SAN DIEGO (CNS) - California State University police chiefs Friday banned the use of the carotid restraint and pledged to implement policing recommendations offered by a 2015 federal task force on the CSU's 23 campuses, which include San Diego State and Cal State San Marcos."As police chiefs of the California State University's 23 campus police departments, we have been galvanized by the many voices across our state and nation demanding accountability, equity and justice," the chiefs said in a joint statement. "We have seen the tragic impact of racism and bigotry, and many in our departments have experienced it personally. We are unitedly determined to take action."CSU Chancellor Timothy White and every CSU campus president supports the pledge to adopt recommendations of The President's Task Force on 21st Century Policing, reported to then-President Barack Obama in May 2015, according to the chiefs."We are determined to lead by example, joining a growing number of American cities that have committed -- collectively and collaboratively -- to address police use-of-force policies," the statement continued. "To that end, and effective immediately, we are prohibiting the use of the carotid control hold by all CSU police officers. Additionally, no CSU police officer will receive or participate in trainings that teach the carotid control hold."The task force's recommendations are organized around six pillars: Building Trust and Legitimacy, Policy and Oversight, Technology and Social Media, Officer Wellness and Safety, Community Policing and Crime Reduction, and Training and Education.The chiefs also committed to looking for ways to incorporate those concepts into the training and certification provided by the California Commission on Peace Officer Standards and Training. All CSU police officers are sworn and certified by CA POST, and receive further training in de-escalating situations that might be caused by mental health or controlled substance issues.The announcement comes as student activists across the country call on administrators to disband campus police departments and cut ties with local police. 2143

SAN DIEGO (CNS) - Father Joe's Villages will kick off its first housing project of the year Tuesday at the future site of 82 affordable housing units.The project will convert an old E-Z 8 Motel at 1010 Outer Road into the housing complex for homeless residents. The project's kick-off ceremony will include a name dedication for its community funders and a 17-feet-tall banner unraveled from the building's top balcony, reading "Hope Lives Here."The city of San Diego plans to open a similar facility nearby in the Egger Highlands area by refitting a Super 8 motel that was the site of regular drug use and prostitution. The facility will include 82 beds and counseling for low-level drug offenders, many of whom are currently homeless. The California Coastal Commission voted to allow the project to move forward last month.Father Joe's Villages' ceremony will include remarks by president and CEO Deacon Jim Vargas and one of the organization's clients who has dealt with homelessness. SAN DIEGO (CNS) - A man was killed Saturday when an SUV overturned and crashed into a tree on the Sea World Drive on-ramp to northbound Interstate 5, the California Highway Patrol said.The accident happened about 9 a.m. when a white Cadillac Escalade luxury SUV, traveling at a high rate of speed according to one witness, overturned and hit a tree on the right shoulder of the Sea World Drive on-ramp, according to CHP Officer Salvador Castro.Units from the San Diego Fire-Rescue Department were also on the scene, near the Tecolote Canyon Natural Park and Nature Center.The CHP had no immediate information on the identity of the victim. Castro said nobody else was in the SUV at the time of the crash.Traffic on Sea World Drive and northbound I-5 was reported to be slowing. The CHP will investigate the cause of the accident. 837

SAN DIEGO (CNS) - Federal authorities said today that a woman who fled federal custody and ran into a crowd of protesters was later taken to a hospital after she became distressed during the confrontation.The incident occurred Saturday in the 220 block of West C Street near the gate into the Western Region Detention Center. The woman's escape and the following confrontation between federal agents and protesters was captured on video and widely shared on social media, garnering over 15,000 views as of Monday.According to the San Diego office of the FBI, the woman -- who was arrested on suspicion of dealing methamphetamine, heroin, and fentanyl -- opened the rear passenger door of an unmarked car while handcuffed.She then allegedly ran into a nearby crowd that was protesting police brutality. Agents pursued the woman and regained custody, while the crowd of protesters surrounded the agents and the woman, the FBI reported.Protesters then confronted the two agents who pursued the woman, officials said. Video recording shows a crowd of around 50 protesters attempting to separate the woman from the FBI agents by pulling at her and the agents, until the woman becomes distressed and suffers a seizure.Protesters then encircled the woman and blocked the agents from her. A member of the protesting group designated as a medic then assists the woman, according to the video.The two agents, who wore civilian clothes, walked back to their car near the San Diego jail and called for medical assistance, the federal authorities reported.Paramedics responded to the scene along with a large police presence, which separated protesters from the woman. She was then taken to a local hospital, the FBI said.According to federal investigators, the woman's initial arrest was not related to the nearby protest. She had been arrested by the San DiegoCounty Sheriff's Department on suspicion of conspiracy to distribute meth, heroin and fentanyl to a 2019 federal gang and narcotics case. SAN DIEGO (CNS) - A suspect in a series of residential burglaries and auto thefts in El Cajon was arrested Thursday.Davon Lee, 20, was driving a vehicle stolen during one of the home- invasion thefts when San Diego police took him into custody Thursday afternoon, El Cajon police Lt. Kevin MacArthur said.Lee, an El Cajon resident, is suspected of committing seven burglaries in the East County city in recent weeks.In each case, the intruder entered an occupied home through an open door or window, located car keys inside and then stole a vehicle from the premises, MacArthur said. 591
