Faulconer and SDPD police chief David Nisleit said they are looking to build on recent police policies on officer use of force.Faulconer, Nisleit, and other public officials made a formal announcement Wednesday afternoon."We hear what the community's concerns are,” San Diego Police Chief David Nisleit said. “The preservation of human life is our number one priority.”Nisleit said that de-escalation is a number one priority for the department.“De-escalation steps include things like creating a buffer zone between an officer and a subject to reduce tensions, or calling on specialized resources such as psychiatric emergency response team,” Mayor Kevin Faulconer said.“These policies are meant to protect the officer as much as the subject and prevent escalation as much as possible before force is used,” he added.“The officer must intervene,” Nisleit said when talking about officers stepping in when officers see excessive use of force.The announcement comes weeks since Nisleit said his department would stop the use of a hotly criticized carotid restraint procedure.SDPD, along with numerous other local agencies, stopped this technique in response to protests across the county after video surfaced showing a Minneapolis officer kneeling on Floyd's neck for nearly 10 minutes. SAN DIEGO (KGTV) -- San Diego police are investigating how a teenager ended up unconscious near a Walgreens store in Chollas View after her mother reported the girl had been kidnapped.The 13-year-old girl's mother called police shortly after 4 p.m. Monday and said her daughter was supposed to be at a friend’s house, but she later learned her daughter somehow ended up with a man she didn’t know.It is unclear how the woman determined her daughter was with the man.About 20 minutes later, police found the teen unconscious but breathing in the 600 block of Euclid Avenue. She was taken to the hospital, but her condition is unknown.Police said they are looking for the man that was believed with the teen. He is described as Hispanic, in his early 20s, with long hair. SAN DIEGO (KGTV) — San Diegans will decide whether to pass or defeat Measure E, which asks voters to decide on a 30-foot height limit on buildings in the Midway-Pacific Highway area.Measure E reads as follows:City of San Diego - Measure E: REMOVING 30-FOOT HEIGHT LIMIT IN MIDWAY-PACIFIC HIGHWAY COMMUNITY PLAN AREA. Shall People’s Ordinance O-10960 be amended to exclude the Midway-Pacific Highway Community Plan area, which includes the Sports Arena, from the 30-foot height limit on buildings in the Coastal Zone, with any future development still required to comply with other governing laws?(Full text)Voters will be able to vote “yes” or “no” on the measure. A simple majority vote is required for the approval of Measure E.Those in favor of the measure say passing it would, "revitalize the dilapidated Midway area, help struggling San Diegans get back to work, and create a vibrant neighborhood San Diego families can finally enjoy: a modern Sports Arena. Public parks. Affordable housing. Good paying jobs. Millions in funding for San Diego schools and overdue infrastructure repairs – without raising taxes."Those against the measure argue that, "if approved, would see an entire community within the coastal zone declared exempt from the 30-foot coastal zone height–limit law. The Midway-Pacific Highway Community Plan area includes Marine Corps Recruit Depot (MCRD), Midway, Sports Arena, and NAVWAR. This area is rich in public land that would be ripe for private acquisition and exploitation to reward City Hall’s developer friends." 1555

  

SAN DIEGO (KGTV) - San Diego Police arrested a man on suspicion of killing the owner of an East Village flooring business, but a female suspect remains at large, detectives said Thursday.Kevin Eugene Cartwright, 51, was arrested in El Cajon Tuesday. No motive was released.??????10News spoke to Venus, who told us she was Ghedeer "Tony" Radda's cousin. Ten years his junior, she said she always looked up to Radda as a "cool older brother," who taught her everything from pop culture to how to grow up. She said the tragedy was so numbing, she still cannot accept it as reality. "I wake up everyone morning thinking, is this still a dream? Am I ever going to wake up from this nightmare?" Venus asked.Officers believe Kevin Cartwright and an unidentified woman killed Radda at Bottom Price Flooring on G Steet, October 10. Radda suffered trauma to his upper body and died at the scene."I can't imagine him thinking, am I going to go now? Do I call my kids? Do I call my wife? At the end of the day, I just want him to tell us, why?" Venus said.For more than a week, investigators looked for two disguised suspects caught on Radda's newly-installed surveillance cameras. They captured a person in a Granny Mask and a woman with a purple wig.San Diego Police said Wednesday evening they arrested the man they believed was behind the Granny Mask-- Kevin Eugene Cartwright."Today did give us a little bit of peace, not that it will bring him back, but just to know that there is a little bit of closure, that one person has been caught," Venus said. 10News went to Cartwright's last known address in El Cajon. A man answered the door but provided no comment. We then looked into Cartwright's criminal background and found he had been arrested for at least nine felonies -- four in San Diego and five in Virginia -- in the last 33 years. Detectives told family members that Cartwright was once a customer of Radda's, and now he is behind bars, accused of killing him. "I hope that he asks for forgiveness, and I hope he realizes what a tremendous loss we as a family have suffered," Venus sobbed.RELATED: Police searching for masked suspect in East Village homicideCartwright will be arraigned on Friday afternoon.The woman wearing the purple wig has not been arrested. Anyone with information is asked to call San Diego Police Homicide Unit at 619-531-2293 or Crime Stoppers at 888-580-8477.RELATED: Crime expert: Mask may be key to solving East Village murderRadda left behind a wife and two young children.
