Thousands more people are one paycheck away from becoming homeless.As a county, San Diego has the fourth-largest homeless population in the United States. Learn more FOR HOUSING City of San Diego: Anyone in need of a bed in one of the city’s four emergency shelters and three bridge shelters will be placed through an assessment, with space going to the “most vulnerable people first”, the city reports. SAN DIEGO (KGTV) -- Three San Diego County schools have been recognized as 2019 National Blue Ribbon Schools. The award honors public and private elementary, middle and high schools. Aviara Oaks Elementary School in Carlsbad, Del Mar Hills Academy in Del Mar and Torrey Pines Elementary School in San Diego were all honored with the award. “Congratulations to these schools that have tremendous programs dedicated to, and invested in, creating state-of-the-art learning and teaching environments,” State Superintendent of Public Instruction Tony Thurmond said. “This recognition is well-deserved, and special thanks go to the educators and the school communities that meet students’ unique needs in order for all of their students to reach their full potential.”Schools are recognized based on school-wide student scores, subgroup student scores and graduation rates. SAN DIEGO (KGTV) -- The San Diego Fire-Rescue Department saved a baby hummingbird found injured near a fire station, the department tweeted Sunday. According to the tweet, the hummingbird was found at the base of a tree in the parking lot of station 9. The department says the bird was unable to fly due to its injuries. “After some firefighter TLC and lots of sugar water, it was able to fly back to its mother. A great save,” the department said. SAN DIEGO (KGTV) — The San Diego Registrar of Voters is revising down its expected turnout numbers for the March primary from earlier projections. With an estimated 290,000 ballots still outstanding as of Thursday evening, turnout is now expected to fall between 47 and 52 percent of the county's registered voters. This means turnout will look similar to 2016's primary, which had about 50 percent participation. Original projections in January from the Registrar of Voters showed expectations of turnout between 55 and 60 percent. That number was revised in February to between 50 and 55 percent."It looks like turnout in this primary is about what it was in 2016 in San Diego," said professor Thad Kousser, department chair of the UC San Diego political science department. "We didn't see the spike we were expecting."However, Kousser points out that using turnout percentage can be misleading. Because of California's new Motor Voter law, there are more than 300,000 more registered voters in San Diego County than there were in 2016. Therefore, a matching 50 percent turnout would actually mean tens of thousands of new voters cast ballots in the 2020 primary. 1173

SAN DIEGO (KGTV) - There is a memorial of candles, notes, and flowers along 4th Avenue near Main Street in Chula Vista.They are in memory of 23-year-old Christina Garcia, who was found dead at a nearby field on Aug. 5th. Chula Vista police say they were called out to 3100 block of Main Street after someone found her body. They say she had an apparent gunshot wound and opened a homicide case.“That afternoon, she wanted to see her daughter and pick up the truck, so it was a brief encounter,” her mother, Lisa Garcia, said. “I expected her to come back, and I wish I took advantage of that situation longer.”Lisa says Christina leaves behind a two-year-old daughter.“I think the saddest thing for me is that her daughter is only going to know her through pictures because she’s so young,” She said. “She’s never going to remember her mom’s touch, her kiss, her voice.”Lisa says her daughter was very likable and smart.“She tested out in the 10th grade and started southwestern college and finished her classes there,” Lisa said. She was also a skilled welder and liked working with her hands. Most recently, they bought a home and worked on remodeling it.“She’s very hands-on, like her mom,” Lisa said, “you know, taking the popcorn ceiling down, remodeling the walls.”She says it’s been tough knowing Christina’s killer has not been caught. Lisa says she has many questions and is cannot find any closure without finding answers.“Was she dumped there? Was she shot there? So my brain is at 100 miles per hour trying to come up with all these scenarios,” she said.Police are asking for witnesses or anyone with information to come forward, saying they can even remain anonymous through Crime Stoppers.“There might be information out there that people think is irrelevant,” Lisa said. “But it could be very relevant to law enforcement.” 1845
