BEIJING, Jan. 12 (Xinhua) -- The Chinese government welcomes and supports the activities of overseas non-governmental organizations (NGO) in the country, said Assistant Foreign Minister Cheng Guoping here on Wednesday.Addressing a new year reception held by the Chinese Foreign Ministry for NGOs, Cheng appreciated the contribution of overseas NGOs in promoting China's economic and social development, as well as the country's exchanges with the world.He also hopes overseas NGOs to enhance understanding about China's national conditions, and abide by China's laws and regulations.About 130 representatives from overseas NGOs, foreign embassies in China and academic organizations, as well as Chinese officials from relevant departments joined the reception, the first held by the Foreign Ministry for NGOs.

BEIJING, Dec.24 (Xinhua) -- China will bring its overall money supply to a normal level with a range of policy tools next year as the government shifts monetary policy from "moderately loose" to "prudent", the central bank said Friday in a statement on its website, citing Deputy Governor Hu Xiaolian.Hu, a deputy governor of the People's Bank of China (PBOC), said at a meeting with bankers that China needs a shift to a prudent monetary policy to rein in rising consumer prices and curb asset bubbles.China is facing tremendous inflationary pressures, with the country' s consumer price index (CPI), a main gauge of inflation, accelerated to a 28-month high in November of 5.1 percent."The major task for next year's monetary policy will be normalizing money supplies," she said, noting that the growth in money supply, mostly measured by M2, or the broad money supply, should be slowed from the pace during the implementation of a moderately loose policy.The Chinese government should maintain a "reasonable and moderate" credit growth next year that is in line with the country's goal in economic development and inflation control.New yuan-denominated loans in China stood at 7.45 trillion yuan in the first 11 months of this year - just shy of the government's full-year target of 7.5-trillion-yuan.Hu said with the global financial crisis having eased from its peak and China's stabilized economic momentum, the country is able to maintain a steady and relatively rapid economic growth with a prudent monetary policy.Hu stressed that China is facing pressure due to ample liquidity from home and abroad, and for the next phase, the Chinese government will work on liquidity controls with a range of policy tools, including open market operations and adjustment in interest rates and reserve requirement ratios.She highlighted the use of the differential reserve requirement ratio to supplement regular policy tools, which could guide banks to lend "reasonably, moderately and steadily" and boost risk controls in the financial system.China increased interest rates by 0.25 percentage points in October and hiked the bank reserve requirement ratio six times this year to 18.5 percent and 19 percent for some large commercial banks in a move to curb lending amid accelerating inflation.

PRETORIA, South Africa, Nov. 18 (Xinhua) -- Visiting Chinese Vice President Xi Jinping on Thursday called here for concerted efforts to make the Forum on China-Africa Cooperation (FOCAC) stronger and to boost the development of the new type of China- Africa strategic partnership.Addressing a seminar marking the 10th anniversary of the establishment of FOCAC, Xi proposed to strengthen strategic planning, practical cooperation and institution building of FOCAC so as to make it a solid base for political mutual trust, a major engine driving common development and an efficient and mature platform for China-Africa cooperation.Meanwhile, more cultural and people-to-people exchanges should be conducted to make FOCAC an emotional bond to deepen China- Africa traditional friendship, said Xi.Xi stressed that China and African countries have to continue to respect, trust and support each other and treat each other as equals. The two sides should stand at a strategic high as they draw plans for the development of China-Africa relations, and should have closer dialogue and consultation within the FOCAC framework, enhance coordination and cooperation on global issues of mutual interest, strive to increase the say and representation of developing countries in the international system, and ensure better development of both China and Africa as the international configuration further evolves.Referring to China-Africa cooperation, Xi said it should be expanded to new areas and brought to higher levels. BEIJING, Dec. 14 (Xinhua) -- The Chinese government on Tuesday published guidelines on improving the country's funding system of grassroots medical institutions, according to a statement posted on the central government's official website www.gov.cn.The statement, posted by the General Office of the State Council, or Cabinet, said the government will introduce new measures to provide funding and subsidies to grassroots medical organizations and ensure the salary of medical staff did not decrease following a cut in the price of medicine.To ensure low income-earners can afford essential medicines, over half of China's medical clinics based in rural townships and small urban communities have been offering essential medicines at reduced prices since August 2009.Some medical institutions were short of revenue because of the reduced drug prices, which had affected their operations.According to the statement, expenditures of government-run grassroots clinics will be covered by government subsidies and medical service charges.To boost staff income, local medical institutions are allowed to raise service charges, which will be paid by the social insurance system instead of the patients, said the statement.The guidelines also asked local governments to offer subsidies to country doctors and other non-government grassroots medical institutions.
