SAN DIEGO (KGTV) - The San Diego County Office of Education is bringing solutions to families without internet access to start the school year.The “digital divide” was already in place before the pandemic. With an increased reliance on distance learning and working from home, it’s only gotten worse.Before coronavirus, 1 in 5 students in San Diego County were under-connected or not connected at all.Chief Technology Officer, Terry Loftus, with the County Office of Education is working to help fix that.“If the parent had an Android phone, that qualifies as connectivity, but it’s not broadband and it doesn’t meet the needs of distance learning,” said Loftus.The COE is stepping up to the challenge of bridging the digital divide that plagued about 100,000 families.“Approximately 36,000 of those were South and East county,” said Loftus. “Or our districts that have people on the Free and Reduced Meal Program and haven’t had access in the past.”Many families can’t afford cable or wireless connections, or were forced to cut the cord after losing their jobs.Others live in more rural areas where that connection isn’t possible.So, they’re adding satellite solutions and distributing hotspot devices.“The 5,000 devices that are going out in the next week or two in that initial order, zero are being paid for by families,” said Loftus.There are also options for undocumented families and those who don’t want to share personal information to secure a connection.“To get that service without having to give details about their financial background, immigration status,” said Loftus.Most of the new connections are coming at no cost to parents or students thanks in-part to money from the CARES Act.The COE is also working with legislators on Senate Bill 1130 that would build new infrastructure in communities that need it.They’re in the process of surveying families to see who still needs connectivity as their programs are rolling out. SAN DIEGO (KGTV) -- There is a new effort to bring more customers to restaurants struggling in downtown San Diego due to the coronavirus pandemic.Beginning at 12 p.m. Tuesday, 700 discounted gift cards will go on sale for 40 downtown restaurants, stores, and coffee shops. Patrons can pay for the card but will get a value in what will be called the "Downtown Loyalty" program.The extra per card is being added by the City Center Business District and local philanthropic groups.Sarah Brothers with the Downtown San Diego Partnership said this will help make up some of the restaurants lost revenue. SAN DIEGO (KGTV) — The race for California's 50th Congressional District is zeroing in on two candidates following Super Tuesday.Former City Councilmember Carl DeMaio conceded Tuesday, leaving the path clear for the March Primary's top two vote-getters Democrat Ammar Campa-Najjar and Former Republican Rep. Darrell Issa."While I am disappointed, I am filled with two other emotions: gratitude for supporters like you and pride in the incredible campaign we ran," DeMaio's statement read. "In the coming days I will share more details of how we will deploy our political operation as we pivot to the November election and hope you will be willing to continue to be involved in the fight."Campa-Najjar topped the nine-candidate field with 36 percent of the vote, followed by Issa with 23 percent, DeMaio with 20 percent, and Sen. SAN DIEGO (KGTV) -- The San Diego Fire-Rescue Department gave 10News a behind the scenes look at the specially-trained team that solves arson cases. Inside Station One is the elite and highly specialized Metro Arson Strike Team, or MAST, made up of fire investigators, police detectives, ATF, FBI and a bomb squad. The team is dedicated solely to investigate arson. To be on the specialized team, MAST training goes beyond the fire academy. “You are wearing the hat of an electrical engineer, a scientist, a fire fighter, a report writer. We wear a lot of different hats and we have to be good at it,” said Captain James Shadoan. MAST spent the day with 10News demonstrating how they perform the task of solving an arson.
