SAN DIEGO (KGTV) -- School grades have been a sensitive topic between parents and their kids for as long most can probably remember.Whether you agree with a report card or not – it's used as a sign of academic performance or to highlight areas that may need improvement.With school back in session, most from a distance, teachers across California are trying to figure out how to properly measure students' learning.Back in March, when stay at home orders were announced, some school districts shifted from the traditional A to F system to credit/no credit grading."Many of them did look to what the universities were asking and what would be in the best interest of students in that before they made a decision," said Dina Wilson, division director at the Los Angeles County Office of EducationThat was five months ago and a temporary measure.A new school year is underway, and each district's current approach to grading could have an impact on students' future and finances."We want to make sure we're doing right by our kids," said San Diego County Superintendent of Schools Dr. Paul Gothold. "We don't want our kids to be at a disadvantage when they start to apply for colleges."Gothold has a strong opinion on how grading should be handled this school year."Letter grades need to be the default practice," he said.The San Diego County Office of Education provides its recommendations, but they don't have to be implemented by local districts.Gothold said while the education system needs to figure out a way to hold students harmless for learning challenges, moving away from a traditional grading system could have long-term impacts."We are putting our kids at a disadvantage if they're applying for schools nationally," he said. "Not every college, not every institution is even accepting pass/fail or credit/no credit. We've seen this in some of the art schools across the country where kids have applied and have been told they aren't going to recognize those grades."There's also the issue of grant money and scholarships.Gothold said credit/no credit had an impact on some student's finances."Kids that needed a 3.0 to qualify for Cal Grant, for those that were on track to get As and Bs to boost their GPA the second semester of their senior year, some were shut out and not eligible for that funding that they so desperately needed and deserved because of pass-fail credit/no credit," he said.Reporter Adam Racusin asked a handful of the state's largest schools what type of grading system they're using this academic year. All who responded said they were using a traditional A through F system.Back in March, the University of California implemented temporary measures which relax undergraduate admissions requirements for students looking to enroll at UC for fall 2020 and future years as applicable. According to the UC system, these measures will help mitigate some of the extraordinary challenges students and their families face in the midst of the COVID-19 pandemic.A spokesperson for the California State University said they relaxed some undergraduate admissions standards for both newly admitted students and prospective students to account for changes in grading and administration of standardized tests. 3238

SAN DIEGO (KGTV) - Some residents picking up trash in a City Heights neighborhood were met by a disturbing sight and an ominous warning near a homeless encampment.Blocks from an elementary school on Fairmont Avenue, Matt Armstrong and a friend collected more than seven bags of trash in a culvert near the small encampment Wednesday. The next day, he and his friend were at it again, when they saw it. In front of a tent and hanging from a limb was a noose and a handmade sign inches away."It says, 'Trespassers will hang by the heads,'" said Armstrong.Armstrong, a black belt, wasn't intimidated, but the warning is one he takes seriously."Something like this sends a message that they will hurt you. There are no rules. It's disconcerting," said Armstrong.The safety issue becoming more prominent the last few years as more and more local residents have reported to 10News about encounters with aggressive transients. Unwilling to back down, Armstrong ventured back into the brush, where several homeless told him the transient who hung the noose wasn't there."They told me it was a joke, but it's not funny to me. People should not feel unsafe in their own neighborhood," said Armstrong.Armstrong also filed a complaint about the noose with the city. We reached out to city officials but have yet to hear back. 1346

SAN DIEGO (KGTV) - Saturday a new curfew went into effect for San Diego businesses, in an attempt to slow the sky-rocketing coronavirus cases across the state.Saturday, the county announced 1,478 new coronavirus cases, the highest number in a single day we've seen. San Diego County's total is now 70,709 cases. Six more people have died from the virus, bringing the local death toll to 966.This alarming rise in cases urged California Governor Gavin Newsom to issue a limited stay-at-home order for counties in the purple tier, shutting all businesses down 10 p.m. - 5 a.m. until Dec. 21.That cuts restaurants down about an hour from the way they were operating prior, according to Mike Hess, founder of Mike Hess Brewing."It gets my crew home earlier, it's just another thing to deal with, it's a month maybe it's longer we'll see, we'll keep going," he said.He's not worried so much about the latest change."This has been the year of hits, I mean it's one after another," Hess said he's concerned about winter weather coming."Heaters are in shortage, you know covered space, you know that kind of thing, it's tough to shelter people on a sidewalk," he said.He's also worried about keeping cans in stock, "there's plenty of aluminum there's just a shortage of manufacturers making cans."He said he's thankful for his incredible team who is taking the punches with him."Everybody says pivot I think it's more than pivot, you have to be flexible," he said.Hess said he's thankful his doors are open and business is good, "production is up this year, we're putting everything in cans so that's been good, and our on-site locations have been doing pretty well this year."Hess longs to bring a sense of community back, "I long for those days when people can mingle and say hey! SAN DIEGO (KGTV) - Some local Uber customers got a major case of sticker shock when they see just how much they were being charged for their rides.On Wednesday afternoon, Kelley Rowe and two others were trying to get from the airport to the convention center to get her Comic-Con badges. Rowe, who flew in from Wisconsin, clicked and approved an Uber ride for .08. Not long after, she got an alarming message. "I got a text from my credit card company asking if it was fraud. Uber tried to charge ,308 to my credit car," said Rowe.The pending charge on her credit card was 100 times the actual cost. "It was huge sticker shock. I'm sure I swore immediately," said Rowe.Her bank put a hold on the charge and the ride never happened. Her credit card was now suspended during a week she needed to use it. "I'm very lucky I had credit card attached and not a debit card," said Rowe. Others may not have been so lucky. Some customers tweeted the ride drained their accounts. According to the Washington Post, an unknown amount of riders in San Diego and Washington D.C. experienced what Uber calls a glitch from a 'known' issue.Uber called it a system error in a message sent to Rowe. The company saying the overcharges will be reversed, but Rowe says needs to be more forthcoming and apologize. "They should be explicit about what the problem was, the scope and what they're doing to prevent it in the future.
