WASHINGTON, July 29 (Xinhua) -- The cooperation between the United States and China has never been so important as it is now, and the just-concluded U.S.-China Strategic and Economic Dialogue (S&ED) has provided a platform to reinforce common interests, a senior U.S. official has said in an exclusive interview with Xinhua. "We have broadened the dialogue ... and the S&ED is a new approach towards the U.S.-and-China relations," David Loevinger, Treasury executive secretary and senior coordinator for China Affairs and the U.S.-China Strategic and Economic Dialogue, told Xinhua on Tuesday night. "There was a common understanding that U.S.-China cooperation and engagement on economic issues have never been so important because of the challenges that we face in the global economy and global financial market right now," said Loevinger. He said he was struck by the fact that both sides have so much in common in the discussion. "The U.S. and China have a very similar outlook on the global economy and adopted very similar policy response," said Loevinger, once a Treasury Department's Financial Attache in China. "Both U.S. and China act very quickly and aggressively on global economic crisis." "The monetary and fiscal stimulus in both countries was among the most aggressive and most far-reaching of any major economy," he also noted. However, during the dialogue, China also expressed its concern over the security of its heavy investment. So far, China has invested more than 1.5 trillion dollars in the United States government-issued securities. "We are deeply concerned about the security of our financial assets in the United States," Zhu Guangyao, China's assistant finance minister, told Xinhua. Wang Qishan, Chinese vice premier and co-chair of the S&ED, also urged the United States to protect China's assets during the dialogue. Loevinger indicated that the United States understands China's concern and explained to the Chinese side the U.S. monetary and fiscal policies during the two-day dialogue, which ended on Tuesday. "(Federal Reserve) Chairman Bernanke talked about the Federal Reserve's approach to U.S. monetary policy," Loevinger said, referring to an op-ed Bernanke published last week in the Wall Street Journal, in which he talked about tightening monetary policy to prevent the emergence of an inflation once economic recovery is assured. "Bernanke discussed many of these issues with China," he added.
BEIJING, Aug. 29 (Xinhua) -- Drink or drive? This is a dilemma for many Chinese in a society soaked in a centuries-old drinking culture which is now travelling in private motor cars. For Liu Kun, a 25-year-old media worker in Beijing, the choice is simple and there is only one answer - she won't even have a sip of beer before she drives. "I didn't treat it (drink driving) seriously before," said Liu, who has been driving for three years. "But now I obey the rules strictly." Liu is one of many Chinese motorists sobering up and thinking twice about their onetime drinking and driving. This situation has been brought about by a spate of serious drink driving accidents in China, including fatalities. The situation has sparked a public outcry. Chinese police launched a two-month nationwide crackdown against driving under the influence (DUI) two weeks ago, following a series of shocking cases in which drunk drivers killed pedestrians. By Friday, 28,880 drivers had been caught and punished for DUI, the Ministry of Public Security said. Kong Linnan, a 25-year-old Beijing resident, said: "Drink drivers should be severely penalized. They are irresponsible about their own lives, let alone others." Besides changing attitudes, the crackdown has brought about an unexpected boom to once sluggish businesses, such as drive-home services that help carry home drinkers by contracting relief drivers. He Jin, chief executive of the Beijing Benaoanda Drive-back Company, said his company had carried home more than 110 customers every day in the past week, 20 times more than five years ago when his service was established. The company charges 80 yuan (12 U.S. dollars) for each journey. Now about seven or eight companies in Beijing are providing similar services, He said. "Taking a cab is a cheaper way to carry a drinker back home. But many taxi drivers are rather reluctant to do it," said He. Zhang Changyun, a Beijing taxi driver, said, "They always throw up in my cab. It's nasty. I can't use my cab for the whole day." Zhang always refuses to carry those who have been drinking heavily. He often did not handle drinking well, but often had his arm twisted to drink alcohol at business banquets. Yi Rong, Gao's wife, said that tighter DUI law enforcement helped lessen the worries of drivers' families. "I'm so happy that China's alcohol culture is starting to change," said Yi. BOOMS AND WORRIES Alcohol-free beer is also doing well because of the crackdown. Many restaurants now sell this beer which contains less ethyl alcohol. Yu Li, manager of Veganhut, a health restaurant in Beijing's Central Business District, said, "We sell only alcohol-free beer and it's selling well. It's a new trend in dining." Ding Guangxue, deputy chief executive of the Yanjing Beer Group, said the brewerery's output of alcohol-free beer was more than 4 million bottles this month, registering a 10 percent year-on-year increase. But alcohol-free beer is not totally free from ethanol. "Two bottles may raise your blood alcohol to the limit," said Ding. The crackdown is also worrying China's catering industry which makes large profits out of liquor, since beer sold at a restaurant can be priced four times higher than in a supermarket. Zhang Zhenjiang, general secretary of Beijing Association for Liquor and Spirits Circulation, said, "We're worried that tighter control could dent profits and raise costs." "Alcohol-free has only a small share of sales. It cannot replace ordinary liquor," said Zhang. On the Internet, some netizens are suggesting restaurants be obliged to dissuade their driving customers from drinking. But Fu Guiping, a corporate lawyer with Beijing Huatian Catering Group, said liquor outlets had no power or obligation to manage affairs that should be carried by the law enforcement sector. "It's unfair to put responsibility on the shoulders of businesses," said Fu. "It calls for efforts from all walks of life."

BEIJING, Aug. 6 (Xinhua) -- China still has a long way to go in upgrading industrial processes, although it had managed to secure economic stabilization and was moving upwards, Zhuang Jian, a senior economist with the Asian Development Bank, said Thursday. "China has achieved great success in bolstering the economy's growth through a series of plans to stimulate it, but it should also continue making efforts to upgrade its industries, as well as its energy-saving and pollution reduction measures, to sustain development," Zhuang said. China's economic growth had slowed during the global downturn, but expanded 7.9 percent in the second quarter of 2009 year on year after sinking to 6.1 percent in the first quarter. Zhuang said the improvement of China's industrial structure and increasing energy conservation were of critical importance to the world. Government figures show the amount of energy consumed in China to produce a unit of gross domestic product (GDP) dropped 3.35 percent year on year in the first half. The decrease compares with 2.88 percent for the first half of last year. China should also promote domestic consumption to boost economic growth, he said.

URUMQI, July 22 (Xinhua) -- A key expressway in northwest China's Xinjiang Uygur Autonomous Region began construction on Wednesday in a move to improve the region's road network and serve its economic development. The 135-km expressway will link Kuytun City to Karamay City. The project, funded by the central government and Xinjiang regional government, will cost 3.87 billion yuan (about 567 million U.S. dollars). The road is bidirectional with four lanes. It will be completed and put into use in November 2011. Dai Gongxing, vice chairman of the Xinjiang regional government, said at the groundbreaking ceremony in Kuytun that the expressway, also part of the national expressway network, would improve the regional transport and promote local economic development.
