BEIJING, Dec. 11 (Xinhua) -- A draft regulation on school bus safety management was made public Sunday by the Legislative Affairs Office of the State Council, with the public invited to submit comments on it.The draft stipulates that local governments above the county level should take "overall responsibility" in school bus safety, and authorities of education, public security, transportation and product quality supervision should also properly perform their respective duties.The government will establish and improve a system of mandatory technical standards for the quality of vehicles used as school buses, the draft stated. Primary school students queue up to get on the school bus to go home after school in Deqing County, east China's Zhejiang Province, Nov. 21, 2011. Drivers of such kind of school buses are required not to exceed 60 kilometers per hour. Nearly 6,000 children from 25 primary schools have benefited from the operation of this kind of school bus in Deqing County.China issued a set of technical standards for school buses for primary school students last year, and the drafting of another standard for buses for the kindergartners is also underway.According to the draft, the government will adopt a license system for school bus operation.Vehicles that are up to school bus standards and with a unified appearance will be first in line to obtain approval from education authorities, and the draft also requires buses to register at the traffic administrative agencies before they can be used as school buses.Instead of compulsory annual safety checks, the draft would require school bus owners to renew their safety qualifications every six months.Drivers should also check the safety condition of the buses before each commute, the draft said.The draft asks schools and the school bus service providers to intensify safety management and maintenance and assign special staff on buses to look after students on board.

BEIJING, Dec. 17 (Xinhuanet) -- Restrictions on housing purchases in this city will continue next year without relaxation despite expected falls in property prices so far, local officials said on Friday. Even so, a property tax is unlikely to be put into effect for Beijing, they said.This year, the average price of commercial housing units stopped rising in July and so far has been lowered by 6.3 percent below what it had been in the same period last year. Of all of those who bought property in the 11 months of the year, 90 percent were first-time buyers, said an announcement released by the Beijing Municipal Commission of Housing and Urban-Rural Development."The restrictions worked well this year," said Wang Rongwu, with the commission, at a news conference on Friday morning. "But keeping the property market sound will require prolonged restrictions. Our specific goals for the purchase limits next year are still under discussion."Chen Baocun, deputy secretary-general of the National Real Estate Manager Alliance, said property developers will be able to cope with an extension of the limits."Developers didn't expect a sudden drop of the purchase restrictions next year," he said. "They are prepared to accept the policies for a longer time."In an attempt at tamping down property prices, the central government took time at the country's central economic work conference on Wednesday to encourage more cities to adopt a property tax. Such a tax is already being tried out in Shanghai and Chongqing.Beijing, though, is not likely to look seriously at adopting one, "unless it is otherwise required to by the central government", Wang said.

BEIJING, Jan. 21 (Xinhua) -- A locomotive producer in central China's Hunan province on Friday rolled out a low-cost magnetically levitated (maglev) train that is more environmental-friendly than conventional ones.The three-carriage train is designed to run at a maximum speed of 100 km per hour and carry 600 passengers, said Xu Zongxiang, general manager of Zhuzhou Electric Locomotive Co. Ltd. of China South Locomotive and Rolling Stock Corporation (CSR). Xu said the new train was much quieter than conventional ones. While a conventional train moves forward by using friction between its wheels and the railway tracks, the maglev train replaces wheels by electromagnets and levitates on the guideway. According to Xu, his company's has minimized the risk of the new maglev train derailing or overturning. "It's ideal for mass transportation, as it is quiet and environmental-friendly. Its manufacturing cost is about 75 percent of a conventional light-rail train," said Xu. The maglev train has a minimum turning radius of 50 meters and can easily run in residential communities or on hilly slopes. "It's an ideal public transport option for Chinese cities and major tourist destinations," said Xu. Railway transport specialist Liu Youmei, also an academician with Chinese Academy of Engineering, said the new train is green, economical and safe. "It can be used for public transport in populous areas and at scenic spots with fragile environments." Liu said China is one of a few countries that have applied maglev technology. Beijing is building a maglev route, the Daitai line (S1), which starts at its IT center in Haidian district, passes through Shijingshan district, and ends in Mentougou district on its western outskirts. The line will be operational next year.The eastern metropolitan of Shanghai runs the world's first commercial maglev system on a 30-km stretch between the downtown business district and Pudong airport. The German-made maglev went into operation on Dec. 31, 2002.

FUZHOU, Nov. 6 (Xinhua) -- China is considering to set up a special fund to finance arts creation and cultural performances in the latest move to buoy the development of the country's "soft power," a cultural official said Sunday.The fund, which is likely to be set up in 2012, will pool an initial capital of 200 million yuan (31.54 million U.S. dollars) from the government and private investors to support various forms of arts ranging from opera, philharmonic, ballet, to Chinese folk opera, said Tao Cheng, vice head of the arts department under the Ministry of Culture.Tao told Xinhua on the sidelines of an opera festival held in eastern city of Fuzhou that the fund will gradually expand to 800 million yuan in size over the years. He said the ministry has drawn up the draft and it will be deliberated and finalized.China's top leadership has recently attached greater importance to improving the country's cultural soft power after decades of economic growth. In the sixth plenary session of the 17th Central Committee of the Communist Party of China last month, the nation's decision-makers focused on cultural issues. It was the first time in 15 years that the plenary sessions have put the spotlight on culture.The Ministry of Finance had said it would increase fiscal expenditure on museums, cinemas, music companies, publishing houses and other cultural institutions, and ensure that public spending on the sector grows faster than fiscal income growth. SAN FRANCISCO, Oct. 13 (Xinhua) -- The Internet search giant Google on Thursday released its third fiscal quarter earnings report, posting strong numbers that beat analysts' estimates.The Mountain View, California-based company reported revenue of 9.72 billion U.S. dollars for the quarter ending Sept. 30, 2011, an increase of 33 percent on a year-on-year basis.Google reported a profit of 2.73 billion dollars, compared to 2. 17 billion dollars in the same period last year. The earning per share, excluding certain items, is 9.72 dollars, topping the average estimate of 8.74 dollars per share polled by Thomson Reuters."We had a great quarter," said Google co-founder and Chief Executive Officer Larry Page in a statement. "Google+ is now open to everyone and we just passed the 40 million user mark. People are flocking into Google+ at an incredible rate and we are just getting started."Many analysts took the third quarter to examine the company's progress towards expanding its core business beyond advertising which accounted for 96 percent of its revenue last year. In the past quarter, Google made major investments in several key businesses, such as social networking and mobile.In August, Google announced a 12.5-billion-dollar acquisition of Motorola Mobility, a move widely seen to get Motorola's patent portfolio to protect its Android software against a growing number of infringement lawsuits by rival mobile platforms.
