TALLINN, Sept. 21 (Xinhua) -- Li Changchun, a senior official of the Communist Party of China (CPC), met here Tuesday with Estonian parliament speaker and prime minister on bilateral relations.Li, a member of the Standing Committee of the CPC Central Committee Political Bureau, arrived in the Estonian capital of Tallinn earlier in the day for a three-day official goodwill visit to the Baltic Sea country. While meeting with Estonian Parliament Speaker Ene Ergma, Li said China would work to further boost its overall relations with Estonia."China pays a lot of attention to its relationship with Estonia and appreciates Estonia's support for the one-China policy and China's other core interests," he said.He added China would work to further boost its political relations with Estonia and to expand pragmatic bilateral cooperation on the basis of mutual respect and common interest with the aim of developing the friendly bilateral ties between the two countries in an all-around way.Li noted parliamentary and party-to-party exchanges are a major part of China-Estonian relationship. The CPC has established friendly ties with all major political parties in Estonia, he said, hoping such exchanges can lay a solid foundation for the overall bilateral relationship.Ergma, for her part, said Estonia and China have maintained good relations and bilateral cooperation has been constantly deepened under the principle of equality and mutual benefits.Estonia hopes to further strengthen exchanges with China in economic, trade and cultural areas, she said.Particularly, Estonia hopes China can use the port of Tallinn as an important connecting point of the East-West maritime transportation route as part of efforts to expand bilateral cooperation on ports, according to her.Later Tuesday, Li also met with Estonian Prime Minister Adrus Ansip who is also head of Estonia's Reform Party.

BEIJING, Oct. 27 (Xinhua) -- A signed article published in Wednesday's People's Daily said China's political reform must be conducted in a step-by-step manner under a socialist system and the leadership of the Communist Party of China (CPC).The article, written by Zheng Qingyuan, said China's political reform should be conducted in accordance with the development of the country's economic, historical and cultural background. The article was carried by the CPC Central Committee's official newspaper after the Party concluded a key policy-setting meeting that stressed the need for political reform."Great impetus will be given to economic restructuring, while vigorous yet steady efforts should be made to promote political restructuring," the communique, issued by the fifth plenary session of the 17th CPC Central Committee, said. The article starts with noting that the kind of political system a country chooses "depends on the will of the overwhelming majority of the country's people and its particular national condition, as well as its historical and cultural background."It cited late leader Deng Xiaoping's remarks about the three key indicators to assess a country's political system: whether its political situation is stable; whether the system can enhance unity among its citizens and improve their lives; and whether the country's productivity can be sustainably developed. The article said that since 1979, the CPC has announced a comprehensive reform policy which included consistent political reform over the past three decades, and added that China had achieved some experience in political reform now.It also stressed that China's political reform should not blindly adopt western-style practices such as having multiple parties which hold office in rotation and separating administrative, legislative and judicial powers.

GUANGZHOU, Nov. 7 (Xinhua) -- Authorities in south China's Guangzhou, host city of the 2010 Asian Games, Saturday said it will cancel a newly-launched free public transportation service due to the enormous public response, which might pose a security threat to the Asian Games. The government earlier this month launched the color-coding scheme for vehicles, effectively grounding half of the city's 2.1 million private cars and those entering the city each day during the Asian Games. As a remedy, free public transport service was to be offered for 30 working days beginning November 1.The offer was met with unprecedented enthusiasm from Guangzhou residents. For days, subway trains were often crammed and stations were full as swarms of people lined up to take a free ride. Now, officials with Guangzhou's transportation authorities said they had to rescind the offer as more than 8 million passengers took the subway on an average day beginning November 1, a figure "much, much higher" than the subway system was designed to carry.Further, traffic controls were put into force 144 times during the week, which "seriously affects the normal security checks required for the Games" and causes "great inconvenience," officials said.Guangzhou authorities plan to roll back the free-day scheme on Nov. 8 and replace it with a cash subsidy program in which each household in Guangzhou will receive 150 yuan as a transportation subsidy from the government. The Asian Games are scheduled to begin on November 12, featuring 11,700 athletes competing in 42 sports.
