A second PCR test is then administered upon arrival, and passengers are not required to quarantine once receiving a negative result.Delta is also launching a similar program for flights between Atlanta and Rome this week. Passengers bound for Rome are required to take a PCR test within 72 of the flight in addition to being administered a rapid test at the airport. Travelers then must also receive a negative result via a rapid test upon arrival in Rome.“Air travel is the backbone of the global economy. PHOENIX, Ariz. -- Officials have made an arrest in the cold case of Alissa Turney, a 17-year-old girl who went missing in Arizona in 2001.The Maricopa County Attorney's Office announced second-degree murder charges against Alissa's stepfather, Michael Roy Turney, according to a press conference Thursday.Alissa went missing at the end of the school year in 2001 and was first reported as a runaway by Michael Turney, according to officials.Michael called in the runaway report, telling authorities that she had left a note and was going to California.In 2008, new information was brought to light and officials began a criminal investigation into Alissa's disappearance. Officials conducted 200 interviews with coworkers, friends, and family.When a search warrant was issued on Michael's residence, they discovered a bombing plot, at which point he was brought into custody in 2008.Officials say Michael took a plea deal and served 10 years in prison in the bombing plot, unrelated to Alissa's disappearance.He was arrested Thursday afternoon by police in Mesa in connection to her presumed death. "He not only found it. He also called 911 and made sure we got our jewelry back."Joe and his wife Elif Fitzgerald attended an annual Denim and Diamonds charity event for Hands Across the Bay Saturday night. That's why Elif Fitzgerald had expensive pieces of jewelry with her.The Fitzgeralds were one of the sponsors for the event, and they had a lot to pack up at the end of the night. Joe Fitzgerald says he put most of the luggage in the back of his trunk, including his wife's luggage, with the jewelry in it."On my way home the back hatch opened and the bag fell out near West Bay Dr. and Indian Rocks Rd." he said.The Fitzgeralds had no idea the bag was gone, "until I looked at my phone."Elif Fitzgerald said she had dozens of missed calls and text messages telling her someone found their bag and the jewelry in it."I was completely shocked that they returned it," she said. "I have valuable jewelry.
