SAN DIEGO (KGTV) -- San Diego traffic is costing local commuters thousands per year, according to a new report. The Urban Mobility Report compiled by the Texas A&M Transportation Institute takes a look at major cities around the U.S. and just how much time people waste every year stuck in traffic.According to the report, San Diegans spend an average of 64 hours a year stuck in traffic. All that waiting really adds up. The report says those same commuters spend ,440 in congestion cost a year. To come up with those numbers, the report looked at the value of the time wasted, estimated at .29 per hour for the average commuter and .94 per hour of truck time. The report was also compiled using average fuel cost – which is nearly a dollar more per gallon in the state of California. Los Angeles topped the list for most time wasted in traffic at 119 hours per year followed by San Francisco at 103 hours and Washington D.C. at 102 hours. 957
SAN DIEGO (KGTV) — Shanna Ben-Moshe says the Torrey Pines Glider Port is one of her favorite places in San Diego.But on a visit last month, she saw something that ruined the trip.“I didn’t really know what to do because I was so shocked to see that in a place that I go to all the time," Ben-Moshe said.She's talking about a remote control plane - with a Nazi swastika painted on the rudder.“My great-grandma is a holocaust survivor,” Ben-Moshe said. “She was in Auschwitz for a long time. She lost all her family.”Ben-Moshe took a picture of the plane just before she left. She shared it with Brian Blacher, who co-runs a nonprofit group called Shield of David, which fights anti-Semitism.Blacher went back to the gliderport to investigate. The plane wasn't there, but a different pilot explained that it's common for people to fly German replica warplanes.“It's hurtful," Blacher said. "We've got a big Jewish community, we've got holocaust survivors living here. He's like, 'it's a plane, what are you so upset about', kind of deal."It's unclear who flew the remote control plane, and there wasn't anyone flying those kinds of planes when ABC 10News went to the gliderport on Wednesday. Robin Marien, the flight director at the gliderport, declined to comment on the swastika plane. He noted, however, that radio control pilots do tend to fly planes with vintage design.Ben-Moshe, now back in college in Wisconsin, says this won't stop her from going back to the gliderport. “It's a place that I love," she said, "and I don’t want anything to take away from that." 1575

SAN DIEGO (KGTV) -- Some Point Loma Nazarene University students have been told to shelter in place after a cluster of students tested positive for coronavirus.The university says it’s seen an increase of 12 cases. According to the school, 50 students were identified as close contacts.“A cluster of cases and potential exposures have been identified in the following dorm floors:Klassen Hall - 3rd North: three positive cases in isolation Hendricks Hall - 1st South: four positive cases in isolation Young Hall - 4th Floor: three positive cases in isolation Per university protocol, these positive cases are already in isolation in specific university housing outside of the potentially impacted floors,” the school said.The university says it is also monitoring two unrelated cases in Nease Hall.Read the full letter from the school below: 849
SAN DIEGO (KGTV) — Since a movie theater was first added to Horton Plaza in 1985, San Diegans downtown have had cinema options at their fingertips.That is, until the plaza fell on tough times, as business slowed and patrons gained more options for retail and entertainment downtown.The trend has now reached the plaza's Regal movie theater, which closed its doors this year. A sign posted on the entrance of the theater says the location was to close on Jan. 27.Since then, Regal Theaters says theater-goers should visit the next closest location — Rancho Del Rey — to redeem discounted tickets or gift cards.RELATED: Plans for Horton Plaza mall reveal tech campus, retail revitalizationThe departure of the theater heralds the next phase planned for the once iconic shopping center, as only a few businesses remain.Plans revealed last year show real estate firm Stockdale Capital Partners, which has purchased the property in 2018, has other ideas. SAN DIEGO (KGTV) — Steve Askin tells the story of a tenant who rented from him for a decade.He charged rent below market - but still made out well."Over those ten years they paid me a quarter million dollars. They paid my mortgage, and then some," Askin said.Askin said he realizes he's way better off today because of his tenants.That's one reason he joined a group called The Property Owners for Fair and Affordable Housing. On Thursday, he and 15 other member landlords announced support of a bill that protects financially struggling tenants from eviction during the Coronavirus era."We as landlords aren't happy if someone can't pay the rent, but we have many more resources than our tenants," said Askin.Assembly Bill 1463, carried by Democrat David Chiu, would ban evictions of tenants who cannot pay rent through April 1, unless the Coronavirus state of emergency ends earlier. Tenants would then have a year to pay back the missed rent. Only then could a landlord take a tenant to court - and eviction would not be one of their legal remedies."It's trying to mandate something that we're already doing," said Kendra Bork, who heads the San Diego Rental Housing Association, which opposes the bill.Bork, CFO of Cambridge Management Group, said 90 percent of her tenants are paying rent on time - and the others are doing payment plans."We're trying to keep people in their apartments. We don't want a bunch of vacancies," Bork said.She said a better option would be rental assistance - which can also help keep the economy going. Bork also raised concerns about mortgage forbearance being deducted from a landlord's owed rent should it go to court.A spokeswoman for Assemblyman Chiu says the bill is being amended to make sure that won't happen. 1761
