MOSCOW, Sept. 21 (Xinhua) -- A Russian Proton-M carrier rocket carrying a military spacecraft blasted off early Wednesday from the Baikonur space center in Kazakhstan, the first launch since a series setbacks of Russian rocket launch in August.Colonel Alexei Zolotukhin, spokesman of the Russian Space Forces, told reporters that the successful launch took place at 02:47 Moscow time (2247 GMT Tuesday) as scheduled."The spacecraft is scheduled to separate from the Briz-M booster at 11:48 Moscow time (0748 GMT)," Zolotukhin said.The military spacecraft delivered by the Proton-M belongs to the Russian Defense Ministry.Local reports said the Wednesday launch was originally planned for Aug. 31, but was postponed due to an investigation into a failed launch of a Proton-M rocket carrying an Express-AM4 satellite on Aug. 18.After the failure, Russia decided to suspend launches of rocket Proton-M pending the outcome of a probe into the accident.On Aug. 24, a Progress M-12M cargo ship also failed to reach the orbit due to a rocket malfunction. KATHMANDU, Aug. 7 (Xinhua) -- Ban on smoking in public places will be enforced from Sunday with the Tobacco Control and Regulatory Act-2010 coming into effect.Those smoking in public places will be fined and civil servants will be liable to departmental action.Government offices, corporations, educational institutions, libraries, airports, public vehicles, orphanages, childcare centres, cinema halls, homes for the elderly, cultural centres, children's gardens, hotels, restaurants, resorts, girls' and boys' hostels, department stores, religious sites and industries have been designated no-smoking zones.Health Secretary Sudha Sharma said mass awareness campaign highlighting punishment will be carried out. She also said an inter-ministerial coordinating committee has been formed to enforce the law to ensure people's right to health. Pasting no- smoking notices at every public place will be mandatory.According to The Himalayan Times daily, the ban covers sale of tobacco products and single sticks within a 100-meter radius of educational and health institutions, children's homes, child care centers and home for elders.Anyone selling tobacco products to persons under the age of 18 years and pregnant women will be fined.The Act also prohibits advertising and sponsoring programs in the name of tobacco-related products through media. Offenders will be fined.The government's mass awareness campaign will cover the entire country to ensure effective implementation of the Act.

A latest study may be reassuring for coffee-lovers.Women who drink caffeinated coffee are less likely to be depressed than those don't. And the more they drink, the lower risk of developing depression, according to a study published Monday in the Archives of Internal Medicine. Researchers of the study tracked the health of over 50,000 women aged between 30 and 55 in 1996 for a decade and recorded their mental health and coffee intake periodically.They find that women who drank two or three cups of coffee per day were 15 percent less likely than those who drank little or decaffeinated coffee to be depressed.And for those who drank four or more cups, the risk of developing depression reduced by 20 percent.The reason why coffee could protect depression is not clear. But the scientists from the Harvard University speculated that caffeine was the key player. More research is needed to show whether caffeine can ward off depression.It might be that not-depressed people tended to be more activated and the habit of coffee drinking just fit in their lifestyle.However, the depressed ones, who might suffer from sleeplessness, chose not to drink coffee because the caffeine might exacerbate it."There's no need to start drinking coffee," said Dr. Alberto Ascherio, the senior author of the study, "The message is that coffee is safe to drink, with no adverse effects. CANBERRA, Sept. 7 (Xinhua) -- A team of Australian and U.S. scientists on Wednesday said they discovered a genetic defect, which can lead to Leigh syndrome, a rare disorder which affects the central nervous syndrome.The scientists tested more than 1000 genes by encoding proteins active in two individuals who suffer from the illness. They used a new technique known as next-generation DNA sequencing to examine the genes.The gene they discovered encodes an enzyme which is found in the mitochondria which are subsets of cells. Without this enzyme the mitochondria do not translate proteins efficiently, and this then causes Leigh syndrome.According to David Thorburn, from the Murdoch Children's Research Institute in Melbourne, the discovery shows the enormous potential of the new technology."These findings demonstrate the ability of sequencing technologies to improve diagnosis," Professor Thorburn said in a statement released on Wednesday."Although it isn't clear in the case of Leigh syndrome whether the precise molecular diagnosis will necessarily lead to therapies, the current findings represent a meaningful service."He added that diagnosis of the disease along with its specific genetic cause can also be informative about the risk a couple has of having another affected child. The diagnostic information can help in decisions about whether and how to pursue alternative means of having children, for instance through the use of donor sperm or eggs.The research team consisted of scientists from Australia's Murdoch Institute as well as the Broad Institute in the U.S.In Leigh syndrome, infants are born apparently healthy only to develop movement and breathing disorders that worsen over time, often leading to death by the age of three. Adding the feature to desktops is part of Google's strategy to bring mobile innovations to its desktop search.The voice search on desktop performs similarly to voice search on smartphones -- users can click the microphone button and speak the query. It is only available via Google's Chrome browser for now.Cohen noted that the volume of Google mobile speech inputs has increased by six times in the last year.Also at the event, Google introduced search-by-image, which enables users to drag-and-drop, copy-and-paste image URL, or upload the image from the desktop into the search box.
