BEIJING, Oct. 26 -- Shanghai has applied to regulators to launch a free exchange between the yuan and the New Taiwan dollar to enhance financial cooperation, the head of the Shanghai Financial Service Office said Sunday.     "With growing trade between Shanghai and Taiwan in recent years, we hope that a free exchange between the yuan and the New Taiwan dollar can be conducted in Shanghai as a trial," said Fang Xinghai at the 6th China International Finance Forum.     "We have applied to the regulators and expect it will be approved soon," Fang said at the two-day forum which ended Sunday.     Shanghai has recently launched a cross-border currency clearing system and Fang expects that it will be extended to Taiwan soon.     By the end of April, Taiwan had invested 5 billion U.S. dollars in more than 6,000 projects in Shanghai, and trade between the two sides totaled 13.68 billion dollars in the first eight months of this year.     Although the two sides must overcome some barriers in financial cooperation, Fang said they can explore possibilities in innovative products, such as exchange-traded funds that enable investors to buy or sell shares in an entire benchmark portfolio.     "The Shanghai Stock Exchange is making efforts to introduce ETFs based on overseas equity indices (and) we can also expect Taiwan and the mainland to introduce ETFs based on each other's index," Fang said.     The two sides can also cooperate in sectors that are not directly supervised by the central government, such as venture capital.     "Taiwan is very successful in the venture capital sector, while the Chinese mainland is still in the first stage. Policies have now been eased so that Taiwan VC firms can set up branches on the mainland," Fang noted.     The Chinese mainland and Taiwan in April sealed a cooperative financial regulatory mechanism.

BEIJING, Oct. 30 (Xinhua) -- China's central government launched 20 venture capital funds with seven local governments on Friday to provide investment in the country's high-tech sectors, the top economic planner said in a statement on its web site.     The investment would go to high-tech sectors including the electronic and information sector, biological and pharmaceutical industry, new energy sector and projects related to energy conservation and environmental protection, the National Development and Reform Commission (NDRC) said.     The 20 funds would collect about nine billion yuan (1.31 billion U.S. dollars), of which, one billion yuan was invested by the central government, 1.2 billion yuan by local governments and the rest from private investment, the NDRC said.     The funds were aimed to direct capital into new industries and competitive high-tech enterprises to push forward self-innovation, it said.     The NDRC and the Ministry of Finance signed the agreement with 7 local governments of Beijing, Jilin, Shanghai, Anhui, Hunan, Chongqing and Shenzhen.

BEIJING, Nov. 20 (Xinhua) -- Chinese President Hu Jintao said on Friday that China hopes to advance the strategic cooperative partnership with the Republic of Korea (ROK).     "We will work with the ROK to increase friendly exchanges at various levels and enhance pragmatic cooperation in various sectors," Hu told Kim Hyong-o, speaker of the ROK National Assembly.     Hailing the smooth development of China-ROK ties in recent years, Hu said the leaders of the two nations had maintained frequent contacts, exchanged views often and reached broad consensus on important issues.     "This gives strong impetus to the growth of bilateral relations," Hu noted. BEIJING, Nov. 25 (Xinhua) -- China has told its enterprises to be prepared for competitions while the establishment of the Free Trade Area between the country and the Association of Southeast Asian Nations (ASEAN) is only a month ahead.     "Chinese enterprises should make full preparations for competitions brought by zero-tariff products imports from the ASEAN," Xu Ningning, executive secretary general of China-ASEAN Business Council(CABC), said on Wednesday at a symposium for entrepreneurs in machinery, auto mobile and steel sectors.     The upcoming FTA, scheduled to be established on Jan. 1, allows zero-tariff on 90 percent of products traded between China and the ASEAN.     Xu also urged Chinese enterprises to conduct adequate market research and pay close attention to the latest policies in different ASEAN countries to improve the quality and efficiency of bilateral trade.     "After entering the ASEAN market, companies should abide by local industry regulations and establish sound reputations for quality and service instead of blindly pursuing profit by any possible means," Xu said.     The establishment of the FTA will create massive business opportunities for Chinese enterprises as it will provide an access to the ASEAN market with 600 million population, according to Xu.     The FTA will boast a combined population of 1.9 billion and a combined gross domestic product (GDP) close to 6 trillion U.S. dollars, making it the third largest free trade area following the North American Free Trade Area and the European Free Trade Area.     CABC is one of the five main cooperation and dialogue organizations between China and the ASEAN, and it consists of the China Council for the Promotion of International Trade, the ASEAN Chambers of Commerce and Industry, the national business leaders and enterprises and experts representatives from the ASEAN countries.

SEOUL, Dec. 17 (Xinhua) -- Chinese Vice President Xi Jinping put forward a four-point plan to cement China-South Korea ties when he met South Korean Prime Minister Chung Un Chan here on Thursday.     Xi said China and the South Korea were neighbors and the relationship had been promoted since they established diplomatic ties in 1992. The exchanges of the visits by the two heads of states last year upgraded the relations to strategic and cooperative partnership, which benefited both countries and helped promote regional peace, stability and prosperity.     Xi's proposal to foster the Sino-ROK relationship was:     -- To enhance high-level contact and political trust:     The two countries should also increase exchanges between the governments, parliaments and parties. China appreciated the adherence by South Korea to the one-China policy and its support on the Taiwan and Tibet issues, Xi said.     -- To expand trade and economic cooperation:     The two countries should explore new ways on high-tech, energy-saving, and environmental protection cooperation. Xi called on the two sides to complete joint research and initiate free trade agreement negotiation.     -- To increase personnel exchanges:     The two sides should further improve exchanges on education, culture and tourism and properly handle the issues concerning the sentiments of the two peoples.     -- And, to strengthen coordination in multilateral frameworks, including the meeting mechanism of China, South Korea and Japan:     On the situation on the Korean Peninsula, Xi said all relevant sides should take the chance to show flexibility to resume the six-party talks at an early date.     Xi also said China would push for the Copenhagen climate change conference to achieve a result in line with the "Bali Roadmap."     Chung Un Chan pledged to complete the joint research on free trade agreement as soon as possible, and advance coordination with China under the G20 and the framework of China, Japan and South Korea.     Xi arrived here Wednesday night after a visit in Japan. He will also visit Myanmar and Cambodia.
