SAN DIEGO (KGTV) — San Diego leaders are asking the state to provide guidance on how the city can reopen the convention center safely during the pandemic.Mayor Kevin Faulconer and Councilmember Chris Cate signed on to the letter requesting that Gov. Gavin Newsom provide rules to reopen the convention center, which has been shuttered since March.According to the city, because of the coronavirus pandemic, the convention center has lost out on more than 100 events between March and December of this year. That factors out to a loss of about 7.8 million in direct attendee spending and .2 billion regional impact.Cate says guidelines to safely reopen convention centers have been awaiting Newsom's approval since June, and must be approved by November in order to host events in 2021 — many events that are already in jeopardy."We are respectfully requesting that the Governor approves the Safe Reopening Guidelines for convention centers statewide. When conventions can reopen is just as critical as how they will be allowed to resume, and the state should be proactive in approving these guidelines well in advance. The property was transformed into a temporary shelter for the city's homeless population. Since April 1, about 1,100 individuals experiencing homelessness have been sheltered at the center per day. The city says that through its Operation Shelter to Home program, it has helped 525 people find housing to transfer into support housing, longer-term housing, rentals, living with friends or family, or rapid rehousing.Recently, the city also purchased two hotels — a Residence Inn on Hotel Circle and a Residence Inn in Kearny Mesa — to transform into housing units with supportive services as another method to bring individuals off the street. 2442

SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer has identified a park-and-ride lot in Scripps Ranch as a perfect place for new affordable housing, but neighboring businesses worry the plan will drive away their customers."You solve one problem and create ten new ones. There’s seven businesses that are going to suffer," said Yannis Pihas, owner of Yanni's Bar & Grill.Pihas says his customers, as well as visitors to the two hotels in the center, frequently use the park-and-ride because there is limited parking otherwise. While he's attempted to speak with city leaders about his concerns, so far he says he has not been given any indication that the housing project will include parking that the businesses can use.ABC 10News reached out to the city. A spokesperson says the project is still in the early process of planning and that details on potential parking have yet to be worked out. The spokesperson also said the public can always bring concerns to the area's planning board and that there will be more opportunities for public input once the plan is prepared.In a statement, Mayor Faulconer said, "There is a great need in our community for housing that gives folks a real chance to have a place of their own, but also the support system they need to stay housed. SAN DIEGO (KGTV) - San Diego police are looking for a man accused of committing a lewd act in the Morena neighborhood.The incident happened on Aug. 12, shortly before 4:30 p.m. A home security camera caught the man stopping on the sidewalk and engaging in the lewd act as he crept near a woman that was gardening outside her home.Police say the woman had her back turned to the man, and she never knew he was there."He was within maybe four or five feet at the time," the woman's husband, Jeremy Pritchett, said. "That's frightening about the situation, someone can creep up to you within 4 feet, and you have no idea."A car drove by, and Pritchett said it scared the man away. Pritchett was home at the time but didn't know what had happened until a few minutes after the man took off. He found out after looking through his security camera footage.San Diego police officers say they have identified the man in the video, and they are going to issue a warrant for his arrest. SAN DIEGO (KGTV) -- Residents in Ocean Beach are expressing concern over massive gatherings consistently happening in their neighborhood.On Wednesday evening, ABC 10News captured video of what looked like a festival, with dozens of people socializing and playing music at a park near the OB Pier. Many among the crowd were observed not following county public health orders of social distancing and face coverings.San Diego police were called to the park after receiving complaints regarding the big crowds and noise.Earlier in the day, during the county's COVID-19 press conference with Supervisor Nathan Fletcher, the Ocean Beach Town Council addressed their concerns over the gatherings. The council asked San Diego leaders when they will do more to address the issues.Fletcher was asked about enforcement funding and how that would help with concerns like those raised by the OB Town Council."In the first bucket of enforcement that was provided, there are 13 staff who will be dedicated on those egregious and very blatant willful violations of what’s happening in addition to the efforts that we do around outbreaks and pre-outbreaks," Fletcher responded.Police said large gatherings in Ocean Beach take place every Wednesday.Mark Winkie, president of the OB Town Council, said, “We feel like we’re being disrespected. We call it ‘mayhem in Ocean Beach.' That’s really what it is right now.”Winkie said the town council has submitted multiple complaints along with a letter that said, in part: “They need to do something about the unacceptable levels of gatherings, gallons on trash left behind and illegal vendors selling merchandise.”Winkie added those are all huge public health concerns."We'd like some education to be done for the people down there. We don't want the police department to arrest people, we want the people to understand this is our community. You're welcome to be here, but you need to adhere to social distancing rules and respect our community,” Winkie said.So far, police have only responded to noise complaints in the area.City Councilmember Jennifer Campbell, whose district includes Ocean Beach, told ABC 10News in a statement that she is "committed to direct additional resources on Wednesday nights and has urged the mayor and county to enforce mask wearing and social distancing."Winkie said that's not enough."The city doing anything at all to prevent people from congregating closely together as they have been is not accurate, that hasn't been done,” said Winkie.Neighbors said many of the crowds start at the farmer's market then work their way towards the park.ABC 10News reached out to OB's Main Street Association, who is in charge of that event. Sandbox Pizza in Pacific Beach is an example of a restaurant stuck in limbo while helping prevent the spread of COVID-19. This past weekend, they held an event offering , 14-inch pizzas to all customers.
