SAN DIEGO (KGTV) -- Opponents of  San Diego's new short-term rental regulations are accusing the city council of violating the Brown Act when it passed the new rules earlier this month. A letter drafted by an attorney on behalf of Air B and B, Home Away and Share San Diego was sent to the council Monday. It alleges the council violated the law when it made significant changes to the original proposal up for approval and then voted without allowing for more public comment. What they passed would essentially ban people from renting out anything other than their primary residence or a guesthouse on their property. The opponents are asking the council to hold another hearing. The city council is scheduled to hear a second reading of the short-term rental regulations Wednesday, August 1.  852

SAN DIEGO (KGTV) - People looking for some extra cash on hand during the coronavirus pandemic are turning to pawn shops as one way to make ends meet.Moris Adato, the owner of CashCo Pawn, says business for pawn loans started to pick up near the end of April when people needed extra money for mortgage and rent payments."It's getting crazy right now," Adato says.Pawn shop owners say their loans can help people make ends meet as they wait for things like EDD payments or stimulus checks or search for a new job.When someone pawns an item, the shop owner gives them a loan against the item's cash value. People typically have 4-6 months to pay it back, with interest. Once the loan is repaid, the item is returned to the owner.If someone can't, or chooses not to repay the loan, the item then belongs to the store and can be sold. There's no penalty for forfeiting the item, and it will not affect your credit score.Many stores, like Adato's, will allow people to extend their loans if they ask.Adato says his most common item is jewelry."Jewelry in itself is something to wear and to look good, but it's a commodity," he says. "It's gold, silver, or diamonds. If things go wrong, this is how you get out of trouble."Experts say there are a few things people need to know before deciding to pawn a possession.First, make sure the store you go to is accredited with a state or national pawnbrokers association. That will ensure they follow all the laws and regulations of the business.Second, ask about the terms of the loan, especially the interest. California law caps the interest on a pawn loan at 3% per month.Third, make sure you understand all of the extra costs, including storage and set up fees.Despite the spike in demand, Adato says about 90% of the people who come in for loans pay them back and reclaim their items. His store is offering zero-interest on any loan paid in full within 30 days. He's also promoting safety by doing as much business as possible through his website and app.Adato says it's a small way he can help people get by during the pandemic. "There are still people out there that need money, unfortunately," says Adato. "These are blue-collar, working, hard class citizens that just need groceries to get through this hard time." 2270

SAN DIEGO (KGTV) — On Monday, a planetary sight unseen for nearly 800 years will captivate stargazers as Jupiter and Saturn create a celestial event known as the "Christmas Star."The two bright planets will align to create an even brighter display, culminating on the night of Monday, Dec. 21, according to NASA. While the two planets pass each other regularly, this year's event is so rare because not only is the distance between the planets so close but it's also occurring at night."You can imagine the solar system to be a racetrack, with each of the planets as a runner in their own lane and the Earth toward the center of the stadium," said Henry Throop, astronomer in the Planetary Science Division at NASA Headquarters in Washington. "From our vantage point, we’ll be able to be to see Jupiter on the inside lane, approaching Saturn all month and finally overtaking it on December 21."The closest alignment will last for a few days and appear just a tenth of a degree apart. On Monday, Jupiter and Saturn will appear so close that a pinkie finger at arm’s length will easily cover both planets.The planets haven't passed this closely in 400 years, and it's been nearly 800 years since this "Great Conjunction" has occurred at night, NASA says."Conjunctions like this could happen on any day of the year, depending on where the planets are in their orbits," said Throop. "The date of the conjunction is determined by the positions of Jupiter, Saturn, and the Earth in their paths around the Sun, while the date of the solstice is determined by the tilt of Earth’s axis. The solstice is the longest night of the year, so this rare coincidence will give people a great chance to go outside and see the solar system."HOW TO SEE ITIn San Diego County, viewers can see the planets without needing a telescope by looking toward the southwest horizon just after sunset, NASA says, but a pair of binoculars or a small telescope will only enhance the view. The best way to see the phenomenon is by finding an unobstructed view of the sky from say a park or field. The sight should even be viewable from most cities, but the site will only be visible after sunset for about one to two hours.To tell the two planets apart prior to Monday when they switch positions in the sky, Jupiter will look like a bright star and be easily seen, while Saturn will look slightly fainter and slightly above and to the left of Jupiter.For photographers, NASA recommends using a long exposure time to take in enough light as it gets dark. Both cell phone camera and DSLR camera users are encouraged to use a tripod to reduce any shaking during a long exposure.Cell phone users may even want to use "night mode" or a wide-angle lens if available. DSLR users may consider setting their focus to manual and leaving their aperture wide open to let in as much light as possible.Jupiter and Saturn should be bright enough to allow photographers to capture the planets without needing to zoom, NASA says. SAN DIEGO (KGTV) -- People around the world are rallying for Navy EOD Tech Chief Petty Officer Kenton Stacy, critically injured in Syria.Five months and nearly 20 surgeries later, he still has a long recovery ahead.Stacy was in Syria clearing a hospital of IEDs when the explosion happened. At the time doctors gave him a two percent chance of survival.Stacy's brave comrades helped pull him from the rubble and to safety. One of them, Staff Sergeant Justin Peck, was honored by President Trump during his State of the Union address.Stacy is paralyzed from the neck down and blind in his left eye. He suffered extensive damage to his lungs, vocal chords trachea. SAN DIEGO (KGTV) -- Police made a shocking discovery during a traffic stop in Del Cerro.The San Diego Police Department tweeted Wednesday: “You don't see this everyday. We made a traffic stop on a vehicle for expired registration in the Del Cerro area. During the traffic stop, officers located a cellphone shaped stun gun, a handgun and a real M203 grenade launcher in the vehicle.”Police did not say when the traffic stop occurred.
