SAN DIEGO (KGTV) - One CHP officer is dead, two were injured in a shootout in Riverside Monday and one CHP officer was injured in El Cajon by a hit-and-run drunk driver Tuesday night. CHP is now examining their protocols, seeing if there are lessons to be learned from Riverside.10News spoke with a veteran CHP officer to find out what protocol is in place to protect officers.Veteran CHP officer Phil Konstantin dedicated a decade to the force and has many stories to tell. "Crashed into by vehicles, I've had to jump out of the way of vehicles, and I've been shot at," he said.Around 10:30 p.m. Tuesday night a CHP officer was trying to remove debris from the 94 freeway when officers say a man drove into the center divide multiple times. The officer tried to wave the man down and was hit. The man drove away and was stopped a short time later.He was driving 13 mph in the shoulder with his hood obscuring the windshield. Our 10News Breaking News Tracker recorded the driver stumbling during his field sobriety test. The man was arrested for DUI.His girlfriend drove to the scene and was also arrested for DUI.Konstantin says a traffic stop is one of the most dangerous parts of their job.He said when they pull a car over, officers turn their wheels away from the shoulder so if their car is hit, it rolls into traffic instead of into the car the officer pulled over or the officer. He also said he kept a vigilant eye on the people in the car and on traffic."All of the sudden if I lose sight of you and you're jumping into the car very quickly, are you going for a gun like with what happened in Riverside?" He said being vigilant will save your life.In 1987 Konstantin's training was put to the test. "As soon as the car stopped moving someone got out of the passenger side and shot at us.'' He and his partner were working the graveyard shift and pulled over what they thought was a drunk driver. It turned out being a pair who had kidnapped a restaurant owner they robbed and they were trying to go to the man's home to ransack it."The guy aims at the car in general and then at someone who would've been standing by the driver's side door. Has I been standing at the driver's side door, I would've been hit by buckshot," he said staying in the car and ducking saved his life.He said any driver can help an officer by keeping their hands on the wheel, listening to an officer's directions, and telling an officer if they need to reach somewhere to get their license, so they don't think you will harm them. 2524

SAN DIEGO (KGTV) – Officers responding to a reported car crash in Sherman Heights early Thursday morning found a man in one of the vehicles suffering from gunshot wounds.At around 12 a.m., San Diego police officers were dispatched to 27th and K streets after a vehicle crash.When officers arrived, they found a car had slammed into at least one parked car.Inside one of the cars was a man with gunshot wounds. He was taken to the hospital, but he later died from his injuries, according to SDPD officials.Police learned the driver was heading south in the 300 block of 27th Street when some area residents reported hearing gunfire. The driver eventually collided with the parked vehicle in the 200 block of 27th Street.The victim was identified as a 25-year-old Hispanic male.SDPD’s Homicide Unit is investigating the incident. 835

  

SAN DIEGO (KGTV) — One San Diego restaurant has been awarded one of the most prestigious accolades given to eateries.Chef William Bradley's restaurant Addison at the Fairmont Grand Del Mar was given one Michelin star in the guide's first California edition. The guide awards between one and three stars to restaurants, meaning either "a very good restaurant in its category" (one star), "excellent cooking, worth a detour" (two stars), or "exceptional cuisine, worth a special journey" (three stars).Addison, a contemporary French restaurant, was San Diego's only restaurant to receive a star and one of 90 to receive at least one star in the California guide.RELATED: Michelin names several San Diego restaurants as 'hidden gems'In a statement to 10News, Bradley said the award is "humbling." "We are honored to be recognized by Michelin during this seminal year in California. Since opening Addison in 2006, we have devoted ourselves to the pursuit of excellence and will continue to find inspiration from that relentless commitment, offering each guest a superlative, personalized dining experience," Bradely, the restaurant's director and executive chef, said. "Michelin’s acknowledgment of our team’s dedication to service and our craft is humbling, and we look forward to championing and aspiring toward the high standards the Guide represents in the year ahead.”Addison isn't the only local restaurant to receive recognition from the Michelin guide. Several restaurants were honored as "Bib Gourmand" establishments — "hidden gems" of San Diego.San Diego's Campfire, Cucina Sorella, Cucina Urbana, El Jardin, Juniper & Ivy, Kettner Exchange, Lola 55, and Solare were hailed for their "high-quality" menus for or less. The eight local restaurants will join 151 other Bib Gourmand picks in California's 2019 edition.The Michelin guide has been published since the early 20th century and is regarded as the oldest restaurant guide. Originally, publishers distributed the guide to provide travelers information on local hotels, restaurants, gas stations, mechanics, and maps.In 2005, Michelin published its first U.S. guide for New York City, covering hundreds of restaurants and hotels throughout the city's boroughs. San Diego (KGTV) -- North County parents and students are voicing safety concerns after the Vista school board voted 3-2 not to restore law enforcement at school sites next year. The Vista Unified School District made its decision early Friday morning despite backlash from some parents."We seem to need constant reminders so we've had Columbine, Parkland, Sandy Hook, and on a day we're pleading for safety another tragedy hits," one parent told 10News.The parent was referring to Thursday's shooting at Saugus High School just north of Los Angeles. A student gunned down a group of teens on campus killing a 16-year-old girl and a 14-year-old boy. Three other teens were injured in the rampage.RELATED NEWS: Police officials continue investigation into shooting at California high school that killed 2The Vista school board is citing budget challenges for their decision but said will look for alternative funding and continue discussions. School resource officers and mental health officers were among the budget cuts made to trim million dollars in a meeting earlier this month.The board said they may restore in coming weeks but not at this time. 1165
