BUENOS AIRES - Argentinian police officers were fired after they claimed that mice ate more than half a ton of marijuana that was not accounted for in the police warehouse.After an inspection, an officer noticed 540kg of cannabis was missing the confiscation warehouse just outside of Buenos Aires.During a span of two years of storage, police collected 6,000 kg of marijuana. At the time, Javier Specia was the police commissioner.According to The Guardian, Specia stepped down in April 2017 and was replaced with Commissioner Emilio Portero. Portero noticed only 5,460 kg of marijuana in the warehouse.When questioned by a judge, Specia and three of his subordinate officers all claimed that the missing drugs were "eaten by mice."Experts found the claim to be impossible.“Buenos Aires University experts have explained that mice wouldn’t mistake the drug for food, and that if a large group of mice had eaten it, a lot of corpses would have been found in the warehouse,” said a spokesperson for the judge.On May 4 the officers will testify in court to see if the missing narcotics were due to "expedience or negligence."There is no statement from Specia at this time, but the ex-commissioner faces further internal investigation. 1265

(KGTV) - Neighbors in Bonsall who survived the Lilac Fire are anxious about the impending hot, dry, windy weekend.The National Weather Service issued a Red Flag Wildfire Warning starting at 10 a.m. Saturday to 6 p.m. Sunday."With it being so hot the next couple days yeah I'm pretty much on high alert," Neighbor Kimberly Marrs said.She was there in December 2017 when her neighborhood lit up. She said homes a quarter mile away burned down.The Lilac fire burned 4,100 acres, destroyed 114 houses and damaged 55, and killed more than 45 horses according to fire officials.Giving Marrs reason to be hyper-aware, "I'm super diligent. I'm always looking at the sky and paying attention... Especially when it gets this extremely hot, especially having gone through the lilac fire, in the middle of it, I get a lot of anxiety from it and that's why I stay on top of it because I want to be super prepared."She said Saturday morning she is going to fill up her gas tank and coordinate with friends so everyone is ready to evacuate at a moments' notice. Another concern she has this weekend is the power staying on."I'll charge everything up in the morning and pull all the plugs in the afternoon... I think there's going to be a just a huge surge in power this weekend so we need to not blow the grid," she said smiling.The California Independent Systems Operator (CAISO), which manages the state's electric grid, issued a Flex Alert for the weekend. They're telling people to avoid heavy energy usage between 3 p.m. and 9 p.m. from Friday through Monday.Marrs hopes everyone takes her message as motivation to stay safe this weekend, "pray we don't have extreme Santa Anas, we get through this heat wave, stay cool, stay indoors, stay hydrated." 1764

