SAN DIEGO (KGTV) — San Diego District Attorney Summer Stephan announced Monday a motion to reduce thousands of marijuana convictions.The motion asks the San Diego Superior Court to reduce 25,000 marijuana convictions, ranging from felonies to misdemeanors, and dismiss another 1,000 misdemeanor convictions completely.“We’ve been a leader in the state and pro-active on giving individuals with marijuana convictions the opportunity to move forward with their lives without a conviction that may have been negatively impacting their lives by restricting their employment or housing,” said Stephan. “This latest motion is the continuation of work that began more than two years ago. It’s clear that the law was written to allow this relief, and it’s important that we give full effect to the will of the people.”RELATED: Los Angeles uses tech to wipe out 66,000 old pot convictionsUnder AB 1793, passed in 2018, the DA's office must notify the court of eligible cases by July 1, 2020. But according to the DA's office, officials have actively been reducing or dismissing eligible marijuana cases under 2016's Proposition 64, which legalized recreational cannabis. Since 2016, the DA's office says it has reduced or dismissed more than 1,600 marijuana-related convictions.Under Prop 64, sections regarding cultivation of marijuana, possession for sale of marijuana, and sales and/or transporting marijuana — all felonies — qualify for resentencing. The misdemeanor of possession of marijuana also qualifies.“The Superior Court and Public Defender are critical to this voluminous project and we appreciate that they’ve made it a priority,” Stephan added. 1658

Wednesday’s meeting was the first step in the budget for the year. 10News spoke with Barbara Bry just before the meeting. “All nine of us have submitted our budget priorities. What’s interesting is there’s a lot of consensus among all of us as to how much the city should be allocating its funding," Bry said.The latest 10News-Union-Tribune polls shows the top issue as homelessness. It’s one of the issues Bry says will receive major support in next yea’s budget. Wednesday, the budget committee reviewed and adopted a set of funding priorities for what will be a priority for funding in the next fiscal year. The committee’s list is alphabetical at this point, so the issues aren’t ranked by importance. The list does, however, reflect what our poll uncovered: climate action, homelessness, parks and recreation facilities, public safety and sidewalk and street repairs are all important issues. As for our poll, homelessness and affordable housing came out on top at 21 and 20 percent respectively. Close behind is road repairs and further down the line, climate change, the Convention Center and mass transit. 10News asked Bry how the process will proceed. “The council will then discuss the priorities as a whole, then Mayor in April, then budget hearings in May.” 1380

SAN DIEGO (KGTV) — San Diegans have every opportunity to get moving as the new year gets underway.America's Finest City was recently ranked by financial website WalletHub as the ninth most active city in the U.S. The study examined 100 cities around the country, comparing them on metrics including the presence of fitness centers and sports facilities, costs of fitness memberships, trail availability, and share of inactive adults. The metrics were then organized under either "budget and participation" and "sports and outdoors."San Diego ranked first in fitness centers and sports centers per capita, seventh in baseball and softball diamonds per capita, 22nd in basketball hoops per capita, 16th in parkland acres per capita, and 30th in walking. Those rankings brought the city's budget and participation rank to 27 and sports and outdoors rank to eight.RELATED: 7 unique workouts in San Diego to start the year strongChula Vista was also ranked on the study, though at a distant 79, ranking 25th in budget and participation and 87 in sports and outdoors.So where is the most active city located, according to WalletHub? You'll have to fly over to Honolulu, Hawaii, where the city ranked first in sports and outdoors. While Honolulu ranked 47th in budget and participation, the prevalence of sports and fitness facilities sent the city to the top of the rankings.The only California city to score above San Diego was San Francisco, ranked third on the list. 1471

  

SAN DIEGO (KGTV) -- San Diego County remained on the state’s COVID-19 monitoring list as of Monday, but Gov. Gavin Newsom said during a news conference that the county could be dropped from the list by Tuesday.Sunday, Aug. 16, was the fifth consecutive day San Diego County reported fewer than 100 positive coronavirus tests.State and county officials have said counties would be removed from the monitoring list if rates remain below 100 positive cases per 100,000 people for three straight days.Of the state's 58 counties, 42 remain on that list; five counties were added, with Santa Cruz County falling off Aug. 14."This is a dynamic list. People come on, people come off, the numbers shift every single week," Newsom said Monday. "I anticipate this week the numbers to shift again and it looks like, all things being equal and the latest reporting period -- 24-hour reporting period, which we will have later this evening -- it's very likely San Diego will join the list of those counties removed. So, likely tomorrow."County health officials were expected to announce the latest local statistics on Monday afternoon.For K-12 schools to potentially reopen for in-person instruction, San Diego County will have to reach 14 straight days with positive virus cases below 100 per 100,000 people.As many as 48 elementary schools in the county have filed waivers that in hopes of returning to in-person classes. 1417
