BEIJING, Oct. 25 (Xinhua) -- China and Africa celebrated the tenth anniversary of the Forum on China-Africa Cooperation (FOCAC) in Beijing Monday, outlining future efforts for greater development of the new type of strategic partnership.Addressing a reception marking the anniversary, Jia Qinglin, top Chinese political advisor, thanked all those who have contributed to the development of FOCAC, a platform for dialogue and pragmatic cooperation between China and Africa launched in October 2000.Hailing the establishment of the forum as a strategic decision by Chinese and African leaders, Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference, said the mechanism of the forum has gradually improved and borne growing significance over the last decade.China and Africa have enjoyed increasingly frequent high-level exchanges, mutual political trust and trade relations. BEIJING, Sept. 19 (Xinhua) -- China's meteorological authority raised the level of alert for Typhoon Fanapi to the second highest on Sunday as it nears the country's south coast.Fanapi, the 11th typhoon to hit China this year, will move westward at a speed of 20 kilometers per hour, and make landfall between Monday morning and noon at the coast between Guangdong and Fujian provinces, the China Meteorological Administration (CMA) said.The shipping route linking Xiamen in Fujian Province, and Jinmen, in Taiwan, was closed Sunday with Fanapi approaching, said local authorities.CMA urged local authorities to make full preparations to guard against the strongest typhoon this year.Zhu Xiaoxiang, an expert with CMA, expected Fanapi to subside somewhat shortly after making landfall, and heavy rains were unlikely during the upcoming Chinese traditional mid-autumn festival, which will fall on September 22 this year.

SHANGHAI, Oct. 16 (Xinhua) -- A total of 1.03 million people visited the Shanghai World Exposition on Saturday, a record number since the Expo opened. The total number also exceeded an earlier record.The Expo had received some 64.62 million visitors by the end of Saturday, the 169th day since the event began on May 1. The previous record was set during the 1970 Osaka World Expo in Japan, which about 64 million people attended over a six month period.Attendance may be increasing since this is the first weekend after the week-long National Day holiday and the second to last weekend before the final seven designated days from Oct. 25-31.Since early this morning, the Expo' s public transportation system has been under great pressure as visitors have been seen throughout the Expo site.Visitors needed to queue up for more than one hour before being admitted to most pavilions. Some popular pavilions, including the Oil Pavilion and Space Home Pavilion, stopped visitors from queuing up by 4 or 5 p.m. because of the large crowds.Many visitors could only walk around, take pictures outside of pavilions, or have picnics at rest area. Further, all parades were canceled due to the large number of visitors.Zhou Qian and Dai Shishi from Hangzhou described the long queues as "horrible". But Zhou said she had been prepared for the situation as they visited seven pavilions, including the Egyptian and Spanish pavilions.A visitor surnamed Zhang and her daughter, a high school student in Shanghai, entered the site at 11 a.m. but had only visited three pavilions by 6:30 p.m."And all of them are small ones. TIANJIN, Oct. 7 (Xinhua) -- China's top climate change official Thursday called for compromise from all parties to seek the biggest common ground during the UN climate talks while developed and developing countries remained divided on many issues.Parties at the talks should rebuild mutual trust and improve sense of responsibility as climate change is a global issue affecting every country, Xie Zhenhua, vice minister of the National Development and Reform Commission, told the press on the sidelines of a new round of UN climate talks held in Tianjin from Oct. 4 to 9."The best result of the global climate talks may be a solution that dissatisfies every one but is accepted by all," he said. "To reach the result, every party needs compromise and work to find the biggest common ground. If one country refuses to do anything and ask others to do many, this is definitely not acceptable."When asked about one of the most controversial issue on how to manage the fast start fund, Xie said, as a developing country, China is fully qualified to receive funds and technical supports from developed countries."But, provided that the amount of current fast start fund is much less than what developing countries need, China would not compete with those who need the money most such as the least developing countries and island countries," he said.Jonathan Pershing, who leads the U.S. negotiators at the Tianjin meeting, said on Thursday that there should be a differentiation between offering finance for developing countries as some countries clearly have enormous capabilities, even though they are listed in the developing country list, while some countries, although in the developing country list, have virtually no capabilities.Countries like China can do a great deal, and have made very clear that they intend to do a great deal, he told reporters."It (China) has made commitment that was made on a series of actions on intensity, on renewable energy and on forests that are examples of what a really powerful country with enormous commitment can deliver," he said.Xie Zhenhua said China will also provide as much assistance to these countries as it is able to, through South-South cooperation."We are not only saying it but have also begun doing it. In the past few years, we have provided training programs to people from least developed countries and worked with them in programs to cope with climate changes," Xie said.However, Xie strongly argued that developed countries should actually add new money in the fast start fund as a majority of current identified fast start fund was in fact included in the existing Official Development Assistance (ODA).

BEIJING, Oct. 20 (Xinhua) -- Chinese Premier Wen Jiabao Wednesday said the country's 12th five-year development plan, starting in 2011, should reflect the consensus of the entire society and motivate people from all walks of life.He also encouraged national political advisors to actively offer suggestions for the plan.Wen made the remarks in Beijing at a meeting of the Standing Committee of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC), China's top advisory body.The national political advisors convened their meeting two days after the Communist Party of China (CPC) Central Committee ended a four-day plenary session that set the outline of the 12th five-year plan, with key objectives in economic restructuring and improving living standards nationwide among others.In Wednesday's meeting, Wen said the State Council, or the Cabinet, would draw up the plan as outlined by the CPC Central Committee.He also said the theme of the 12th five-year plan was "scientific development" and would require China to accelerate the transformation of its economic growth mode, which he called "a strategic task of great urgency."The meeting was presided over by Jia Qinglin, chairman of the CPPCC National Committee.
