(KGTV) - Southbound Interstate 5 shut down during rush hour Wednesday evening to search a car possibly linked to a robbery for explosives, California Highway Patrol officers said.The car was pulled over about 5:10 p.m. at Main Street in Chula Vista, CHP officials said.San Diego Police said the stop was related to the robbery of the US Bank at 3201 University Ave. in North Park at 4:48 p.m. during which a man referred to explosives.All southbound lanes of traffic stopped at 5:20 p.m. as officers searched the car for explosives. CHULA VISTA (KGTV) -- The Chula Vista Police Department is working to determine what caused a suspect to die more than 12-hours after he was taken into custody following a violent confrontation with officers.Jason Allen Watts, 29, of Spring Valley, was taken into custody Friday just before midnight after two people inside the 7-11 store at 403 Third Avenue reported him to appear under the influence of a substance and was refusing to leave. CVPD Capt. Phil Collum said Watts also called police to report that unknown persons were outside the store and were threatening to shoot him.Arriving officers encountered Watts inside the store but he ran behind the clerk’s counter and failed to comply with officer’s repeated orders, according to Collum."Officers spent time talking to Watts, trying to deescalate the situation to calm him and gain his compliance," Collum said. "As officers were talking to Watts, he punched a cash register on the counter and lifted it as though preparing to throw it at the officers."Collum said officers tried to take Watts into custody using less-lethal tools, including taser and pepper spray.Watts was eventually arrested but paramedics where called to the scene to evaluate him after he "continued to violently resist the officers," Collum said.The suspected was transported by ambulance to Paradise Valley Hospital for treatment where he was deemed suitable for incarceration by medical staff."While being booked into the San Diego County Central Detention Facility, further evaluations indicated Watts may need additional medical treatment," Collum said.Watts was subsequently transported by ambulance to UCSD Medical Center. "Once at UCSD, Watts began suffering medical complications and underwent treatment by medical staff," Collum said.  Watts was pronounced dead at 12:21 p.m. Saturday afternoon.The Chula Vista Police Department’s Crimes of Violence unit is investigating.  The cause of the death is unknown at this time. 2093

(CNS) - A former part-time Coronado High School basketball coach who engaged in sex acts with a 17-year-old female student was sentenced Tuesday to three years of probation, and may face sex offender registration if he violates his probationary terms.Jordan Tyler Bucklew, 34, was arrested and charged earlier this year after the Coronado Police Department received a report regarding "an inappropriate relationship" between a part-time coach and a teenage student.Bucklew was arrested three days later.According to the original criminal complaint, the incidents took place between December 2019 and January 2020.Bucklew was sentenced Tuesday afternoon following his guilty plea to a felony count of unlawful sex with a minor.RELATED STORIES:Basketball coach pleads guilty to sex charge involving studentCoach arrested for "inappropriate relationship" with student, police saySan Diego Superior Court Judge Michael Popkins declined to impose sex offender registration at the sentencing hearing, but left the option open should Bucklew violate the terms of his probation.Bucklew was also ordered to serve one year in custody, which Popkins said could be served in the County Parole and Alternative Custody electronic monitoring program, if he's eligible for the program.Another court hearing was set for early March, at which time other custody options will be explored, should he not be accepted into the program.Other probationary terms include no association or contact with minors.Deputy District Attorney Jalyn Wang read a letter from Jane Doe, who the prosecutor said did not wish to appear at Bucklew's sentencing hearing.The victim wrote that she's been in therapy on a weekly basis for the trauma she suffered, with no end in sight to the lingering feelings of guilt."Every day I find a new way to blame myself for what happened," Jane Doe wrote. "These feelings bring me to believe that I do not deserve anything, that I do not matter, that I am a constant burden to the world."Wang and the victim's parents urged the judge to impose lifetime sex offender registration due to a variety of factors, including the significant age difference and Bucklew's position of authority in the relationship as a school employee.Wang said Bucklew groomed the victim and maintained his relationship with Jane Doe in a secretive manner, indicating he was aware it was inappropriate. Wang said that upon his arrest, Bucklew directed the girl to delete messages sent between them.Wang said Jane Doe leaned on Bucklew for emotional support amid various issues going on in her life, which Bucklew took advantage of to initiate the physical component of the relationship.Bucklew addressed the court and said he was "extremely apologetic" to Jane Doe and her family.He said he's always tried to make himself available as a friend or coach for people to talk to, as happened with Jane Doe."I see now and I acknowledge my actions were unlawful and where I should have drawn the line, I didn't," Bucklew said. "I'm sincerely sorry."I never intended to put Jane Doe or anyone else in a position where their safety, security or welfare was threatened in any way whatsoever. I'm so sorry for everything that's happened."Through tears, Bucklew told the court, "I'm not a predator. I'm not a threat to the community. (KGTV) -- The city of Chula Vista is hoping "Granny Flats" will help ease the county's affordable housing crisis. Tuesday night, the city council unanimously voted to approve a series of changes designed to make it cheaper and easier to apply for a permit to build a granny flat or "accessory dwelling unit." The ordinance brings the city into state compliance. California lawmakers passed a measure last year loosening the regulation and reducing some fees associated with building. Chula Vista added a regulation aimed at preventing the units from becoming short-term vacation rentals. Under Chula Vista's ordinance, the homeowner must live on the property. Max Zaker owns a real estate company in Eastlake. He's also running for Chula Vista City Council. He said the city must find a way to keep up with its growth. "The average price for a two-bedroom condo is about ,700 to ,800 a month, so imagine a kid right out of college, they just got their first job. There's no way they're going to be able to afford it. So, if there was a granny flat they could stay at home," said Zaker. The new rules also eliminate parking requirements in some cases. If the property is located within half a mile from a public transit stop, the homeowner is no longer required to provide parking. "The whole idea is to make these affordable and less cumbersome and less excessive requirements," said Michael Walker, Chula Vista's senior planner. Walker estimates the reduction in fees could be a savings of roughly ,500. On average, the city only gets roughly 10 permit applications a month. City leaders hope that will change with the relaxed rules. "We are hoping this will encourage other types of residential development to happen in Chula  Vista so we can increase our housing stock because we have to," said Zaker. A second reading is required before the ordinance is officially passed. The new rules are expected to go into effect in May.  2109

(KGTV) - A South Bay mom says the dinner she ordered using a food delivery app never arrived, and the driver couldn't be tracked down."It was my second time using the app," said Melissa Stone.Last Sunday, when Stone's kids had a craving for burgers and fries, she signed into her Grubhub app and ordered an early dinner from Bull Chicks in Chula Vista. An hour passed, but there was no food."Went onto the app, checked the delivery status, and it said it was delivered," said Stone.Confused, she checked her front door but didn't see any deliveries. She called the restaurant. An employee told her her food had been picked up by the driver 15 minutes earlier. She asked for the driver's information and got a woman's name and number. Stone says she tried to contact the driver, but the number was disconnected."I'm upset and hangry at this point," said Stone.She says when complained to Grubhub, they didn't have any answers but gave her a refund."I think somebody was hungry, took my food and ate it," said Stone.Melissa posted the incident on Facebook and got several responses from local Grubhub customers with similar stories, including one involving a male driver who reportedly picked up the food but didn't deliver it."They never received their food," said Stone.And they may not be alone. According to a 2019 survey by US Foods, nearly 30% of drivers with food delivery apps, admit to snacking or stealing the food they're responsible for delivering. Our drivers sign a contract before partnering with us that makes it clear that misconduct is not permitted.
