BEIJING, March 31 (Xinhua) -- China's State Council, the cabinet, has said innovation in science and technology will improve the nation's competitiveness in the world stage.Scientific and technological innovation could solve major scientific and technical issues that concerned the country's overall situation and long-term development, said a statement released after a regular meeting of the State Council Wednesday.During the meeting, an official from the Chinese Academy of Sciences (CAS) delivered a report on the implementation of the "Knowledge Innovation Program" (KIP), which aims to make the academy a world-leading base for scientific research.The program was initiated in 1998 and scheduled to finish in 2010.The government would extend the KIP from 2011 to 2020, the meeting was told.The State Council called for deeper reform of research institutes and improved rewards and restrictions to encourage competition among scientists and researchers and to foster talent.The government planned to develop education programs that were closely related to the innovation drive and strengthen international cooperation, said the statement.Premier Wen Jiabao presided over the meeting.

TOKYO, June 1 (Xinhua) -- Chinese Premier Wen Jiabao described Tuesday his visit to Japan as successful, saying it has deepened trust, enhanced cooperation and consolidated the foundation for friendship between the two countries.In an interview with Japanese public broadcaster NHK, the Chinese premier called his visit to Japan "a journey of confidence and hope."Wen said he has achieved the visit's objectives of deepening mutual trust, enhancing cooperation and consolidating the foundation for friendship. "The visit is successful," he said.Important agreements were reached at his talks with Japanese Prime Minister Yukio Hatoyama, including re-establishing a hot line between the heads of the two governments, creating a maritime communication mechanism between the two defense departments and speeding up the establishment of a maritime rescue agreement, Wen said.The two sides also discussed ways to strengthen bilateral economic and trade cooperation, and identified green economy, energy and environmental protection and e-commerce as priority areas for cooperation, he said."Cooperation between China and Japan enjoys broad prospects," said Wen.The Chinese premier also called for promoting bilateral cultural and people-to-people exchanges, saying these exchanges are fundamental to the friendship between the two countries.After concluding a three-day visit to Japan earlier Tuesday, Wen is now in Mongolia for a two-day official visit.

BEIJING, April 27 (Xinhua) -- Suspected criminals found innocent or those whose cases prosecutors drop after excessive long periods of detention should be compensated by the state, according to a law amendment discussed by lawmakers Monday.The draft amendments to the State Compensation Law were submitted for their fourth reading to a four-day session of the National People's Congress (NPC) Standing Committee, or the top legislature.According to the Criminal Procedure Law, police can detain those committing crimes or suspected of crimes. The first plenary of the 14th session of the Standing Committee of the 11th National People's Congress (NPC), is held in Beijing, capital of China, on April 26, 2010.The Criminal Procedure Law says police should limit detention to three days and bring cases to prosecutors within those three days.The period could be prolonged by one to four days "in special cases," and to a maximum of 30 days for extremely serious crimes.Members of the NPC Standing Committee say the draft amendments should explicitly stipulate that those who have been detained illegally are entitled to compensation. Those who have been detained beyond the legally permitted period should be entitled to state compensation, the members said.Hong Hu, vice chairman of the NPC Law Committee, briefed lawmakers on the draft amendments.According to the NPC, the amendments aim to better defend people's rights from being violated by the State.It is hoped the amendments will enhance protection of detainees' rights.The current law took effect in 1995.State laws or amendments usually go through at least three readings before being adopted by China's top legislature.Top legislator Wu Bangguo presided over the session which opened Monday.

  

GOTHENBURG, March 27 (Xinhua) -- Chinese Vice President Xi Jinping arrived in Gothenburg, the second largest city of Sweden, kicking off his four-day official visit to this Nordic country on Saturday.In a written speech delivered at the airport upon arrival, Xi said that there is a long history of friendly exchange between the peoples of China and Sweden although the two countries are geographically distant from each other.Since the two countries established diplomatic relations 60 years ago, the bilateral relationship has always been moving forward in spite of the tremendous changes in international situation, the Chinese vice president said. Chinese Vice President Xi Jinping is welcomed by representatives from local Chinese community as he arrives at the airport in Gothenburg, Sweden, on March 27, 2010. XINING, April 26 (Xinhua) -- China's top political advisor Jia Qinglin visited quake survivors and rescuers during a trip to the quake-hit Yushu in northwest China's Qinghai Province on Monday."The government will go all out to rebuild the quake zone," Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference, told villagers from Yushu County, where the epicenter lies.Jia also met with representatives of monks who joined the rescue.
