SHANGHAI, Dec. 21 (Xinhua) -- A senior Chinese leader has urged Shanghai, the country's major economic hub, to use the global financial crisis as a driving force to pursue economic restructuring. Jia Qinglin (C), chairman of the National Committee of the Chinese People's Political Consultative Conference and member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, visits Shanghai Electric Nuclear Power Equipment Co. Ltd., in Shanghai, east China, on Dec. 20, 2008. BEIJING, Nov. 14 (Xinhua) -- China's government on Friday pledged to make every effort to ensure the safe release of the crew of a Chinese fishing boat seized by Somali pirates off east Africa.     The Chinese Foreign Ministry issued a statement saying it was still assessing the situation and trying to obtain more information on the vessel, which was overrun late on Thursday.     The ministry would work with organizations abroad to ensure the safe release of the crew, according to the statement.     The vessel, owned by Tianjin Ocean Fishing Company, was hijacked by pirates armed with grenade launchers and automatic weapons off the coast of Kenya and was being held off the southern Somali port city of Kismanyu, according to reports on Friday.     The 24 crew comprised 16 Chinese, one Japanese, three Filipinos and four Vietnamese, according to China's Ministry of Transport.     A Somali pirate leader reportedly said all the crew members were "fine".

"The new moves were proved to be correct and effective."     The central budget is supposed to be discussed at the NPC annual session in next March. BEIJING, Dec. 20 (Xinhua) -- Chinese Vice President Xi Jinping on Saturday called on officials and party members to well study two new guidelines while learning and implementing the Scientific Outlook on Development.     Xi told a video conference here that President Hu Jintao's speech at the event to commemorate the 30th anniversary of the 3rdplenary session of the 11th Communist Party of China (CPC) Central Committee on Thursday was an important guideline for Chinese people to bring the socialism with Chinese characteristics to a new stage.     Through this speech, all CPC members will fully understand the achievements in the past three decades and the bright future of the country, he said.     All the party members should realize their responsibility, fear no risk and remain resolved against any disturbance, he said.     Xi urged officials and party members to fully understand and implement the guidelines set at the annual Central Economic Work Conference.     In September, the CPC launched a one and a half year campaign to study and apply the Scientific Outlook on Development, which was adopted by the party at the 17th CPC National Congress in October 2007.     Now the campaign has entered a stage that officials should find out major problems that holds back the Scientific Development, Xi said.     Everyone should work hard to identify the exact problems and the cause of the problems in a bid to work out effective solutions, he said.

BEIJING, Oct. 18 (Xinhua) -- China's quality watchdog said on Saturday the latest tests on Chinese milk powder found no trace of melamine.     It was the seventh round of tests for the industrial chemical since the report of the tainted baby formula scandal that left at least three infants dead and sickened more than 50,000 others, according to the General Administration of Quality Supervision, Inspection and Quarantine.     The tests covered 105 batches of baby formula from 20 brands in 10 provinces and 161 batches of other milk powder from 52 brands in 15 provinces, the agency said.     So far, 804 batches of baby formula from 66 brands and 1,126 batches of other milk powder from 161 brands produced after Sept. 14 have been tested and none contained melamine.     Earlier on Friday, the agency said the 12th round of tests found that Chinese liquid dairy products met the new temporary restrictions on melamine.     So far, the quality watchdog had conducted sample tests on 5,797 batches of liquid dairy products manufactured after Sept. 14from 136 brands and found all safely under the limit.     Last week, the government set temporary melamine content limits in dairy products of a maximum of 1 mg per kg of infant formula and a maximum 2.5 mg per kg for liquid milk, milk powder and food products that contained at least 15 percent milk.     Melamine, often used in the manufacturing of plastics, was added to sub-standard or diluted milk to make the protein levels appear higher.
