Facebook and Instagram were both having issues as users reported problems with the social media sites early Tuesday morning. According to downdetector.com,  the East coast is reporting the most problems with Facebook in the United States, but issues are being reported globally as well. This is the second time this month users from all over have reported Facebook being down.Instagram users were also reporting problems, according to downdetector.com.Some of the problems with Facebook included not being able post status updates, the page not loading at all or loading very slow, not being able to send messages over Facebook's separate Messenger app and some saying they received an error message indicating the site was doing maintenance, among other issues.Instagram users reported the app not loading and showing an error message.Some people were able to access Facebook or Instagram, or both, later in the morning and without problems. Neither social media site has said what caused the problems, or when users still having issues . would be able to access the sites again.Users took to Twitter to report the outages, using the hashtags #FacebookDown and #InstagramDown. 1220

Election season may be over, but two weeks after polls have closed, campaign signs still fill yards and roadways in much of the country.It's not uncommon to see political signs stand for a year after Election Day. And while the placards create plenty of visual litter, what's more concerning is the physical litter they can cause.Judith Enck, the President of Beyond Plastics says candidates need to take responsibility for their political signs."Lots of people who run for office run more than once," she said. "If they were in a two-year term, they're going to need signs in another two years, so they really should go out and collect the signs and store them somewhere and reuse them."Enck also says that because a candidate's campaign is already responsible for putting up the signs, they should also be responsible for taking them down after the election.She adds that most campaign signs aren't recyclable. While most signs used to be made entirely of cardboard, newer signs often now include a plastic coating. The coating protects the ink from sun, rain and snow, but also means candidates can't recycle signs after the election.Enck argues that in most cases, the plastic coating on a cardboard campaign is unnecessary."They pop up like mushrooms in the month of October, so I'm not sure that all that plastic coating is necessary," she said. "I would recommend to just go back to regular cardboard, and then you could actually recycle the signs."Enck adds that the metal posts that hold up campaign signs can be recycled, but they need to be separated from the signs and taken to scrap metal recycling centers. 1628

We're starting to live up to that more than I've ever seen," said Dan Forster.Forster owns Design Moe Kitchen & Bath and has watched new blood elevate the historic downtown over the last ten years, including restaurants, breweries, and new businesses. Also vice president of the Escondido Downtown Business Association, Forster says they've wanted a grand sign like this for years, but he says it was cost-prohibitive. Forster says that changed with an anonymous million donation made to the Escondido Charitable Foundation for the arch. "There's no money that's being taken out of the city budgets to pay for this, it's just one big beautiful sign," said Forster. Crews will raise the sign on March 3. FALLBROOK (CNS) - The San Diego County Sheriff's Department Saturday released the name of the man who was shot after he allegedly attacked a deputy with a baseball bat early Friday morning.The Sheriff's Department says a deputy was investigating reports of unprovoked assaults with a bat when he found himself under the same kind of attack from 30-year-old Jesus Cirilo Rodriguez.The deputy was sitting in an unmarked car around 4:30 a.m. Friday in the area of Reche and Ranger roads in Fallbrook when the attack happened, sheriff's Lt. Rich Williams said. Deputies had received three reports of unprovoked baseball bat attacks near the area in the last two days -- one on Wednesday evening and two on Thursday evening -- and were conducting surveillance, Williams said.RELATED: Bat-wielding man shot by sheriff's deputyDuring the surveillance, a man -- suspected to be Rodriguez -- walked up and smashed the window of the deputy's vehicle, shattering glass over the interior and prompting the deputy to open fire in self-defense, Williams said.The deputy shot the suspect multiple times, though the suspect was expected to survive.Rodriguez was being held under guard at a local hospital on suspicion of assault of a peace officer with a deadly weapon while his wounds were being treated, and his bail was set at 0,000.
