SAN DIEGO (KGTV) — The Federal Bureau of Investigation is asking for the public's help to connect dozens of victims to the confessions made by a convicted serial killer.Samuel Little, 79, has confessed to 93 murders to date, according to the FBI, and all of his confessions are believed to be credible. The murders took place between 1970 and 2005 in multiple states across the country.The FBI says Little is the most prolific serial killer in U.S. history. He was arrested in 2012 and extradited to California on a narcotics charge. After his arrest, Little's DNA was connected to three unsolved homicides between 1987 and 1989. He was convicted and sentenced in 2014 to three consecutive life terms without parole.In 2018, Little provided the FBI with detailed information on dozens of additional murders he is believed to have committed across the country, including murders in Illinois, Kentucky and Ohio.Law enforcement have been able to verify 50 of Little's confessions, but that leaves dozens of victims still unnamed and yet to be found. Fifteen of those cases are in the Los Angeles area.The FBI says Little confessed to strangling his victims, although most of their deaths were originally ruled overdoses or accidental. Some bodies have never been found.Little was convicted of two crimes in San Diego in 1984 after he raped and beat two women. Retired Detective Sergeant Wayne Spees was a rookie police officer on patrol just before 5 a.m. that October morning, when he and his partner discovered Little at a vacant lot near Market Street."He comes out of the back seat ... zipping his pants up ... He's insisting that he and his wife were just leaving," said Spees.Wedged inside the car was a prostitute, naked and bloodied. Little had choked her unconscious. Spees arrested him and spent several hours with him at the hospital while evidence was collected."He said, 'I didn't rape that ****. I just kicked the **** out of her. I'm going to kill that whore.' He had no remorse. SAN DIEGO (KGTV) -- The 92-year-old San Diego man who pleaded guilty to shooting his son in the head as he slept in his father’s Old Town residence was sentenced to three years of probation. Richard Landis Peck pleaded guilty to voluntary manslaughter early in 2019. Peck had been facing a murder charge in the death of his 51-year-old son Robert. Peck was arrested in mid November of 2018 after going to a neighbor’s house on the 2300 block of Juan Street to tell her he just shot his son. Peck’s attorney claimed in hearings that his client’s son was an alcoholic who was psychologically abusive toward his father. The elder Peck was described in letters to the court as a kind man and a “quiet gardener” who had never been in trouble with the law. City News Service contributed to this report. 936

SAN DIEGO (KGTV) - The Climate Prediction Center released the final El Ni?o advisory for 2019, which means El Ni?o is over and now we are in a neutral phase with a 55 percent chance of continuing into winter.So what does that mean for the rest of summer and, most importantly, San Diego's winter? In order to put this in perspective, let’s review what this seasonal change means.San Diegans typically associate El Ni?o with a wet winter, or more rain and a better water supply. However, El Ni?o is more than that.The National Weather Service defines El Ni?o as a recurring climate pattern involving changes in the central and eastern tropical Pacific Ocean. Warm and cool changes are associated with the ENSO cycle. El Ni?o and La Ni?a are extreme phases of the ENSO cycle, but there is a third phase, less well known, called the ENSO neutral. That third phase is where San Diego is headed for the rest of the year and possibly through the winter months. El Ni?o and La Ni?a have a greater impact during the winter months. La Ni?a doesn’t do much for winters in California; it typically keeps San Diego dry and warm. The opposite happens during El Ni?o, which explains why it’s so much more popular. El Ni?o brings an active Jet and more frequent storms, reducing our drought and helping our water supply, with cold driven storms and snow for the Sierra Nevada mountains. The neutral phase is where San Diego is headed this fall with a 55 percent chance of it sticking around through the winter. The ENSO neutral phase is neither cold like La Ni?a nor warm like El Ni?o. The ENSO neutral phase is associated with sea surface temperatures closer to average, and stronger winds near the equator. It typically keeps the coldest air over the Northeast, warmer temperatures through the southern portion of the country, and wetter through the Midwest and Northeast.The ENSO Neutral typically keeps San Diego warm and dry. The extended forecast calls for above-normal temperatures for the remainder of the summer and near normal rain, which means dry since we are usually dry during those months.The winter outlook also brings near to slightly above normal temperatures. Rainfall will average near normal. San Diego's rainy season begins in November and lasts through March, sometimes lasting through April. SAN DIEGO (KGTV) - The doctor responsible for one third of vaccine exemptions in the San Diego Unified School District fired back Thursday at critics who say her science isn’t sound. Dr. Tara Zandvliet has a refrigerator full of vaccines at her office in South Park. She administers them to her young patients, but she also writes medical exemptions for some children. “It’s the kids that are sensitive that you need to just take a little bit different tack with,” said Zandvliet. Zandvliet wrote exemptions for 162 of the 487 children who provided SDUSD with a medical reason to avoid the vaccines required for entry. Despite the number, Zandvliet says she does not consider herself anti-vaccine. “I’m not gonna write a medical exemption just cause someone wants it. I’m not gonna write it or not write it just because the school says ‘hey we have too many of them’,” she said. Since California became one of three states to ban personal belief exemptions for vaccines, the number of medical exemptions has risen. So has the number of children being vaccinated. San Diego Unified officials issued a statement about the situation, saying in part the district "has noticed some physicians issuing exemptions that appear to be excessively frequent and based on criteria that are not aligned with guidelines from the Centers for Disease Control and Prevention.” Zandvliet’s website says she will grant an exemption based on factors like family history of allergies or autoimmune disease, neither of which are recognized by the Centers for Disease Control as valid reasons for exemption. “I refuse 7 out of ten; the three that come in they've convinced me they have proof they've given me medical records from family members and it’s there,” Zandvliet said. Other doctors disagree with Zandvliet’s reasoning, including State Senator Richard Pan, who is also a physician. He was behind the law to get rid of the personal belief exemption and is now trying to make it harder for parents to get a medical exemption. SAN DIEGO (KGTV) — The H1N1 strain of influenza is the most prominent strain of the illness in San Diego and around the nation so far this flu season, according to local health officials.Of 1,730 confirmed cases reported in San Diego this season, nearly 94 percent are influenza A, the County Health and Human Services Agency reported Wednesday. Influenza A covers H1N1 and H3N2. During the year, H3N2, or the "seasonal flu," is the primary virus in circulation.This year, however, there are 10 cases of H1N1 for every case of H3N2, health officials said.RELATED: Political commentator dies in San Diego, contracts H1N1 flu and meningitisThe strain affects young to middle-aged adults more than other age groups. The Centers for Disease Control and Prevention believes this is because older adults have been exposed more to H1N1 and younger adults tend to have lower vaccination rates."Older people have some element of immunity to Pandemic H1N1 because they’ve had more exposure to these influenza viruses than younger groups," said Sayone Thihalolipavan, county deputy public health officer, said.Last week, a 26-year-old woman visiting San Diego from Washington, D.C., died possibly due to H1N1 complications. She was also suffering from meningitis, though it's unclear if she had been vaccinated or suffered from any other underlying medical conditions.Another local resident, identified as a 49-year-old male, died of the flu, according to health officials. That man did have underlying medical conditions though it wasn't clear if he had been vaccinated.This season, there have been nine flu-related deaths, officials say, compared to 44 deaths at this time last season.Health officials advise the best way to prevent the flu is to get vaccinated, wash hands thoroughly and often, avoid going out if you're sick, and clean commonly touched services. Those with underlying chronic conditions, pregnant women, people who live with or care for others who are high risk, and those 65 and older are most at risk of catching the flu. 2041
