SAN DIEGO (KGTV) - Eighteen-year-old Joseph Preissman is getting ready for his very first day as a college student. But a mistake he made last December is dragging down his final days of summer."It'd be really great to just figure out why we're getting charged so much for something so little, and something that was, like, an accident," he said. The accident happened near Idyllwild. Preissman and a friend were returning from a hiking trip, when he said it hailed. Preissman was coming around a bend and lost control of his car, running into a freeway directional sign and splitting its wooden post. Nobody was hurt, so Preissman thought the accident was ancient history. That is, until July 31, when the Preissman family got a bill from Caltrans to replace the sign - totaling 7.95. All but about of that bill was for labor. "I could even understand half that cost, but I can't understand how it could possibly take three people, let's say from 8 in the morning to 12 in the afternoon, to repair that sign," said Daniel Preissman, Joseph's father. Caltrans spokeswoman Emily Leinen stood behind the bill. She said about 0 of it went to administrative fees. Much of the rest reimbursed the crews for going out to the area and replacing the 16-foot-tall post. They had to make sure it had the proper breaking points for driver safety. Leinen added one crew member had to keep watch for other cars coming around the bend."It's rocky road terrain out there, it’s a mountain, so unfortunately they had to do everything by hand on a blind corner," Leinen said. Caltrans did offer the Preissman's a 10% discount and a payment plan, but Daniel Preissman said even with that the bill is excessive. 1710

SAN DIEGO (KGTV) - Father Joe’s Villages will be making changes to how they serve their annual Thanksgiving meal due to the pandemic.Deacon Jim Vargas says the meals will be prepared ‘to go’ and given to people outdoors in their courtyard. As a result, they plan on needing fewer volunteers this year. Those that will be there to give out the meals will be wearing masks and practicing social distancing.Vargas says there is greater food insecurity in the community this year because of the pandemic. As a result, they are preparing more food.“We typically serve about 700 or so. We’re prepared to serve close to a thousand this year because we know there’s an increased need,” Vargas said.Anyone receiving a meal will also receive a backpack that comes with a face covering, hand sanitizer, and hygiene kits.The pandemic is also impacting their annual 5K, which is held at Balboa Park on Thanksgiving Day. This year, the event will be virtual, and Vargas says registration for the event is down. That concerns Vargas because it is their second-largest fundraiser for the year, which brings in about 0,000 for food services. 1135

SAN DIEGO (KGTV) -- Home sales in San Diego are starting to see a dramatic decrease, according to a new report by CoreLogic.Year-to-year, home sales fell nearly 18 percent from September of 2017 to September of 2018. From August to September of this year, home sales fell nearly 22 percent. Since 1988, the average change in sales between August and September is only 9.8 percent.“The nearly 18 percent year-over-year drop in Southern California home sales this September was the largest for any month in almost eight years,” said Andrew LePage, a CoreLogic analyst.Also in September, sales of newly-built homes in Southern California were 46.6 percent below the September average since 1988.The drop in home sales is due to higher prices and rising mortgage rates, according to CoreLogic. Those factors are pricing out some would-be buyers and prompting others to wait and see what happens with the housing market.The median home price in San Diego County in September of 2018 was 5,000, up nearly eight percent from the same time last year, however, the median price fell by 1.4 percent from August to September of 2018.“Price growth is moderating amid slower sales and more listings in many markets,” LePage said. “This is welcome news for potential homebuyers, but many still face a daunting hurdle – the monthly mortgage payment, which has been pushed up sharply by rising mortgage rates.” 1405

SAN DIEGO (KGTV) — Federal agents have been added to the investigation of a Kearny Mesa fire that gutted an off-roading business early Thursday morning.About 25 agents with National Response Team (NRT) of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) out of Los Angeles were requested by San Diego Fire-Rescue to assist with the probe.The NRT agents will arrive Friday and begin processing the scene at Off Road Warehouse Saturday, according to the ATF. They join other officials with ATF Los Angeles, SDFD, and the San Diego Police in the investigation. The fire comes five months after another fire ignited in November 2018. That fire, however, was reportedly ruled as an electrical fire.“ATF is committed to working alongside state and local law enforcement by bringing its resources to determine the origin and cause of this fire that resulted in a total loss for this business,” said Carlos Canino, the special agent in charge of ATF Los Angeles Field Division. “ATF will provide whatever is necessary to thoroughly investigate and provide answers.”Thursday's blaze was reported at about 1:30 a.m. at the ORW building (7915 Balboa Ave.) The fire caused an estimated .5 million in damages and the warehouse's contents were deemed a total loss.
