OJAI, Calif. (KGTV) - As many as 700 wild rats, along with dogs, rabbits, a parrot and a cat were found living in an Ojai home at the center of an elder abuse investigation, Ventura County Sheriff’s deputies said Wednesday. Deputies were first alerted to the situation on Mar. 13, when they responded to a “check-the-wellbeing” call initiated by Ventura County Adult Protective Services. APS officials suspected Catherine Vandermaesen of not properly caring for her 96-year-old father, who lived at the home with Vandermaesen and her 74-year-old sister. Deputies who went to the family’s home said the smell of ammonia and urine was detectable 20 feet away from the house. Vandermaesen, they said, refused to let them into the home. A task force of Ojai deputies and detectives said Vandermaesen allowed her father and the animals to remain in conditions not fit for living. Vandermaesen’s father was taken to the hospital and is now under the care of Ventura County Adult Protection Services. Vandermaesen’s sister was also treated at the hospital for unknown reasons and gained temporary housing. Animal Control officials impounded the animals, including 55 rats, but estimated as many as 700 more rats were still loose in the two-bedroom home. Ojai Code Enforcement officials yellow-tagged the residence as a danger to occupants. Vandermaesen was arrested on suspicion of felony elder abuse and misdemeanor failure to care for animals. 1446

OCEANSIDE, Calif. (KGTV) - A sales tax increase approved by voters in November took effect Monday in the City of Oceanside. The city put Measure X on the ballot last fall to raise the tax rate from 7.75 to 8.25 percent. Voters passed the measure, 55 percent to 44 percent. The estimated revenues are expected to bring in million annually, according to city officials.New tax revenues, minus a state administrative fee, will go to the city. The half-cent sales tax was designed to provide money for first responders, pothole maintenance, graffiti clean-up, and public infrastructure projects. The tentative spending plan for the revenues includes an additional Homeless Outreach team, Crime Suppression team, road repairs, and a new police station at the beach."We are grateful to the Citizens of Oceanside for approving Measure X and are working to ensure that they receive tangible enhanced public safety services and infrastructure improvements," said Assistant City Manager Deanna Lorson in a statement to 10News.Measure X is set to expire in seven years. Oceanside may convert two of its elected city positions into City Council appointed ones, leading to concerns that the city is taking key decisions away from voters. The Oceanside City Council will decide Wednesday whether it should have the authority to appoint the City Clerk and City Treasurer. The city says the positions have become “significantly more complex” due to state laws and regulations. “Both positions perform critical City functions, and they require specialized education and experience to property discharge their many duties that likely cannot be properly achieved (or guaranteed) via an elected position.” The City Treasurer position has been a controversial one in Oceanside. In 2016, incumbent Gary Ernst died just weeks before the election, leaving Oceanside resident Nadine Scott as the lone living person on the ballot. However, multiple City Council members campaigned on Ernst’s behalf because they said Scott wasn’t qualified. Ernst won, clearing the way for the council to appoint Rafe Edward Trickey Jr. Scott said Monday she was troubled by the decision before the council. Current treasurer Victor Roy defeated Tricket Jr. in the 2018 election, and currently holds the office.
