SAN DIEGO (KGTV) -- A San Diego group is calling for the city to take emergency action to help control the ever-rising cost to rent.San Diego Tenants United plans to speak to the Smart Growth and Land Use Committee during public comment Tuesday.The tenant group will ask the committee to invoke a government code that would slow the rate of rent increase.RELATED: San Diego rentals in 2017: A year of grief for rentersThe group says San Diego policymakers have made it easier to build housing over the last year and now it’s time to start protecting renters.A similar ordinance was passed in Beverly Hills in 2017. SAN DIEGO (KGTV) - A Mission Hills business complex plagued by homeless loiterers for weeks posted videos on Ring Neighbors Sunday, receiving sympathy and frustration from the community.The latest video, taken Saturday night at 10:20 p.m. shows a man walking away from a business's door. The caption said the man was trying the door handle.The first of six videos is dated June 26th. Just before 1 a.m. it shows what looks like a man walking a bike into an alcove where the mailboxes hang on the wall, and setting up a walker.Then, July first just before 2 a.m. a different man walks a bicycle in, surveys the mailboxes with a flashlight, talking with a friend who walks in behind him carrying two bags. The second man said he stays there a lot.July 16th, around 3 a.m. a man looks like he's arranging an area to sleep. July 24th, at 11:44 p.m. a woman comes in sits down and charges her phone. The caption on the video says the landlord removed the electrical outlet after the video was recorded.July 31st around 10:15 p.m. the owner spoke through the Ring doorbell, asking if she could help the homeless man who was sleeping in front of her business. He replied, "No you can't help me with anything, thank you though, I'm just sitting here for a minute, thank you for interrupting my peace and quiet, thank you. I hate humanity, I hate people." She responded, "Well you're actually on private property right now," he fired back, "I'm on private property everywhere I go, I don't care." He then told her to burn in hell, packed up and left."It's infectious for every neighborhood," neighbor Jeff Olson said. He moved into the neighborhood in April and says he doesn't see as many homeless people in Mission Hills compared to El Cajon."It's a shame. What do you do? They have nowhere to go, you can't arrest them, that would tax another system, you know?" Olson wishes there was a solution for them. 1907

SAN DIEGO (KGTV) -- A man found with gunshot injuries inside a car on a Mountain View street died after being taken to the hospital, San Diego police said.At around 11:50 p.m. Monday, officers were called to the 1100 block of S. 45th Street in response to a report of shots fired.When officer arrived at the scene, they found a man unresponsive inside a vehicle. The man had “apparent trauma to his upper body,” according to police.The victim was taken to the hospital, where he died from his injuries. His name was not immediately released, but police described him as a 62-year-old Black male.The SDPD Homicide Unit is investigating the circumstances that led to the man’s death.Anyone with information on this incident is urged to call SDPD Homicide detectives at 619-531-2293 or Crime Stoppers at 888-580-8477. 822

SAN DIEGO (KGTV) -- A new apartment complex in Pacific Beach is gearing up for its opening, but residents can expect to pay top dollar for all the bells and whistles offered by the complex. The Jefferson, a 3 million complex, is located just off I-5. According to its website, studio apartments range from ,478 to ,617. The largest apartments in the complex with three bedrooms and 2.5 bathrooms range from ,987 to ,103. Those prices are much higher than the typical apartment in Pacific Beach, according to Zillow. Zillow’s rental map shows prices in Pacific Beach ranging from ,425 for a studio to more than ,850 for a three bedroom. Between those two price points, Zillow shows 152 apartments available for rent. One rental manager who spoke with 10News says The Jefferson may have a difficult time finding tenants at those prices. “Tenants, prospective tenants, they're educated. They educate themselves and they do comparative shopping. So if it's too high, you're going to sit empty,” said Jim Vosacek, who runs Western Hills Real Estate Management. JPI released a statement to 10News:“Jefferson Pacific Beach is the first multifamily development of its kind in Pacific Beach. While there are currently no other new, luxury developments like this in the area, this development will offer residents a quality, high-end lifestyle that has not previously been available. Before development, the team took a detailed, analytic dive into the surrounding area to ensure accurate determinations regarding cost of living. Although state development restrictions have impacted the cost at Jefferson Pacific Beach, a portion of total units will be reserved for affordable housing.” 1700
