Rent hikes and slow income growth are making it more difficult for new grads to afford rental homes, according to a HotPads report. A typical college graduate in the U.S. spends 45.3 percent of his or her income on the median rent of ,740, up from 40.5 percent for the Class of 2009. The rent burden has grown by 22 percent as early-career median incomes have dropped 14.5 percent, HotPads analysts say. In San Diego, the median rent is more than the entire income for new graduates with degrees including biology and business management, at ,000 per year, and nearly the entire income for those with degrees in psychology, at roughly ,000 per year, HotPads reports. The top-earning degrees nationwide were primarily in engineering fields, with mining and mineral engineers earning a median ,854 after college. “As rent prices and student debts rise, affordability concerns for recent college graduates have garnered attention on the national stage,” said Joshua Clark, economist at HotPads. “Graduating from college still typically pays off in the long run, but slower wage growth for college graduates and rising costs have dampened the immediate financial benefits associated with a four-year degree. As renters consider their career interests and their short-term costs of living, where and how they live post-graduation can have more of an impact on their finances now than ever before." SAN DIEGO (KGTV) — The deadline to register to vote in the upcoming election is this Monday, Oct. 19, but unlike most states, California offers a backup option for people who miss the deadline.It’s called conditional voter registration or same-day voter registration, a process that allows California voters to register in person through the last day to vote on Nov. 3. Voters who register conditionally must cast a provisional ballot, which takes longer to verify and appear in the final tally.In the November 2018 midterm election, 2,353 voters used the conditional registration process, according to the San Diego County Registrar of Voters Office.Starting Oct. 20, voters in San Diego County can register conditionally by visiting the Registrar’s Office in Kearny Mesa at 5600 Overland Avenue.“They would register, and then go over and receive their ballot and vote that same day,” said Registrar Michael Vu.Beginning Oct. 31, polling places will open, and voters can register conditionally and cast a ballot there. However, you will want to go to the polling place assigned to your address, which you can find at sdvote.com.Voters who go to the wrong polling place will be allowed to vote for certain offices, like president, but they could have selections for local offices like city council invalidated if the polling place is located in a different district.California started allowing conditional or same-day registration in 2017. It is one of 21 states to allow the practice.Individuals seeking to register conditionally must provide their driver’s license number or the last four digits of their Social Security number to prove they’re eligible, along with their address and other information.Voters do not need to show ID or proof of residency, except in rare circumstances.Once conditionally registered, the voter will be given a provisional ballot. A provisional ballot is just a ballot that’s placed in an extra envelope with a little more information from the voter so election workers do an added layer of verification before the ballot is counted. That takes time.“Generally they are counted last,” Vu said.There are other instances when voters might have to cast a provisional ballot: like if you’re registered but go to the wrong polling place, or if you want to vote in person and forget to bring your mail-in ballot to surrender. In some cases, poll workers can electronically view the status of your mail-in ballot without the need to surrender it, but in other cases the voter may have to vote provisionally.With conditional voters, election officials will first verify that the person is eligible to vote, then they’ll make sure that person hasn’t voted already before adding their ballot to the tally.Voters who successfully complete a conditional registration will automatically be considered registered for future elections. 2860

SAN DIEGO (KGTV) -- The man accused of killing his wife in their City Heights apartment appeared in court Tuesday. Bail was set at million at the arraignment for Abdiaziz Kerow, 45, who was arrested in Panama on March 20 and extradited to San Diego.Kerow is accused of killing his 36-year-old wife, Muna Salad Kuri. Kuri’s sister found the victim’s body in a bed in the couple’s home on the 4000 block of Van Dyke Avenue on March 4. Hundreds of Kuri's family members as well as members of the community attended the arraignment. So many people showed up, the courtroom was unable to accommodate the crowd. The victim's sister, Amiina Salad said her sister was "sweet, humble, she's funny. She's always there for you, no matter what happens, she's there."Salad also had a message for Kerow. "My sister is in heaven. You're going to rot in here and you're going to rot in hellfire.''Somali community leader says this is the first time domestic violence death that has affected a Somali woman in their San Diego community. SAN DIEGO (KGTV) - The final panel of a 14-mile stretch of the Primary Border Wall project was installed Friday, marking a turning point for U.S. Border Patrol, according to Border Patrol officials.Now there is more updated fencing in place compared to aging infrastructure. The stretch of new fencing replaced stamped steel, that's easy to climb, originally installed in the 1990's.The 18-30-foot steel bollard stretches a quarter of a mile from the ocean, to Otay Mountain. The old wall was breached more than 1,700 times, according to Border Patrol officials.RELATED: Funds earmarked for defense can be used for border wall, Supreme Court rules"Any upgrade we can get we'll take, this wall's been around for 30 years," Border Patrol Public Affairs Officer Theron Francisco said.The transparent feature of the new wall, vital for Border Patrol agents. Fiscal year to date, 149 incidents were reported, compared to 72 last year.Last April migrants hurled rocks at San Diego Border Patrol officers, shattering their Jeep's window. With that, it means less agents have to field a certain area," Francisco said. He said that means an area with seven agents could go down to two or three.As for who paid for the wall, each Border Patrol agent said the Trump administration. "So this would be Trump's wall, it was financed in fiscal year 2017, so it's starting under his administration and will wrap up under his administration," Francisco said.Border patrol is working on two other projects, one in Tecate that's a four mile primary fence and another that's stretches from the ocean to Otay Mountain as a secondary wall. SAN DIEGO (KGTV) - Students from around San Diego are using a modern medium to learn and inspire.The Cesar Chavez Service Clubs, which has chapters at 22 local schools, has launched the "Chavistas Podcast."Once a month, they interview a local leader, learning that person's story. They hope it can inspire other kids to reach for the stars."We feel that, as a community of Chavistas, that we can get a good message of community out there," say Ariana Gallegos, the club supervisor.Gallegos has a background in radio broadcasting and uses that to help the kids craft their interviews."It's a beautiful experience that I get to bring the students to a setting that sometimes is hard to be at," says Galleos. "But it allows them to see that if I can do it, you can do it."Students in the club say it's been a fun experience. They hope other kids will listen and learn."When it turnes out good, it's really nice, just feeling like you accomplished something good," says Wilson Elementary 7th Grader Mecklin Montgomery.
