CORONADO, Calif. (KGTV) - Coronado city leaders will begin cracking down on the dockless bicycle trend rolling around San Diego, imposing fines and impounding bikes left on the island.City leaders have moved to declare the transportation alternative a public nuisance and will start impounding bikes left in the city. Coronado has banned bike-sharing companies from setting up shop on the island, but riders are allowed to pick them up and ride them into the city.Therein lies Coronado's problem. Much like the trend around San Diego, Coronado residents have grown concerned with bikes being left on sidewalks and in the right-of-way.Ken Hewitt is one of several local bike shop owners who fought to keep the bikes off the island. "Every bike you see going by there is a potential rental," he said. "We're a small island here.  San Diego's got a lot more real estate and a lot more spaces."So, now the city plans to tag any bikes left in the public-right-of-way, remove them, and charge the companies - to pick them up. The bikes are GPS-enabled, so the city and residents say the companies should know exactly where to find them. 1174

CINCINNATI, Ohio — A settlement has been reached after a police officer used a Taser on an 11-year-old girl while working an off-duty detail at a Kroger in Southwest Ohio.The City of Cincinnati and Kroger have agreed to pay the family of Donesha Gowdy 0,000 to settle the claim of excessive force, according to a news release from family attorney Al Gerhardstein.Donesha had been shoplifting from the Kroger on Aug. 6 when Officer Kevin Brown, who was on security duty, ordered her to stop. She didn't. The officer fired his Taser as she walked away. One probe struck her at the base of her spine; the other hit between her shoulder blades.The incident prompted an apology from Cincinnati Mayor John Cranley and a promise from Vice Mayor Christopher Smitherman to review Cincinnati Police Department’s protocol on Tasers.Cincinnati Police Chief Eliot K. Isaac promised “a very thorough review” of Brown's actions, as well as the department’s use-of-force policies as they pertain to juvenile suspects. He said he's "extremely concerned when force is used by one of our officers on a child of this age."Smitherman, along with the girl's mother, also say the policy needs to change. The settlement did not include plans to change police department policy, and it must be approved by probate court.Donesha wrote this apology to Kroger: “I Donesha Gowdy is writing this letter to apologize to the Kroger company … to say I’m sorry for stealing from the store in will not do it again.”WCPO television station in Cincinnati has reached out to the City of Cincinnati and Kroger for comment. 1629

CLEVELAND, Ohio - A local Tuskegee Airman who served in World War II was honored and celebrated in a special way on Thursday.Asa Newman who was part of the Tuskegee Airmen— the first African American unit to fly combat airplanes in World War II—recently turned 102 years old.To celebrate this American hero, community members lined the street as law enforcement honked their horns and a crowd waved across the street to Newman.The Aurora Post of the American Legion was there to honor Newman who was surrounded by family and friends.Newman grew up in Cleveland and attended East Cleveland High School. After World War II, he moved to Chicago and attended college at Roosevelt University. He was one of seven children, with three brothers and three sisters. Contact has been lost with the Cassini spacecraft after it completed a "death dive" into the upper atmosphere of Saturn and transmitted its final signal, according to NASA.The spacecraft deliberately sank into Saturn's upper atmosphere at a high speed and plunged itself into the planet just after 6:30 a.m. ET Friday. Given the amount of time it takes signals to reach Earth, the final signal and last bits of data reached the Deep Space Network's Canberra Station in Australia about an hour and a half later.NASA confirmed the spacecraft's demise at 7:55 a.m. ET, as predicted. 587
