SAN ONOFRE (CNS) - Two separate vehicle collisions along the southbound San Diego (5) Freeway today near the San Onofre Nuclear Plant, with possible injuries, were under investigation, authorities said. The California Highway Patrol was first alerted of a non-injury crash at 1:10 a.m., a dispatcher at the CHP's Border Communications Center confirmed.Later, officers learned that a more serious collision occurred, the dispatcher confirmed. The Camp Pendleton Fire Department was called to respond, but the extent of any injuries was unclear. 549
SANTA ANA, Calif. (CNS) - The Orange County Board of Education announced Wednesday that it has decided -- by a 4-0 vote -- to file a lawsuit against Gov. Gavin Newsom and the California Public Health Officer to seek a court order that sets aside the state orders preventing public schools from holding in-person classes and resuming services on campus. The vote came during a closed session Tuesday night, according to a statement. The California Supreme Court has interpreted the California Constitution to require that California school children have a constitutional right to substantially equal opportunities for learning, and the governor's order will unequally burden the most underprivileged families of California, the bard's lawyers said in a statement. The attorneys, Tyler & Bursch, LLP, of Murrieta in Riverside County, said they agreed to represent the board pro bono "to protect the vulnerable children in California."The lawsuit will also be supported by the nonprofit legal organization, Advocates for Faith & Freedom."California children have a constitutional right to both an education and equal protection under the law. The governor denied them these rights and did so without adequately considering the disparate impact these restrictions would have on the disadvantaged," said attorney Jennifer Bursch of Tyler & Bursch, LLP. "We brought this lawsuit to protect the single mom and her children, children whose parents do not read or write English, and children with special needs."The governor's ban on in-person learning will cause tens of thousands of kids to fall through the cracks and, in many cases, will be harmed for life."The Orange County Board of Education earlier this month approved a non-binding recommendation for reopening schools that would not require physical distancing or wearing masks. One of the county's largest districts, Santa Ana Unified, almost immediately rejected that advice, as did other school officials."The board majority's recommendations are not binding and La Habra City School District will not open our schools under these conditions," said that district's superintendent, Joanne Culverhouse. "The health and safety of our staff and students will guide the decisions we make for reopening our schools." 2281

SAN FRANCISCO (AP) -- San Francisco police will stop responding to neighbor disputes, reports on homeless people, school discipline interventions and other non-criminal activities as part of a police reform plan announced Thursday.Mayor London Breed said officers would be replaced on non-violent calls by trained and unarmed professionals to limit unnecessary confrontation between the police department and the community.Breed said the city will develop the plan over the next year and follow models like the Cahoots program in the western Oregon city of Eugene. That community-based crisis program employs social workers and mental health workers to respond to disturbances where crimes are not being committed. 721
SANTA ANA (CNS) - A child who tested positive for West Nile Virus is the first person to be infected this year in Orange County, officials reported today. The child, whose age and identity are protected, was diagnosed sometime last week and was hospitalized but is expected to recover, according to the Orange County Health Care Agency. This was the first time this year a person in the county has been infected. The state has reported 10 people infected statewide so far in 2020. County officials said a total of seven people contracted West Nile in the area last year. One in five individuals infected with West Nile, for which there is no cure, will exhibit symptoms that include fever, headache, body aches, nausea or skin rash. The symptoms can last for several days to months. One in 150 people infected with the virus will require hospitalization. Severe symptoms include high fever, muscle weakness, neck stiffness, coma, paralysis and possibly death. Those at greatest risk include seniors and individuals with compromised immune systems.People older than 50 and who have underlying medical conditions are at a heightened risk.``The best way to avoid West Nile Virus infection is to take precautionary measures to avoid mosquito bites,'' said Dr. Clayton Chau, the director of the Orange County Health Care Agency and interim chief health officer for the county. To curb the spread of West Nile Virus, experts say it's critical to remove typical breeding grounds for mosquitoes that carry the disease. People should clean out standing water sources around the house, including pet bowls and flower pots. Stagnant swimming pools should be reported to authorities.People also can protect against bites by making sure window screens can keep bugs out and by insect repellant containing CDC-recommended Picaridin, DEET, oil of lemon eucalyptus, or IR3535. Mosquito season in Southern California generally spans May to October. 1934
