It indicated the expanding and deepening exchanges across the Taiwan Strait, said KMT Deputy Secretary-General Chang Jung-Kong.     Taiwan had received and would witness a series of mainland delegations headed by senior officials at the provincial-level.     A delegation headed by Li Chongxi, deputy chief of the CPC's Sichuan provincial committee arrived in Taipei on Nov. 1 to discuss cooperation in trade and tourism.     Beijing Vice Mayor Ji Lin, who led a group of more than 250 members, arrived the island the next day and took part in a symposium on science and technology.     Xu Bodong, an expert on Taiwan affairs and also professor of the Beijing Union University, said the visit by the Jiangsu delegation was a continuity of trips made by Sichuan and Beijing.     "The trips reflect higher level development of cross-Strait ties as the exchanges at the local level involved more specific issues," he said. GENEVA, Nov. 30 (Xinhua) -- Chinese Commerce Minister Chen Deming on Monday called on the Seventh WTO Ministerial Conference to send a positive signal to the world to help stabilize and improve the crisis-hit global economy.     "Today at this gathering we should send a positive signal to the rest of the world, a signal to 'open up, advance and reform,'" Chen said at the opening plenary of the three-day conference, which was participated by trade and agriculture ministers from most of the 153 WTO members.     "Now the global economy has shown signs of stabilizing and improving, but the foundation for the turnaround is not solid. The road to complete recovery remains long and winding," Chen said.     He stressed the importance of trade opening and resisting protectionist pressures for world recovery. "We should not close our doors for fear of risks or challenges."     "As long as WTO members can form consensus to stand by their WTO commitments, not adopt protectionist measures and remain open, we will be able to gather enormous strength to tide over the crisis," he said.     The minister also stressed the need to advance the long-running Doha Round global trade negotiations as a way to reform and enhance the multilateral trade system.     Eight years after its launch with a primary goal to help poor countries prosper through trade opening, the complex Doha Round is still not in its endgame because WTO members cannot narrow gaps on such key issues as agricultural tariffs, subsidies and industrial market access.     After several missed deadlines, WTO members have set a latest deadline for concluding the Round in 2010.     Chen stressed that progress made in the past eight years, as reflected in the agriculture and NAMA (non-agricultural market access) texts as of December 2008, "is hard won, and cannot be overturned for any excuse."     He also called for respecting the Doha Round's development mandate and keeping multilateral negotiations as the major channel." Then it is hopeful that the talks can be successfully concluded in 2010."     According to the Chinese minister, the WTO, as the only institutional arrangement governing global trade, needs necessary reform to improve its rules and functions, broaden its influence over other important international coordinating mechanisms, and assume a greater responsibility and role in governing global economy.     The organization should reform toward the direction of promoting sustainable development, Chen said.     It also needs to step up efforts in Aid for Trade and trade finance, while advancing trade liberalization. As a result, developing countries, especially LDCs (Least Developed Countries),can gain real benefits from globalization, he added.

SHANGHAI, Nov. 23 (Xinhua) -- Baosteel Group, China's leading steelmaker, announced on Monday its acquisition of 15 percent stake in Aquila Resources, an Australian iron ore and coal company.     The 286 million Australian dollar purchase (265 million U.S. dollars) has made Baosteel the second largest shareholder of Aquila, said the Chinese company based in Shanghai.     The transaction is an important strategy for Baosteel's overseas expansion by securing long-term supply of critical raw materials for its steel making business, said the company.     The deal will help the Australian company source low-cost financing from Chinese institutions to support its projects.     Tony Poli, executive chairman of Aquila said on the company website, "The company now looks forward to developing its relations with Baosteel to the mutual benefit of both companies."     The deal was approved on November 13 by China's top economic regulator, the National Development and Reform Commission (NDRC), and it was Baosteel's first large strategic investment in a foreign public company.     The two companies signed an agreement on the acquisition in August this year and got nod in October by Australia's Foreign Investment Review Board (FIRB), which limited Baosteel's stake in the Australian company to the utmost 19.9 percent.     Under the terms of the deal, Dai Zhihao, a vice president of Baosteel, will step in as a board member of the Australian coalminer.

COPENHAGEN, Dec. 7 (Xinhua) -- China has all along actively pushed forward international negotiations on climate change, and made its own contribution in energy saving and emissions cut, said a senior Chinese official on Sunday.     China, with its continuous development and increasing influence, is playing an ever bigger role in climate change negotiations, Xie Zhenhua, vice minister in charge of China's National Development and Reform Commission, told Xinhua.     Xie is in Copenhagen to attend the UN Climate Change Conference, which is slated for Dec. 7 to 18.     "As a responsible country, China takes a serious attitude toward combating climate change. It has always wielded positive and constructive influence on climate change negotiations, and wishes this latest conference a success," said Xie.     He said China's most important measure to boost this conference was its recent announcement of the target to reduce its carbon intensity for per unit of GDP by 40 percent to 45 percent by 2020 against the 2005 level.     He said China has set up a series of energy conservation and emissions reduction targets, and has taken many measures to ensure their implementation.     China would continue to raise energy efficiency, develop nuclear power and renewable energy, plant trees, adopt energy-saving measures in construction and transportation, and develop low-carbon economy, he said.     Developed countries, which shoulder historical responsibilities for climate change due to their emissions, have accomplished their industrialization, while China is still in the process of industrialization, noted Xie.     China, as a developing country, voluntarily put on table its emissions cut target by 2020, although the UN Framework Convention on Climate Change does not demand any numerical limitations from developing countries.     China, on its road to industrialization, will not send off greenhouse gases without restriction, Xie said, adding that China will never repeat developed countries' old paths of high energy consumption and unlimited emissions.     He said China holds the view that its efforts in saving energy, cutting emissions and boosting international climate change negotiations represent a responsible attitude to mankind and the country itself.