Including: cutting the use of hydrofluorocarbons used in air conditioners and refrigerators, new research and development programs for solar, wind and energy storage, funding for energy efficiency projects, upgrades to the electric grid and commitment to researching removing carbon from the atmosphere, according to the Washington Post.Around million is being made available for the Secretary of Agriculture to conduct a pilot program giving financial assistance to “rural communities to further develop renewable energy.”Overall, Congress is sending a message that America should make renewable energies a priority.“It is the sense of Congress that in order to reduce emissions and meet 100 percent of the power demand in the United States through clean, renewable, or zero emission energy sources while maintaining United States leadership in science and technology, the Secretary of Energy must prioritize funding for critical fundamental research infrastructure and for basic research and development activities carried out through the Office of Science,” the bill states.Flexible Spending Accounts: The bill will allow parents to carry over any unused childcare and healthcare funds they had in a flexible spending account into next year. Money put into an FSA typically has to be spent that year, but with daycare facilities closed due to the pandemic and many health care visits postponed, this money went unspent for some people.Horseracing Integrity and Safety Act: The Horseracing Integrity and Safety Authority will be able to come up with and implement horse and racetrack safety standards at a national level, according to FOX News. This would include things like barring horses involved in racing from receiving pain killers. Measures from the authority would be overseen by the Federal Trade Commission and enforced by the U.S. Anti-Doping Agency."Among the required elements of the horseracing safety program are sets of training and racing safety standards consistent with the humane treatment of horses, a system to maintain track surface quality, programs for injury and fatality analysis, investigation and disciplinary procedures, and an evaluation and accreditation program," the bill says.NASCAR: Tax breaks for auto-racing tracks, like those used for NASCAR, were set to expire at the end of the year. The bill will extend them.Pakistan: At least million is being set aside for programs in Pakistan, broken down as “not less than ,000,000 shall be made available for democracy programs and not less than ,000,000 shall be made available for gender programs.” Although there are not a lot of details in the bill itself, gender equality is a component for development of Pakistan, according to the United Nations Population Fund.Smithsonian museums: The government bill sets aside funding for two new Smithsonian museums; American Women’s History Museum and National Museum of the American Latino.“A comprehensive women’s history museum would document the full spectrum of the experiences of women in the United States, represent a diverse range of viewpoints, experiences, and backgrounds, more accurately depict the history of the United States, and add value to the Smithsonian Institution,” the bill states in establishing the new Women’s History Museum.The National Museum of the American Latino will help visitors “to learn about Latino contributions to life, art, history, and culture in the United States.”Tibet and the Dalai Lama: The bill sets out the objectives of the special coordinator for Tibetan issues, to “promote substantive dialogue without preconditions, between the Government of the People’s Republic of China and the Dalai Lama … that leads to a negotiated agreement on Tibet.” Also to coordinate with other countries to this end, and to promote the human rights of the Tibetan people.It also states this representative of the U.S. should ensure that the identification and installation of any future Dalai Lama be determined by the Tibetan Buddhist faith community. There has been controversy recently because China has inserted itself in the selection process over who the next leader of the Buddhist faith should be. In 2019, China said the reincarnation of the Dalai Lama must “comply with Chinese laws and regulations.”The 14th Dalai Lama, Tenzin Gyatso, issued a statement in 2011 explaining the traditions of the selection of Dalai Lamas, including reincarnation.Many members of Congress expressed concern at the lack of time given to read the massive bill before voting on it. A deal was reached among Congressional leaders Sunday evening, who worked through the weekend to smooth over differences, after months of tense negotiations.The vote passed the House by a 359-53 margin. Several hours later, the measure was approved by the US Senate by a 91-7 margin. The bill now goes to President Donald Trump for his approval. The bill included 0-a-week in supplemental jobless benefits, direct payments of 0 for individuals, more than 0 billion in small business loans and more than billion for schools, as well as billions for help with vaccine distribution.The relief bill is not expected to have money for state and local government aid, something Democrats had been pushing for as municipalities experience sharp declines in tax revenues.However, the measure would extend the deadline for using CARES Act funding from earlier this year. The deadline to use that funding without losing it had been the end of the year.The pandemic relief package is connected to a larger .4 trillion spending package that must get passed by Congress to keep the government running and fund it through September 30, 2021.Congress passed a two-day government funding bill Friday evening to push the shutdown deadline to Sunday night at midnight. The House then approved a one-day extension of government funding Sunday night, which Trump signed, according to the Washington Post, to allow the COVID-19 relief package to be finalized so both measures can be voted on together.The possibility of a relief bill deal happened earlier in the day Sunday, after late-night conversations Saturday over a key sticking point about the role of the Federal Reserve.Republican Senator Pat Toomey had pushed a provision late last week to pull back to the role of the central bank’s emergency lending authority, after it was given some abilities with the CARES ACT earlier this year. He wanted to rescind some of the unused funds from the emergency loan program, as well as stop some of the changes to the Fed approved in the CARES Act.Democrats said the provision would tie the hands of President-elect Biden’s administration and limit options for aid in 2021. Senate Minority Leader Chuck Schumer worked with Toomey late into the night Saturday to work out a compromise.Trump has not been involved in recent talks about a relief package, and it is not clear how he will respond to the latest deal. 2496

  

BONITA, Calif. (KGTV) - A nine hour standoff in Bonita has finally come to an end.Deputies have taken 37-year-old James Gilbert, who was wanted for a domestic violence incident, into custody.He has been booked into San Diego Central Jail on charges of making threats with a weapon, making terrorist threats and resisting arrest.Gilbert refused to come out of the home for hours.A San Diego Sheriff's Department SWAT team brought in two BearCats, made multiple flyovers with a helicopter and even called in a bomb squad.Two blocks of Allen School lane were blocked off all day due to the incident.Witnesses say a man believed to be the suspects brother tried running past the Sheriff's tape, ignoring deputies who tried to stop him.That man was handcuffed and taken into custody.Nearby Ella B. Allen Elementary School and Daly Academy were put on heightened security in light of the crisis. Children left the campuses safely after school let out. Deputies were able to get Gilbert out of the home shortly after 6 p.m.10News is monitoring developments in this story. 1072
