BEIJING, March 24 (Xinhua)-- China's Ministry of Finance (MOF) announced Wednesday it would issue a batch of ten-year book-entry treasury bonds with a total par value of 26 billion yuan (3.8 billion U.S. dollars) starting on Thursday.The batch is the 7th of its kind the MOF has issued this year. The issue of this batch of T-bonds ends on March 29, according to a statement on the MOF's official website.The bonds would be traded on the interbank bond market and securities bond market from March 31.The bonds have a fixed annual interest rate of 3.36 percent, with the interests to be paid every half year, on March 25 and Sept. 25, respectively, according to the statement.The last interest payments and principals would be paid back together on March 25, 2020, statement said.　 Book-entry bonds are the bonds recorded in the investors' securities accounts called book entries. They can be traded on the open market, and their market prices can deviate from par value.

"We cannot just tell them to leave the school and go home."Discussions about the future of substitute teachers have been featured prominently in newspapers and on websites in recent days, as it was reported all the substitute teachers would be dismissed in 2010.Substitute teachers are more often seen in poor places, mostly rural villages, as local governments could not afford to employ enough licensed teachers.By the end of 2008, China had about 311,000 substitute teachers, according to the ministry.Lu said the substitute teachers qualified for the job should be given opportunity to be formally recruited while those who were dismissed should be compensated.In recent years, substitute teachers have been gradually replaced by graduates from normal universities as the government invested more in the education in rural areas.

MOSCOW, Jan. 16 (Xinhua) -- An assembly line of Chinese automaker Geely was officially launched in Russia's Caucasus republic of Karachay-Cherkessia, local media reported Saturday.     Russian car company Derways has started body welding and other assembling work of Geely-brand vehicles on Friday, according to Russian state TV channel Russia-24.     Some 1,100 units were expected to be produced by the end of February, the first batch of which will be delivered to Moscow by Jan. 20. The annual production of Geely will be no lower than 12,000 units.     Besides Geely, Derways was also scheduled to manufacture for other Chinese brands such as Li Fan, Great Wall Motors, Chery and Haima. The total annual output of the Derways company was estimated to reach 100,000 units.     Local residents could enjoy price discounts when purchasing these cars, according to the company, which also foresees a great demand of Chinese vehicles on Russian market.

NANJING, Feb. 9 (Xinhua)-- China and Japan have the opportunity to further develop their relationship through cooperation in a wide range of areas, an advisory panel on China-Japan relations said here Tuesday."Bilateral ties have an opportunity to develop as the two governments attach great importance to bilateral ties and are committed to long-term, stable, friendly, and cooperative relations," the fifth 21st Century Committee for China-Japan Friendship said after their first meeting.The committee, an advisory panel to both nations' governments, convened a three-day meeting in China beginning Sunday to discuss various aspects of China-Japan relations and to provide suggestions to the two governments."Members have discussed bilateral cooperation from a strategic point of view and have reached a fruitful outcome," the Chinese chair of the panel, Tang Jiaxuan, said.The committee agreed China and Japan should aim for cooperation in the post-financial crisis world and step up partnership in environmental protection and low-carbon business. SHANGHAI, March 12 (Xinhua) -- Shanghai General Motors (SGM) is contacting the owners of 2,065 Captive jeeps to recall the vehicles for repair due to risk of steering malfunction, the company said on Friday.The defected vehicles were manufactured by GM Daewoo Auto in the Republic of Korea between Sept. 18, 2007 and Dec. 31, 2008, said a spokesman with SGM.China's General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ) released a bulletin on Friday, approving SGM's application for the recall.SGM had received no customer reports on the defect, the spokesman said.GAQSIQ has stopped the importation of GM Daewoo Auto's Captive jeeps, according to the bulletin.
