SAN DIEGO, Calif. (KGTV) - A third gender option will be available for California drivers licenses and ID’s starting in 2019. The law, SB 179, was signed by Governor Jerry Brown in October. It will allow people to apply for a ‘non-binary’ gender marker if they do not identify as either male or female. “For me, it was surprising to see this change,” said Al Johnson, a transgender activist and member of Trans Family Support Services. Johnson is non-binary and uses pronouns they/them. But with that surprise, came excitement. “Not only does it mean we’re being recognized by society and the people around us but were also being recognized by government entities as valid and real people,” they said. Johnson says they know people who plan on changing their gender to non-binary, but so far, they have not decided to do it on their own license. “I’ve definitely considered it, but in the end I don’t think I’m going to,” they said. “I just came out to my parents and in my personal life I’m trying to navigate that.” The DMV’s website is encouraging those who want to apply for the change to schedule an appointment as early as January 2, 2019. 1154

SAN DIEGO —An elderly woman was arrested at the Tecate port of entry Wednesday, carrying 92 pounds of heroin valued at more than 0,000. “The cartels will try and manipulate anyone to smuggle their narcotics through the ports of entry,” said Pete Flores, the San Diego Customs and Border Protection Director of Field Operations. “CBP officers are aware of the many tactics used by the cartels and remain ever vigilant to stop anyone attempting to smuggle narcotics.”CBP officers working at the Tecate border crossing encountered a 81-year-old woman, United States citizen when she entered the U.S. driving a 2011 Chrysler 200 at about 11:30 a.m. Wednesday. A CBP K-9 team was screening vehicles as they waited in line for inspection when the detector dog alerted to the driver side rocker panel.CBP officers referred the vehicle for a more in-depth inspection and discovered and extracted a total of 34 wrapped packages of heroin from the vehicle’s rocker panels. SAN DIEGO, Calif (KGTV) - Doctors are warning that this winter's wet weather means an early start to allergy season."We anticipate that it could get pretty bad," says Dr. Dana Ger, the Clinical Director of Scripps Health Express.She says her offices have already seen people with all the symptoms; sneezing, runny noses, scratchy throats, coughs and congestion.Dr. Ger says you can blame it on the rain. All the wet weather in January and February kept the pollen close to the ground instead letting it disperse into the atmosphere. It's also creating a perfect environment for allergies to develop."We get mold because we have a warm and wet environment," she says. "With that we have these allergy symptoms."The rain is also bringing a high likelihood of a super bloom, with wildflowers throughout the state. Those will add more pollen to the air.And because allergy season is starting sooner, it could make symptoms worse as the spring moves along."If you have mild allergies when it's a mild spring, or a small amounts of pollen, you can have increasing allergies when there is significantly more amounts of allergies or mold," says Dr. Ger.To treat the symptoms, Dr. Ger recommends a nasal irrigation with salt water or a spray. She also says over the counter medicines will usually take care of the problem.If they don't, Dr. Ger says you should see a doctor to make sure there isn't a bigger problem, like Sinusitis."That's when it becomes critical that we have diagnosis," she says. SAN DIEGO (KGTV)— With the start of summer just days away, San Diego Gas and Electric (SDGE) is encouraging customers to take advantage of free programs that could potentially save a significant amount on their energy bills. 10News has reported on dozens of stories in which customers are outraged by unexpectedly high bills and surprise “High-Usage” fees. But SDGE says it does not have to be this way if customers switch to the “Level Pay” Option. “This is a really great way to avoid the high spike on your bill, let’s say in July or August,” SDGE Spokesman, Wes Jones said. For the “Level Pay” option, SDGE takes the average of the last 12 monthly bills and charges the customer the same amount for the next three months. This means there are no surprises during the summer months. “You are tapping into those months where you didn’t run your AC in February, so your bill is lower,” Jones said. “So this is a great solution for that type of customer that has that volatility throughout the year.”SDGE says another free money-saving option is to switch to the “Time-Of-Use” Plan. As long as the customer keeps track of when they use power, they can save money.
