In Bucks County, a suburban Philadelphia county, elections officials this week have been busy installing a 0,000 counting machine they have nicknamed "the dragon."The machine was purchased using CARES funds and is capable of sorting 24,000 ballots per hour. "The thing that slows us down the most is actually the fact you have to open two envelopes," Bob Harvie, an elections commissioner, said. (KGTV) — Neighbors in North County call this "Taking Back Oceanside.""We need to cite, we need to ticket, arrest when possible," said Andrew Andrioff. It's a response to a growing homeless population that's leaving neighbors frightened and frustrated. The San Luis Rey riverbed is covered with needles, tents, trash and shopping carts. Andrioff is behind the movement to change that. "we don’t want to enable these people to continue to their criminal and drug-addicted lives."Councilwoman Esther Sanchez says the city has three homeless outreach teams but they need more help. "This really is a regional problem, whatever one city does everyone is going to want to go there so we all have to go at the same time," said Sanchez. The problem has only gotten worse since the city is forced to take in more people than it can handle. "Are we going to really be responsible for Orange County cities that are cleaning out the river and giving them one-way tickets to Oceanside?" said Sanchez. Aria sat down with 10 News and talked about the horrific details, “I didn’t even see the wave until I made the turn and it was too late it was up on me”. The wave tipped the boat, he tried holding on, “I let go and went back in the water and I went under the boat and the boat went over me once then twice and the propellers are going”.During that moment he didn’t realize the injuries he was getting, “I didn’t feel, the adrenaline the cold water the salt all I know I couldn’t move my fingers I knew my hands were messed up “. Two casts on his hands because doctors say, he cut tendons leaving his fingers unable to move. One of the jurors from Paul Manafort's trial said on Wednesday that although she "did not want Paul Manafort to be guilty," the evidence was "overwhelming.""I thought that the public, America, needed to know how close this was, and that the evidence was overwhelming," Paula Duncan said in an interview on Fox News. "I did not want Paul Manafort to be guilty, but he was, and no one's above the law. So it was our obligation to look through all the evidence."Duncan, who is the first juror to speak publicly, offered a look behind the scenes of the deliberations. She noted that "crazily enough, there were even tears," and detailed some of the jury's conversations with the lone juror who she said was the reason Manafort was not found guilty on all counts."We all tried to convince her to look at the paper trail. We laid it out in front of her again and again and she still said that she had a reasonable doubt. And that's the way the jury worked. We didn't want it to be hung, so we tried for an extended period of time to convince her, but in the end she held out and that's why we have 10 counts that did not get a verdict," Duncan said on "Fox News at Night."Manafort, who served as President Donald Trump's campaign chairman, was found guilty on eight of 18 counts on Tuesday, and is facing up to 80 years in prison. We did due diligence, we applied the evidence, our notes, the witnesses and we came up with the guilty verdicts on the eight counts," she said.Manafort will be on trial again next month on a second set of charges, this time in a Washington federal court.
