SAN DIEGO (KGTV) — The San Diego Board of Supervisors announced Monday that the county will close bars without a license to sell food ahead of the July 4 weekend in an effort to slow rising coronavirus cases.San Diego Supervisor Nathan Fletcher said the county will close all bars, wineries, and breweries that do not have a license to serve food. California took a similar stance with several counties over the weekend."Bars are purely social settings where different people and groups often mix. It's a simple reality that alcohol consumption impairs judgment and may lead to less compliance with physical distancing guidelines," Fletcher said. "People often spend more time in a bar than other establishments like a restaurant for eating."RELATED: Gov. Of those, two outbreaks were traced back to restaurants/bars. During Monday's press conference, the county wasn't able to specify how many of the region's total cases had visited bars.Fletcher added that the county is reinstating an order that alcohol can only be consumed while customers are simultaneous eating meals and can't be ordered alone. A third measure was added that anyone who does go to a bar, brewery, or winery that serves food can only consume their food and drinks while seated at a table.The new measures take effect on July 1.Fletcher said in addition to the actions, they anticipate "instituting additional changes to our public health order, and additional dialing back and guidance that are a part of our efforts to slow the spread of COVID-19."RELATED: At least 6 companies working on COVID vaccines in San DiegoThe county is also pausing any further business reopenings until after Aug. 1, even if given guidance by the state.County officials and health officials are scheduled to meet with hospital CEOs Monday to look at what steps they recommend taking. Fletcher added that the county will also be looking at stepping up enforcement and education of the health orders."We are strongly encouraging San Diegans to be responsible and avoid gatherings, avoid indoor gatherings," Fletcher said. "The most patriotic thing we can do on the July 4 weekend is adhere to the public health orders and work to save lives."The announcement comes as San Diego County set a new record for positive coronavirus cases at 498, bringing the region's total to 13,832 total cases. SAN DIEGO (KGTV) -- There were about 20,600 students considered homeless in schools throughout San Diego in the 2017-18 school year, but the actual number is likely higher, according to the findings of a new state audit.The report by California State Auditor Elaine Howle concluded districts across the state are not doing enough to identify homeless students and connect them with the services they need for tutoring, transportation, and school supplies. The report also faulted the state Department of Education for "inadequate oversight."The audit was requested after Department of Education data showed more than 25 percent of California districts reported having no students experiencing homelessness despite the state’s ongoing homelessness crisis.RELATED: San Diego homeless count 2019: Data shows over 8,000 living on county streets or in shelters“We cannot serve them and work to improve their educational outcomes if we don’t know who they are,” said San Diego County Office of Education Homeless Coordinator Susie Terry.California uses a broad definition of homelessness under the McKinney-Veto Homeless Assistance Act. For six months, they're professionally trained and receive wellness support ahead of the Tri-City Medical Center Carlsbad Half-Marathon."Everything good I have in my life can be traced back to Lucky 13 and being part of that," said Carey, who was a participant years ago.For 30 years Carey felt trapped in his bipolar diagnosis.During that time, he was on heavy medications, had several psychiatric hospital stays, and underwent 50 sessions of electroconvulsive therapy.Then he found the Lucky 13 program."It's an endless foundation of support that's just something really remarkable," said Carey. SAN DIEGO (KGTV) -- Three people were injured following a pursuit in Otay Mesa Monday afternoon.According to the San Diego County Sheriff’s Department, deputies pulled the truck over around 2 p.m. for an unspecified traffic infraction.The driver, later identified as Christian Eduardo Saldana Medina, 26, stopped and cooperated with deputies.While deputies were checking records, Medina sped away at a “high rate of speed.” Deputies chased Medina for less than two miles before the truck ran into a tractor trailer at the corner of Pacific Rim Court and Camino Maquiladora.All three people inside the truck at the time of the crash were taken to the hospital, one by helicopter.Medina was arrested for felony evading and felony evading with injuries. A passenger, Edgar Quintana Valenzuela, 38, was arrested for possession of a controlled substance and possession of paraphernalia.  895
