SAN DIEGO (KGTV) - In honor of Veterans Day, dozens of volunteers found a way to give back to current active duty military service members.The organization Waves of Appreciation packed thousands of "Appreciation bags" filled with snacks for service members traveling through San Diego during the holidays.Volunteers fill the bags assembly line style. This program started in 2011 when the founder of the event saw a military service member traveling alone during the holidays, exhausted and hungry. Since then volunteers have handed out more than 24,000 bags.Waves of Appreciation is looking for volunteers to pass out the goodie bags at Lindbergh Field in December in time for the holidays. SAN DIEGO (KGTV) -- Tracking citizen complaints about law enforcement is a requirement of California law. However, some say there needs to be a significant improvement in that process."Police officers have tremendous authority," said former police officer and criminal justice professor Kevin LaChapelle. He broke down how the process works."[In] a formal complaint, there should be written documentation and the agency is accountable for reporting that to the Department of Justice," LaChapelle said. LaChapelle says the formal complaint process differs from an informal complaint, where someone may talk to an officer or supervisor but no documentation is required. Those interactions are not included in DOJ numbers. When it comes to two of the largest departments in the county, Team 10 found the number of complaints differ drastically. In 2018, the San Diego Sheriff's Department reported nine complaints. In 2017, there were six reported complaints.San Diego Police Department reported 74 complaints last year. In 2017, there were 97 reported to the DOJ.Each department reports to the state both substantiated and unsubstantiated complaints. 1156

San Diego County is on track to move into the most restrictive tier, meaning restaurants, personal care shops like nail salons, museums, zoos, places of worship, movie theaters, and gyms all have to operate completely outside. The county is expected to announce that rollback Tuesday, Sept. 22.Ricardo Zarate Jr is the Director of Operations for Leucadia Company, a group that manages three Encinitas restaurants, including Valentina and Moto Deli. When asked about the roller coaster of opening and closing, he said his restaurants will make it, but knows it’s hard on others.“On one hand it would be nice to not be wondering when the next step back is going to come but on the other hand, I can see how some of our fellow restaurants do benefit, even if it’s briefly, from being able to open up their indoors,” he said.Jessica Huynh at Bella Paris Nails in Little Italy knows the benefits of being able to open indoors. Her nail salon does not have the space to open outside, so they stayed closed the whole pandemic. After almost six months of no business, they finally reopened when indoor services were allowed in September. Tribal government leaders of the Barona Band of Mission Indians, Campo Kemeyaay Nation, Jamul Indian Village, Sycuan Band of the Kumeyaay Nation, and Viejas Band of Kumeyaay Indians all announced that they were closing casinos amid COVID-19. "The Tribes are united in this decision to close for the health and well-being of the community, their guests and approximately 9,000 employees. Despite this closure, it is their hope that they can continue to provide emergency services for their respective communities," officials said. We have the cutting of the wedding cake and then we have photos," Ransom added.She said when the pandemic hit, it forced her Oceanside venue to close. But thankfully with quick thinking of 'mini weddings', her Fallbrook location stayed open was able to satisfy anxious couples."I feel like whenever life throws you a curve, you just got to get up and figure it out and usually its for the better."It was a popular choice for those near and far."We’re getting couples from LA, Riverside and Orange County driving down because they don’t want to travel too far."The 2-hour window let Ransom fit up to four weddings in a day and allowed her to keep costs low.
