VACAVILLE, Calif. (AP) — Crews were battling wildfires in the San Francisco Bay Area and thousands of people were under orders to evacuate Wednesday as hundreds of wildfires blazed across the state amid a blistering heat wave now in its second week. Gov. Gavin Newsom blamed the extraordinary weather and thousands of lightning strikes for 367 known fires, including 23 major fires or groups of fires. He said the state has recorded nearly 11,000 lightning strikes in 72 hours. Ash and smoke filled the air over San Francisco, which is surrounded by wildfires burning in multiple counties to the north, east and south. 626
VALLEY CENTER, Calif. (KGTV) — A man wanted for trying to kidnap young girls in the Los Angeles and Escondido areas is in custody, according to San Diego Sheriff's Department.SDSO says Elijah Lopez, 24, was wanted on suspicion of following and forcibly grabbing a six-year-old girl who was walking with her blind father in Huntington Park, south of downtown Los Angeles, on Tuesday.A wanted flyer was issued bu LAPD and eventually reached SDSO's Valley Center substation.Wednesday, an SDSO deputy was driving back to Valley Center when he noticed a man matching Lopez's description at the intersection of Highway 78 and Broadway, wearing the same clothes detailed in the wanted flyer, the department says.As the deputy detained Lopez, SDSO says an observer flagged the deputy down, claiming Lopez had been following a juvenile, who ran into a nearby grocery store for help."It was near the end of his shift," said Lt. Pat Shannon, the Valley Center Sheriff's Substation's commanding officer. "He still had the mindset to have those observation skills on, thank goodness he did because I'm positive he averted something worse from happening."Escondido Police say they are investigating a case that occurred on Tuesday, in which Lopez was reportedly seen at about 4:30 p.m. in the area of Valley Parkway and Midway Dr. chasing a young woman. The woman entered a store to get away, an EPD spokesperson said. Investigators are working to determine "what his intent was in chasing the victim" and say that additional charges could follow.Lopez has been booked into Los Angeles Police Department on 0,000 bail. 1615

UNIVERSITY CITY (KGTV) -- Several University City residents were rescued from their apartment balconies early Monday morning after their building became flooded in up to four feet of water from a busted fire hydrant. The incident first started around 1:30 a.m. when a motorist in an SUV crashed into a fire hydrant in the 9000 block of Genesee Avenue, in front of the Canyon Park Apartments across from La Jolla Country Day School. The sheared fire hydrant created a geyser that flooded the adjacent apartment building. Several lower level units became submerged in up to four feet of water. Some residents were forced out onto their balconies as waterfalls cascaded through their apartments and into the canyon below.Firefighters were able to rescue those trapped on their balconies without further incident. It took crews about a half hour to turn off the water. The American Red Cross was called in to help 22 adults, six dogs and a cat arrange for another place to stay. The driver told officers he fell asleep before crashing into the fire hydrant, San Diego Police officer Tony Martinez said. 1107
Twitter rolled out a 280 character limit for most of its users Tuesday, and, predictably, lots of people are unhappy. That doubles the original 140 character limit that Twitter has maintained since it launched in 2006.Twitter began testing longer tweets in late September, and found that once the novelty of tweeting longer wore off, most people in the test group didn't use all of the available characters. According to the company, only 5% of tweets sent by people in the 280-character test group were longer than 140 characters, and just 2% were over 190 characters. Many users complained about the initial tests. Now that just about everyone's got 280 characters to work with, more people say they're frustrated or confused by the decision. Others are using new characters to make jokes. Other people were curious about how the new parameters will change the way people interact on the platform. The big question on everyone's mind is how President Donald Trump, an avid Twitter user, will use the expanded space. The president tweeted two messages Tuesday that went beyond the old 140 character limit. But another Trump doesn't appear to like the change. Donald Trump, Jr. tweeted a critique of the expanded character limit -- although he used 195 characters to do so. 1286
