I had a few seconds and I could do something - and I did it," said Ackland.She opened the back door and tried to pull the package out. The package starts to fall out, but not far enough, as the car drives off. Ackland has no regrets."The injustice of all kept me going. I just felt it's not right, and I just thought I could get the package away from him," said Ackland.Another neighbor took a photo of the car showing an Uber sticker on the front windshield. Inside the package was a side table. She says the neighbor missing the package thanked her profusely. He told 10News she is a "superhero neighbor.""It's actually a little embarrassing," said Ackland.The video was shared on the "Neighbors by Ring" app."It's important that neighbors look out for each other. SAN DIEGO (KGTV) -- Among being big, bold and beautiful, the Torrey Pine tree could also be the solution when it comes to helping with the world's water crisis."As a child we would go hiking there [Torrey Pines] every single weekend and see how there were giant puddles under the tree."And those puddles gave Cambridge High senior, Emily Tianshi, her "a-ha" moment."When Torrey Pines are that big that means they're confident they can get enough moisture soaked in through the atmospheric moisture harvesting, and they don't mind if there's a little bit more evaporation," Emily said.She spent years studying the water retaining tree, trying to mimic it's pines that bring water in and pour it out."Really late at night I would bring my prototype out then put it there and hopefully capture some fog, then go back early to see if anything happened."Her patent pending prototype recently gained national recognition from the Water Environmental Federation."It was really exciting because it showed me it has a lot of potential within the water sector," Emily described.With it, she wanted to one day help areas facing drought."Investigators estimated that if they captured just 4% of the moisture in Chile, it would be enough to cover the nation's driest areas to supply everything."She's also created a campaign with her brother called Clearwater Innovation with two goals in mind."First and foremost to spread awareness about the water crisis and secondly to encourage kids to use their creativity to solve the problem and innovate out of their comfort zone. SAN DIEGO (KGTV) — A three-year-old girl being evaluated for coronavirus at Rady Children's Hospital has tested negative for the virus.Frank Wicinski confirmed to 10News that his daughter Annabel has tested negative for the novel coronavirus. CDC confirmed the results.Wicinski says he and his daughter will now be returned to MCAS Miramar to finish out their 14-day quarantine. SAN DIEGO (KGTV) — A San Diego Police Sergeant was arrested Friday after the department was tipped off to individuals reportedly soliciting sex from minors.Police say Joseph Ruvido, 49, was arrested in Carmel Valley and charged with one felony count of soliciting sex with a minor. A search warrant was served at the 21-year veteran's residence and he was taken into custody without incident.Ruvido was assigned to the SDPD Watch Commander's Office, approving reports and and bookings. Prior to that, Ruvido was a patrol sergeant with the department's Eastern division, according to SDPD Chief David Nisleit."I assure you Sgt. Ruvido will be held accountable both criminally and administratively," Nisleit said. "We take this very, very seriously."Watch the SDPD press conference below:"It is very embarrassing to have to talk about the arrest of one of our own," Nisleit added.The chief said Ruvido has been suspended without pay as the investigation continues.On Wednesday, police received a Crime Stoppers tip through the via the Internet Crimes Against Children (ICAC) unit that multiple people may be soliciting sex from minors. Police identified one of the individuals as Ruvido and opened an investigation leading to his arrest.Once Ruvido was identified, investigators conducted 24/7 surveillance with investigators from the San Diego District Attorney's Office, according to SDPD Lt. Jud Campbell.SDPD declined to share any further details to protect the investigation, Nisleit said."We're going to be looking at everything," Nisleit said.
